1 Position Description: Executive Director/Chief Executive Officer Reports to: STF Executive Date: November 2016 Nature and Scope The Saskatchewan Teachers Federation has inspired and supported teaching and learning excellence in public education for more than 80 years. The Federation is the professional organization of over 13,000 teachers employed in PreK-12 publicly funded schools across the province. The Federation and its members are trusted and respected leaders and partners in education. Working together, the Federation s members, governing bodies and administrative staff assert a strong credible voice on behalf of the collective. Every program, service or resource offered by the Federation reflects the commitments of the teaching profession and is designed to enhance the well-being and success of teachers who work diligently to ensure the success of students. The Federation is a service- and policy-driven organization with a complex legislative mandate that requires a broad range of skills and experience to lead. The Executive Director, as the Chief Executive Officer of the Federation, reports directly to the elected STF Executive (the board of the provincial organization) and provides strategic and operational leadership for the Federation. The Executive Director provides effective, efficient and ethical leadership in both the establishment and actualization of the vision, mission, values and strategic priorities of the Federation in a manner consistent with the public interest and that improves the quality of education and the delivery of educational support for and by teachers. The Executive Director is delegated the authority for the day-to-day operations of the Federation, which includes overseeing staff as they manage and administer a broad range of professional programs and services for STF members including pension and benefit plans. Twelve funds make up the Federation s corporate services and total approximately $5 billion in assets. The successful candidate will have a sound knowledge of and commitment to publicly funded public education. He or she will demonstrate an open, approachable and respectful leadership style with superior communication skills that contribute to collaborative relationship development. 2 Specific Responsibilities 1. Strategic, Operational and Governance Leadership Supports, manages and administers statutory, financial and governance responsibilities as outlined in The Teacher s Federation Act, 2006, and STF bylaws and policies. Acts in good faith and with due diligence in carrying out the roles and responsibilities that are delegated by the STF Executive, and provides leadership to Federation staff in the management and administration of the Federation s activities, programs and services. Understands and demonstrates a commitment to the Federation s mission, vision and values, and professional codes, standards and principles of ethics and conduct. Keeps up to date with issues and trends that affect the Federation and its membership through research and engagement with members, other Federation elected and appointed officials, administrative staff and educational stakeholders. Acts as a liaison between the STF Executive and administration to ensure specific directives and policies of the Executive are fulfilled. Oversees the development and implementation of all levels of policy, including organizational, Executive and operational policy for the Federation. Prepares, in collaboration with the President, the agenda for STF Executive meetings, brings issues of importance to the attention of the Executive, provides relevant background information regarding the Federation s operations, risks and opportunities to support the decision making of the Executive and ensures necessary action is taken to carry out the decisions of the Executive. Provides policy recommendations and advice to the STF Executive on matters such as oversight of governance processes and training. Provides strategic leadership to the processes that support labour relations, including but not limited to, collective bargaining. Provides leadership for programs and services that support teachers in providing the best possible professional service (i.e., through teaching and learning programs, professional development and teacher success initiatives). 2. Relationship Management Internal Develops and maintains positive working relationships with members, as well as members of the STF Executive, local association leaders, committees and boards. Carries out the directives of the STF Executive, either directly or by delegating to staff, and ensures communication among the committees, boards and Executive is occurring at appropriate times. 3 In collaboration with senior administrative staff, ensures that teachers are represented and supported through field and legal services. Ensures the STF Executive has sufficient and up-to-date information to effectively manage and regulate the affairs of the Federation. External Develops and maintains positive working relationships with external stakeholders (e.g., Ministry of Education, Saskatchewan School Boards Association, League of Educational Administrators, Directors and Superintendents, directors of education, post-secondary institutions, etc.). Establishes communication and public relations initiatives with members of the public, media, groups and agencies, and with the provincial government through the Ministry of Education. Provides ongoing advocacy work that is guided by Federation policy and carried out in a manner that is consistent with the public interest while improving the quality of education and the delivery of educational support for and by teachers. Serves as an advocate, representative and spokesperson for the teaching profession and Federation in collaboration with the President. 3. People Leadership Ensures a positive, diverse and inclusive work environment. Proactively and strategically recruits and retains outstanding leaders and staff at all levels of the organization. Coaches, mentors and supervises staff who directly report to the Executive Director, and oversees the establishment of key performance goals while monitoring their achievement. Develops and implements an appropriate organizational structure and oversees the human resources function within approved policies and procedures. Shares responsibility for induction of new members of the Executive; provides an orientation and resources on the Executive members roles and responsibilities as well as Executive policies and processes. 4. Financial Management Oversees the management and administration of all of the Federation s funds and operations, including the investment program and pension and benefit plans. 4 Serves as the treasurer of the Federation and, in doing so, oversees the development of the operating budget as part of the annual planning and budgeting cycle. This cycle includes the development of operational plans and policies for member services, financial services, information services and human resources activities, services and programs. Ensures resource allocation for all programs, and services are aligned within approved budgets. Re-allocates resources as required to align with the planning process ensuring a balanced budget for the Federation s operational needs. Provides leadership regarding capital and facility initiatives and maintenance. Regularly reports to the STF Executive on operational and financial matters. 5. Risk Assessment and Compliance Management Ensures compliance with The Teachers Federation Act, 2006, STF bylaws and policies, and other applicable legislation, regulations and standards. Reports to the STF Executive regarding progress by the Federation in accomplishing the strategic priorities and goals as approved by the Executive in the strategic plan. Ensures the Federation has appropriate and effective internal controls and management information systems in place to safeguard the financial and knowledge assets of the organization. Required Qualifications and Experience Candidates for the STF Executive Director/CEO position are required to have a master s degree in education and possess or be eligible for Saskatchewan teacher certification. A minimum of eight years of teaching experience is required. In addition, a minimum of five years of experience as a senior leader accountable for operational and strategic outcomes, people leadership, as well as resource and relationship management, preferably in an educational setting, is required. Previous experience working with boards and experience in multiple stakeholder and/or member service environments are valuable assets. Decisiveness The ability to make timely, appropriate decisions regarding issues of major importance to the organization, its people and its community, even when faced with controversy. Negotiation The ability to negotiate skillfully by seeking understanding of the issues and concerns behind stated positions and by applying diplomacy and interpersonal skill to establish and maintain productive relationships. Knowledge and Expertise Proficiency in the knowledge and skills specific to the position and expertise to serve the objectives of the organization as a whole.
