5 CHESTERFIELD COUNTY ENTERPRISE ZONE PROGRAM FEE WAIVERS - ZONING, SITE PLAN, OR SIGN PERMITS For any office, commercial, or industrial uses proposed within an Enterprise Zone or Sub-zone, the Chesterfield County Planning Department will waive application fees associated with zoning (including reclassifications, amendments, conditional use permits, substantial accord determinations), site plan review, or sign permits; however, the fee waiver only applies to those projects that are in compliance with the County s Comprehensive Plan, as determined by the Director of Planning. While the Enterprise Zone Program is, technically, a State program administered by the Commonwealth of Virginia s Department of Housing and Community Development, Chesterfield County s Local Enterprise Zone is administered by the Office of Economic Development. Step One: Contact Chesterfield County Economic Development to determine if your business is located within an enterprise zone (804) Step Two: Visit the economic development www. chesterfieldbusiness.com or ezc@chesterfieldbusiness. com to learn more about state and local enterprise zone incentives or to download an enterprise zone application. Step Three: Complete an Enterprise Zone Eligibility Determination & Application to request incentives. Completed applications should be mailed or faxed to Chesterfield County Economic Development, 9401 Courthouse Road, Suite B; Chesterfield, Virginia Fax: (804) Commonwealth of Virginia Enterprise Zone Incentives JOB CREATION GRANT Grants are based on new jobs above a fourjob threshold. Retail, local service, and food and beverage businesses are not eligible to apply for job creation grants. Up to $500 per year for each net new permanent full time position earning at least 175 percent of the Federal minimum wage ($12.68/hour) with health benefits. Up to $800 per year for each net new permanent full time position earning at least 200 percent of the Federal minimum wage ($14.50/hour) with health benefits. A business can receive grants for up to 350 positions in a given year. Job creation grants are based on the calendar year. REAL PROPERTY INVESTMENT GRANT This incentive is based on investors who meet minimum Enterprise Zone real property investment thresholds. The minimum investment threshold for rehabilitation or an expansion project is $100,000. The minimum investment threshold for new construction is $500,000. Projects involving up to $5 million in qualified Enterprise Zone investment may be eligible for a grant equal to 20% of the amount of the qualified investment, not to exceed $100,000, for any building or facility within a five-year period. Projects involving $5 million or more in qualified investment shall not exceed $200,000 for any building or facility within a five-year period. CHESTERFIELD COUNTY ENTERPRISE ZONE PROGRAM Chesterfield County has two Enterprise Zones and three Sub-zones. These zones are distinct geographical areas of a county, city or town, designated by the Governor of Virginia, with the specific goal of encouraging business location and expansion in these selected areas of the State. As such, Enterprise Zones and Sub-zones provide an attractive State and Local incentive package to businesses choosing to locate in these areas, as long as the company meets the following objectives: Increase private investment and job creation Encourage manufacturing and commercial uses Promote rehabilitation of the area s existing older commercial and industrial structures Promote the area s revitalization through increased economic activity Page 5 of 6
6 CHESTERFIELD COUNTY ENTERPRISE ZONE PROGRAM, CONT. BUSINESS, PROFESSIONAL, AND OCCUPATIONAL LICENSE (BPOL) FEE A full (100%) or partial exemption of BPOL fees is available from the Commissioner of the Revenue for a five-year period. Full exemption only applies to companies new to Chesterfield County; however, existing companies relocating to the Enterprise Zone or Sub-zone are eligible for a partial exemption, as determined by the Commissioner of the Revenue. MACHINERY AND TOOLS TAX REBATE* A full (100%) or partial rebate of Machinery and Tools (M&T) Tax is available from the Commissioner of the Revenue for a five-year period, for businesses locating or expanding in an Enterprise Zone or Sub-zone after January 1, The rebate is available to new companies classified as manufacturers, for taxes paid on machinery and equipment that is purchased or leased; or, for existing manufacturing companies, for taxes paid on machinery and equipment that is purchased or leased in conjunction with a qualifying plant expansion or renovation. (Qualifying plant expansion/renovation is defined as (1) a minimum investment of $50,000 or (2) an increase of 15% percent in the assessed value of the company s M&T over the value of its M&T from the previous year whichever of these is greater.) * Rebate means the company must first pay the tax and then apply/request to receive the rebate. The rebate must also be requested within one year of start of operations in the Enterprise Zone or Sub-zone, or within one year of a qualifying facility expansion or renovation. BUSINESS TANGIBLE PERSONAL PROPERTY (BTPP) REBATE* A one-time rebate of Business Tangible Personal Property Tax is available from the Commissioner of the Revenue for new businesses locating from outside of the County into one of the Enterprise Sub-zones. The rebate will be 100% of the taxes paid on BTPP, up to a maximum of $100,000, during the first full year of operation, as long as the new business makes a total capital investment of at least $3 million in the Sub-zone. Existing Chesterfield businesses relocating to a Sub-zone may also be eligible for the rebate, as long as qualifying capital investment requirements are met. Please note: This benefit is limited to Sub- Zone locations only. UTILITIES CONNECTION FEE CREDIT Chesterfield County s Department of Utilities will incur some of the cost of the initial connection of commercial and industrial businesses to the public water and wastewater system. The connection fee credit will cover the capital cost recovery expenses equal to a 5/8-inch meter charge. The connection fee credit excludes irrigation meters, existing service, or meter upgrades; however, the credit is available to properties located within an Enterprise Zone or Sub-zone. For detailed information on your specific project, contact Utilities Department at (804) Page 6 of 6 REAL ESTATE TAX EXEMPTION A partial exemption from real estate taxes is available from the County s Department of Real Estate Assessments for certain commercial, industrial and mixed-use properties located in an Enterprise Zone or Sub-zone. Specifically, a five-year, up to 100% tax credit on the increase in assessed value resulting from substantial rehabilitation, renovation or replacement of these properties that are 15 years or older and improvements must result in at least a 15% increase in the property assessed value. In order to determine the base value of the property and its eligibility, applicants must notify the Department of Real Estate Assessments prior to starting the rehabilitation. For more information, contact Real Estate Assessments at (804) FEE WAIVERS - BUILDING PERMITS Chesterfield County s Department of Building Inspections will waive all permit fees for projects located within an Enterprise Zone or Sub-zone. This fee waiver applies to all building and auxiliary permits including electrical, mechanical, plumbing, sign, gas, fire suppression, alarm, and well permits. FEE WAIVER -LAND DISTURBANCE PERMITS Chesterfield County s Environmental Engineering Department will waive fees for land disturbance/erosion and sediment (E&S) control permits for projects located in the Enterprise Zones or Sub-zones; however, erosion control bonds may still be required, as determined by Environmental Engineering.
