1 Parent Invlvement Requirements Title 1 Funds This list utlines the Lcal Educatinal Agency (LEA) and schl activity requirements fr invlving families in rder t receive Title 1 funding. Title 1 funding is the largest funding stream frm the federal gvernment t the LEA; the Lcal Educatinal Agency (LEA) is the schl district. The Lcal Educatinal Agency must: 1. Prvide meaningful cnsultatin with the parents f students served. 2. Plan and implement prgrams, activities, and prcedures, as required under Title I, that invlve parents in the educatin f their children. 3. Develp a parental invlvement plicy with the participatin f parents. This plicy becmes a part f the LEA Plan and establishes the LEA s expectatins fr parental invlvement. The parental invlvement plicy describes hw the LEA will: Invlve parents in helping t develp the LEA Plan. Invlve parents in the prcess f schl review and imprvement. Prvide schls with the assistance necessary t plan and implement effective parental invlvement activities that will imprve student academic achievement and schl perfrmance. Build a schl s capacity fr strng parental invlvement by: Helping parents understand the state academic cntent standards and state assessments Prviding materials and training t help parents wrk with their children t imprve their children s academic achievement Invlving parents in schl activities, especially academically related nes Educate teachers and ther staff, with the assistance f parents, abut: Recgnizing the value and usefulness f parents cntributins Reaching ut t, cmmunicating with, and wrking with parents as equal partners Implementing and crdinating parent prgrams Building ties between parents and the schl Crdinate the parental invlvement prgram with ther prgrams, such as Head Start, Reading First, and public preschls. Prvide reasnable supprt fr parental invlvement activities under Title I as parents may request.

2 Cnduct, with the help f parents, an annual evaluatin f the parental invlvement plicy and its effectiveness in imprving the academic quality f Title I schls. Identify barriers t greater participatin by parents in activities authrized by Title I. Submit parents cmments t the Illinis State Bard f Educatin if the LEA Plan is nt satisfactry t parents. 4. Reserve ne percent f the Title I funds fr parental invlvement activities if the LEA receives mre than $500,000. LEAs shall: Invlve parents in the decisins regarding hw the parental invlvement funds are spent. Distribute 95 percent f the parental invlvement funds t Title I schls. 5. Prvide pprtunities fr full participatin t parents with limited English prficiency, parents f migrant children, and parents with disabilities. 6. Include parents, when pssible, as a part f schl supprt teams designed t assist LEAs and schls in increasing student achievement. 7. Give parents an easy-t-understand annual LEA reprt card. 8. Ntify parents when the child has been taught fr fur r mre cnsecutive weeks by a teacher wh des nt meet the teacher requirements f NCLB. 9. Prvide parents with timely infrmatin abut schls in a language and frmat they can understand. The infrmatin shall include annual ntificatin f: The level f achievement f their child in each academic assessment required by state and federal laws The names f schls identified by the state as Prgram Imprvement (PI) schls The parental ptin t transfer a child frm a PI schl t a nn-pi schl (Transprtatin is t be paid by the LEA accrding t lcal plicy. If demand exceeds available funds, pririty fr this service ges t the lwest-achieving students.) The supplemental educatinal services available in PI schls: Eligibility requirements fr students t btain supplemental educatinal services Names f apprved prviders and their qualificatins Help available t parents in selecting a prvider, if requested Assurance f fair and equitable prcedures fr serving students Privacy plicies that prtect the identity f the student Infrmatin abut English learners (if Title I funds are used t prvide an educatinal language-instructin prgram):

3 The reasns the child is identified as an English learner and where he/she will be placed The child s levels f English and academic achievement and hw the levels were assessed A descriptin f the prgrams available, the differences between them, and the methds f instructin The ways in which the prgrams will meet the child s educatinal strengths and needs The ways in which the prgrams will help the child learn English and grade-level standards fr prmtin and graduatin The exit requirements f the prgram, including the expected rate f transitin t an English-language mainstream classrm, and the expected rate f graduatin frm high schl The ways in which the prgrams will meet the bjectives f an individualized educatin prgram fr a child with disabilities The right f the parent t decline enrllment, request the child be mved frm the prgram ffered, r receive help in chsing anther ne The right t request the prfessinal qualificatins f their children s classrm teachers, including: The teacher s qualificatins t teach the subject matter The type f credential held The degree r graduate certificate held If services are prvided by a paraprfessinal, what type f services and the paraprfessinal s qualificatins The existence and purpse f the federally funded Parental Infrmatin and Resurce Centers (PIRCs). Lcal Educatinal Agency may: Build the schls capacity fr strng parental invlvement and enable parents t becme highly invlved in their children s educatin by taking the fllwing actins: Invlve parents in the develpment f training fr teachers, principals, and ther educatrs t imprve the effectiveness f training. Prvide necessary family literacy training if the LEA has spent all ther surces f funding fr such training. Pay reasnable and necessary expenses related t parental invlvement activities, including transprtatin and child care csts, t enable parents t attend schl meetings and training sessins. Train parents t help ther parents get invlved.

4 Arrange schl meetings at varius times r cnduct hme cnferences between teachers f children receiving services under Title I and parents wh are unable t attend such cnferences at schl. Adpt and implement mdel appraches t imprve parental invlvement. Establish a parental advisry cuncil fr the LEA t prvide advice n all matters related t parental invlvement in Title I prgrams and services t Title I students. Develp apprpriate rles fr cmmunity-based rganizatins and businesses in parental invlvement activities. Schls must: 1. Wrk with parents t develp a written parental invlvement plicy that is agreeable t them and describes ways f meeting the fllwing requirements in Title I f the Elementary and Secndary Educatin Act (if a schl already has a parental invlvement plicy that applies t all parents, the schl may amend that plicy t meet Title I requirements): Ntificatin t parents f the plicy in an understand-able frmat and language Peridic updates f the plicy t meet the changing needs f parents and the schl 2. Hld an annual meeting, at a cnvenient time, fr all parents f participating children. The purpses f this meeting are t: Infrm parents f their schl s participatin in the Title I prgram. Explain the requirements f Title I. Explain the right f parents t be invlved. 3. Offer parental invlvement meetings at varius times, such as mrning r evening. Schls may use Title I funds t pay fr transprtatin, child care, r hme visits related t parental invlvement. 4. Invlve parents in an rganized, nging, and timely way in the planning, review, and imprvement f Title I prgrams, including the schl parental invlvement plicy fr all parents and the Single Plan fr Student Achievement. 5. Submit parents cmments n the schl-wide prgram plan t the LEA if parents d nt find the plan t be satisfactry. 6. Prvide the fllwing items t the parents f participating students: Timely infrmatin abut Title I prgrams A descriptin and explanatin f the curriculum used at the schl, the academic assessments used t measure student prgress, and the prficiency levels students are expected t reach Opprtunities fr regular meetings, if requested by parents, t: Make suggestins.

5 Receive timely respnses t them. Participate, as apprpriate, in decisins relating t the educatin f their children. 7. Develp jintly with the parents r caregivers f participating students a schlparent cmpact that utlines: The shared respnsibility f parents, students, and the entire schl staff t imprve students academic achievement The shared respnsibility between the schl and parents t help children achieve the statewide academic cntent standards The schl s respnsibility t prvide high-quality curriculum and instructin in a supprtive and effective learning envirnment that helps children served under Title I meet the statewide academic cntent standards The ways in which parents will be respnsible fr supprting their children s learning, such as mnitring attendance, hmewrk cmpletin, and televisin watching; vlunteering in their children s classrm; participating, as apprpriate, in decisins related t the educatin f their children and the psitive use f their children s extracurricular time The imprtance f nging cmmunicatin between teachers and parents thrugh (at a minimum): Annual parent-teacher cnferences in elementary schls, in which the cmpact shall be discussed in relatin t the individual child s achievement Frequent reprts t parents abut their children s prgress Reasnable access t staff Reasnable pprtunities t vlunteer at the schl, participate in their children s class, and bserve classrm activities
