1 CHAPTER 172: ELECTRICAL CODE SECTION ELECTRICAL CODE Short Title National Electrical Code Adopted by Reference Amendments to the National Electrical Code Minimum Requirements for Building Classifications Other Than Residential PERMITS AND FEES Permit Required to Install or Repair Electrical Equipment Application for Permit Fees for Permits INSPECTION Notification that Job is Ready for Inspection Final Inspection Penalty PENALTY ELECTRICAL CODE Sec Short Title. This Chapter shall be known and cited as The Highland Park Electrical Code. (Ord , J. 27, p , passed 11/26/01; Ord , J. 33, p , passed 6/11/07) Sec National Electrical Code adopted by reference. The National Electrical Code, 2005 Edition, is hereby adopted, and by this reference, incorporated as if fully set forth herein with the exception of such portions as are expressly deleted or amended by Section of this Chapter. (Ord , J. 27, p , passed 11/26/01; Ord , J. 33, p , passed 6/11/07) Sec Amendments to the National Electrical Code. The following amendments to the National Electrical Code, 2005 Edition, shall control whenever a conflict arises between the amendments and the provisions of the National Electrical Code, 2005 Edition. (Ord , J. 33, p , passed 6/11/07) Article 90 - Introduction (1) Section 90-8 (c) shall be added to the National Electrical Code and shall read as follows: 172-1

2 90-8. (c) - Wiring Planning. In new construction, for future expansion, a minimum of ten percent of the available spaces in a panel shall be provided as spares or blank. Article Requirements for Electrical Installations (2) Section shall be amended to read as follows: Conductors. Conductors normally used to carry current shall be of copper conductors. Article Branch Circuits (3) Section (a)(9) shall be added to the National Electrical Code and shall (a)(9) - Ground-Fault Circuit-Interrupter Protection for Personnel. All lights and exhaust fans installed inside shower stalls shall be G.F.I. protected. (4) Section (a)(5) shall be added to the National Electrical Code and shall (a)(5) - Conductors - Minimum Ampacity and Size. Conductors supplying circuits in commercial occupancies shall be not less than #12 AWG copper for any circuit; also, receptacles are to be 20 Amp. Rated. (Ord , J. 27, p , passed 11/26/01) Article Branch-Circuit, Feeder, and Service Calculations. (5) Section (m) shall be added to the National Electrical Code and shall (m) - Branch Circuits Required. Independent circuits shall be provided for each of the following appliances: range, oven, if separate from range, water heater, laundry, garbage disposal, microwave, compactor, dishwasher, food freezer, refrigerator, whole house vacuum, tubs with pumps, steam generators, sump and ejector pumps, furnaces, air conditioners, permanently connected heating appliances rated at 1,000 watts or more, including motors rated at 1/4 h.p. and over. Independent circuits used for the connection of a single attachment plug appliance rated 1000 watts or more shall be installed with a 125 volt, 20 Amp circuit and 20 amp rated single grounding type receptacle. 3 Article Outside Branch Circuits and Feeders (6) Section shall be amended to read as follows: Wiring on Buildings. The installation of outside wiring on surfaces of buildings shall be permitted for circuits of not over 600 volts, nominal, in rigid metal conduit, in intermediate metal conduit, in cable trays, as cablebus, in wireways, in auxiliary gutters, in liquidtight flexible metal conduit, and in busways. Circuits of over 600 volts, nominal, shall be installed as provided in Section Circuits for signs and outline lighting shall be installed in accordance with Article 600. (Ord , J. 27, p , passed 11/26/01) Article Services (7) Section shall be amended to delete all exceptions. (Ord , J. 27, p , passed 11/26/01; Ord , J. 33, p , passed 6/11/07) (8) Section (d) shall be added to the National Electrical Code and shall (d) Size and Rating. (d) Service entrance conductors shall be of sufficient size to carry the loads as computed in accordance with Article 220, but shall not be less than the ampacity required by herein. (9) Section shall be amended to read as follows: Wiring Methods for 600 Volts, Nominal, or Less. Service-entrance conductors shall be installed in accordance with the applicable requirements of this Code covering the type of wiring method used and limited to the following methods: (1) rigid metal conduit; (2) intermediate metal conduit; (3) wireways; (4) busways; (5) auxiliary gutters; (6) cablebus. (Ord , J. 27, p , passed 11/26/01) (10) Section (a) shall be amended to read as follows: (a) - Location. The fused or main breaker service disconnecting means shall be installed at a readily accessible location on the outside of all new residential buildings or structures or inside nearest the point of entry of the service conductors of commercial buildings or structures. (NOTE: The nearest point of entry is considered to be not more than five (5) feet inside the building.) (Ord , J. 27, p , passed 11/26/01) (1) Electrical Shunt Switch: All new main service disconnects and equipment in commercial buildings or structures shall be designed with a shunt trip switch. The shunt 172-3

4 trip switch shall interrupt all utility and separately derived power to the building or structure. The shunt trip switch shall be located at the main entrance of the building near the Knox Box and fire alarm equipment or as designated by the Bureau of Fire Prevention if the location is not feasible. (Ord , J. 27, p , passed 11/26/01) (11) Section (c) shall be added to the National Electrical Code and shall (c) - Maximum Number of Disconnects Service equipment rated at 200 amperes or less shall have one main disconnect. Service equipment larger than 200 amperes may have up to six disconnects, but all shall be in a common metal enclosure unless approved otherwise by the Electrical Inspector. (12) Section shall be amended to read as follows: Rating of Disconnect. The service disconnect shall have a rating not less than the load to be carried as determined in accordance with Article 220 of the NEC. In no case shall the rating be less than specified in (A), (B), (C), (D) or (E) below. (Ord , J. 27, p , passed 11/26/01) (A) One-Circuit Installation: For installations to supply only limited loads of a single branch circuit, the service disconnecting means shall have a rating of not less than 15 ampres. (Ord , J. 27, p , passed 11/26/01) (B) Two-Circuit Installation: For installations consisting of not more than two 2- wire branch circuits, the service disconnecting means shall have a rating of not less than 30 ampres. (Ord , J. 27, p , passed 11/26/01) (C) Existing single family and two family residence. 100 Ampere, 20 circuit, 3- Wire per dwelling. New construction single family and two family residence. 200 Ampere, 40 circuit, 3-Wire per dwelling unit. (Ord , J. 27, p , passed 11/26/01) (D) Multi-family and/or mixed use buildings. 100 Ampere, 20 circuit, 3-Wire per occupancy, or as approved. (E) All other. For all other installations, service entrance equipment shall be rated at a minimum of 100 Amperes or larger, as determined by the demand or load. Article Overcurrent Protection (13) Section shall be amended to add a new paragraph (a)(1) to read as follows: (Ord , J. 33, p , passed 6/11/07) (a)(1). - Protection of Flexible Cords and Fixture Wires. Branch circuit wiring in commercial light poles shall be provided with quick disconnect in-line fuse holders, with slow blow fuses sized for lamp wattage

5 Article 250 Grounding and Bonding. (Ord , J. 33, p , passed 6/11/07) (14) Section (a) shall be amended to read as follows: (a) Installation. (a) Grounding Electrode Conductor. A grounding electrode conductor or its enclosure shall be securely fastened to the surface on which it is carried. It shall be in rigid metal conduit, intermediate metal conduit, rigid nonmetallic conduit, electric metallic tubing, or cable armor. (Ord , J. 27, p , passed 11/26/01) (15) Section (d) shall be added to the Highland Park Electrical Code and shall (d) - Equipment Grounding Conductor Connections. A separate equipment grounding conductor, sized per Table , shall be installed for all central air conditioning units. The minimum size grounding conductor shall be AWG #12 installed in a liquid tight flexible metal conduit. (Ord , J. 27, p , passed 11/26/01) Article Wiring Methods (16) Section shall be amended to read as follows: General Requirements - Scope. All Wiring Installations. All new wiring installations or any changes or additions to electrical systems previously constructed shall be with rigid metal conduit (GRC), intermediate metal conduit (IMC) or electrical metallic tubing (EMT). Where flexible metal conduit type methods are used as provided in (A) above, for concealed spaces, the system shall adapt back to approved conduit within 36 inches after leaving the concealed space. (Ord , J. 33, p , passed 6/11/07) Exception: Where necessary to fish through existing partitions, flexible metal conduit may be used. (17) Section shall be amended to read as follows: Underground Installations All underground wiring shall be installed in an approved heavy wall conduit. (18) Articles 320, 328, 330, 331, 333, 334, 338, and 339 shall be deleted in their entirety. (Ord , J. 27, p , passed 11/26/01; Ord , J. 33, p , passed 6/11/07) 172-5

6 Article 352 Rigid Nonmetallic Conduit (Ord , J. 33, p , passed 6/11/07) (19) Section (A) shall be amended to read as follows: Uses Permitted. (Ord , J. 33, p , passed 6/11/07) (A) Rigid Non-metallic Conduit may be used for underground and under slab installations, but must transition to Rigid or intermediate Metal Conduit at the last bend before exiting the underground or under slab location. (20) Article (H) shall be deleted in its entirety. (Ord , J. 33, p , passed 6/11/07) Article 620 Elevators, Dumbwaiters, Escalators, Moving Walks, Wheelchair Lifts and Stairway Chair Lifts 9 (Ord , J. 33, p , passed 6/11/07) (21) Section (c) shall be amended to read as follows: (c) - Location The disconnecting means for the elevator equipment shall be located inside the machine room, within 18 inches of the lock side of the access door of the elevator equipment, where it is readily accessible to qualified person(s). (Ord , J. 33, p , passed 6/11/07) Article Emergency Systems (22) Section (b)(1) shall be amended to read as follows: (b)(1) -Wiring of Emergency System. In any structure other than a single family residence, low voltage wiring for remote heads and fire protection systems shall be installed in a raceway where the wiring is concealed by building construction or otherwise made inaccessible or where damage to the cable is possible. The raceway will protect the conductors during construction and provide ready means for replacement. Raceways must terminate in a junction box. (Ord , J. 27, p , passed 11/26/01) Article Communications Circuits (23) Section 800-3(e)) shall be amended to read as follows: (Ord , J. 33, p , passed 6/11/07) 800-3(e). Low Voltage Smoke Detector Communication Wires and Cables. (Ord , J. 33, p , passed 6/11/07) Low voltage smoke detector wiring shall be installed in a raceway in all areas of all structures. A conduit shall be provided from each residential unit to the communications room for placement of the communications cabling. The raceway will protect the conductors 172-6

7 during construction and provide ready means for replacement. Raceways must terminate in a junction box. Communication wires and cables installed as wiring within a building shall be listed as being resistant to the spread of fire in accordance with Sections , , and (Ord , J. 27, p , passed 11/26/01; Ord , J. 33, p , passed 6/11/07) Sec Minimum requirements for building classifications other than residential. (A) Wiring and conduits. (1) Existing commercial and industrial buildings, or structures which are scheduled for remodeling, and/or additions, or have been vacated and made available to new tenants shall, prior to occupancy under proper permit, be required to remove existing electrical equipment and materials that will not be used or are determined not to conform to the current adopted code requirements of the City of Highland Park. In some instances, the space may be required to be completely stripped of existing materials. All corrections shall be made before an occupancy permit is issued. PERMITS AND FEES Sec Permit required to install or repair electrical equipment. No person, firm, or corporation shall install, alter, or repair any electrical equipment without first obtaining a permit for each such installation, alteration, or repair. Permits for the installation or alteration of any electrical equipment shall be required, and work shall commence upon issuance of permits. (Section added by Ord , J. 30, p , passed 3/8/04) Sec Application for permit. The application for each such permit shall contain the name of the owner, or user of the electrical equipment to be installed or altered, and the location by street number, and a detailed description of the installation or alteration. Permits will be issued for installations only under the supervision of a Licensed Electrical Contractor or Licensed Supervising Electrician. (Section added by Ord , J. 30, p , passed 3/8/04) Sec Fees for permits. A. Wiring. The fee for permits for all electrical installations except pre-wired electric signs and underground wiring installations for swimming pools, but including all wiring, lighting fixtures, motors of less that one-half horse power, and heating or other units of less than 600 volt amperes shall be in the amount set forth in the Annual Fee Resolution. B. Openings. Each device used in an opening such as a switch, receptacle, light fixture, motors of less than one-half horse power, and heating or other units of less than 600 amperes shall be considered an opening. C. Lighting Fixtures. The fee for lighting fixtures shall be the amount set forth in the Annual Fee Resolution

8 D. Motors. The fee for motors of one-half horse power or more shall be the amount set forth in the Annual Fee Resolution. E. Heating units. The fee for heating or other units over 600 volt amperes shall be the amount set forth in the Annual Fee Resolution. F. Swimming pools. The fee for underground wiring installations for swimming pools shall be the amount set forth in the Annual Fee Resolution. G. Signs. The fee for pre-wired electric signs shall be the amount set forth in the Annual Fee Resolution. Permit fees for electrical installations on other types of signs shall be on the same basis indicated in (A) and (C) hereinabove. H. Re-inspections. The fee for re-inspections of electrical installations and equipment or for inspections due to inaccurate or incorrect information or failure to make necessary repairs or corrections of a faulty construction shall be the amount set forth in the Annual Fee Resolution. I. Minimum fee. No inspection shall be made nor an electrical permit issued for less than the amount set forth in the Annual Fee Resolution. (Section added by Ord , J. 30, p , passed 3/8/04) INSPECTION Sec Notification that job is ready for inspection. The electrical contractor shall notify the Electrical Inspector for inspection before any electrical installations are concealed. No electrical installations are to be concealed until an inspection has been made and the installation has been approved by the Electrical Inspector. (Ord , J. 30, p , passed 3/8/04) Sec Final inspection. The electrical contractor shall notify the Electrical Inspector for a final inspection upon completion of any and all electrical installations. (Ord , J. 30, p , passed 3/8/04) PENALTY Sec Violation Penalties: Whoever violates any provisions of this Chapter or of the National Electric Code as adopted by this Chapter or who shall fail to comply with any of the requirements thereof, or who shall install, alter, or repair any electrical equipment in violation of any approved plan or direction of the Electrical Inspector, or of any permit issued under the provisions of this Chapter shall be fined not less than $50.00 nor more than $ for each and every offense, and shall pay the City s costs arising out of its enforcement activities including but not limited to its attorney s fees. Each day that a violation shall be continued shall be deemed a separate offense. (Ord , J. 37, p , passed 2/14/11) 172-8
