Authority: Bluewater District School Board Policy BP 3801-D Health and Safety regulates the Occupational Health and Safety requirements to ensure all students and staff have a safe working environment. Lifting devices, material handling equipment, manlifts and elevating rolling work platforms are regulated under the Occupational Health and Safety Act revised statutes of Ontario 1990 Chapter 14 and Ontario Regulation 851, Sections 45 to 60 inclusive and elevating work platforms are regulated under Ontario Regulation 213/91 as amended, Sections 143 to 149 inclusive. Elevators, manlifts, lifts for the handicapped and stage lifts are regulated under the Elevating Devices Act Chapter E. 8 and Ontario Regulation 316. Lifting devices, manlifts and elevating rolling work platforms are to be operated by competent persons trained to the level of competence expected by the equipment manufacturer, Canadian Standards Association and the Ontario Ministry of Labour. 2. Definitions: Lifting device: A device that is used to raise or lower any material or object and includes its rails and other supports. Material handling equipment: Powered equipment such as a front end loader, fork lift, backhoe, trencher or truck. Manlift: A lift designed specifically for the purpose of lifting personnel. Elevating rolling work platform: Any non self propelled work platform that can be moved to overhead work locations. 3. Board Requirement: That all lifting and elevating devices, material handling equipment, manlifts and elevating rolling work platforms be designed, maintained and procedures are in place to eliminate hazards to employees and students under normal operating conditions.

Administrative Controls: 4.1 Board Responsibilities: Establish and implement annual inspections of all lifting and elevating devices, elevating rolling work platforms, material handling equipment and manlifts, further referred to as equipment, by a competent person. Establish employee inspection procedures with recording logs for all Ensure operating procedures are established for all pieces of Provide appropriate lifting device warning signs. 4.2 Principal Responsibilities: Ensure employees have been trained on the proper operating procedures for each piece of equipment as documented by the manufacturer in the operating instruction for that Implement monthly inspection routines for each piece of Ensure the monthly inspection logs are kept current. Ensure that routine maintenance as prescribed in the operating instructions is performed. Tag out all equipment that is damaged or has sustained suspected damage. Report all damaged equipment to the Maintenance Department. 4.3 Head Custodian Responsibilities: Be trained in the operation and safe use of all Ensure the safety features installed such as outriggers and lockouts are functioning prior to the use of any Ensure the load rating for the equipment is not exceeded. Ensure the equipment is not operational when left unattended. Report to the Maintenance Department any damage or suspected damage of any 4.4 Maintenance Personnel: Be knowledgeable in the operation and safe use of the Ensure the safety features including lights, brakes and lockouts are functioning prior to the use of Ensure the load rating for the equipment is not exceeded. Ensure equipment is immobilized and secured when left unattended. Report to the maintenance lead hand any damage or suspected damage to
3 Property, Equipment and Supplies Page Employee Responsibilities: Be properly trained and have a working knowledge of the Conduct the pre-work inspection prior to operation. Ensure the equipment is not overloaded. Maintain the inspection log for each piece of equipment in the employees area of work. Ensure all safety features are functional prior to the operation of any Ensure all devices are properly blocked or locked out before any work is performed below the piece of Ensure students receive proper instruction in the safe operation of all Ensure students are supervised while operating any Ensure no material or object is lifted in an area over other employees or students. Ensure only elevated rolling work platforms and manlifts are used to hoist a person. Ensure no loaded equipment is left unattended without proper safety stands in place. Report all damaged equipment to school administration. 5. Reporting of Accidents and Incidents: The Ontario Government form Elevating Devices Accident/Incident Report: and guidelines to complete the report are attached (Appendix B) In addition to the response sequence identified in the guidelines, the Board s Occupational Health and Safety Officer is to be contacted immediately if there is an accident or incident. The scene of the accident/incident is not to be disturbed, except to move people out of harms way, remove the injured or prevent further damage.
