3 Section 1 Introduction The EU has enacted new legislation in an effort to reduce the use of certain hazardous materials in products being sold in Europe. The Directive 2002/95/EC Restriction on Hazardous Substances (RoHS) allows a maximum concentration value for lead, mercury, hexavalent chromium, polybrominated biphenyls (PBB), polybrominated biphenyl ethers (PBDE) and cadmium. The EU directive banned these materials effective July 1, Many of the definitions, regulations and exemptions used in the RoHS directive are derived from the EU s WEEE directive 2002/96/EC Waste Electrical and Electronic Equipment (WEEE). When requested, Waters requires our suppliers to provide a Certificate of Compliance or other type of documentation declaring that the material purchased meets the RoHS requirements. If a material complies, but does so with an exemption, the Certificate of Compliance should state the exemption the part falls under. (See Acceptable Documentation) The Part/Assembly must contain less that the maximum concentration levels of the six restricted substances as described in Table 1 or fall under one of the exemptions listed in Schedule 2 of the directive or Annex C of the UK Guidance Notes. These exemptions pertain to specific applications of the restricted substances. An example of an exemption is the use of lead as an alloying element in steel. This exemption allows up to 0.35% of lead by weight compared to a non-exempt value of 0.1%. 4 Section 2 Overview Technidata s Compliance for Products (CfP) To help facilitate gathering, storage and retrieval of compliance documentation we have configured a new software package. Technidata s Compliance for Products (CfP) solution suite is an SAP R/3 based environmental compliance management solution that is natively integrated with other SAP modules such as Materials Management, Production Planning, PLM, and Purchasing. It enables everyone involved in the product lifecycle (including suppliers, purchasing, controlling, production, and sales) to start maintaining and updating the required product compliance information. We can easily determine part/assy compliance status and generates compliance reports when required. The product is also expandable to include future regulations. As part of the Supplier Collaboration aspect of CfP, the buyer can assign the task externally to our suppliers through the supplier portal or via and request that they provide the required data. Request As one of our suppliers you will receive an notification from the Waters Purchasing agent responsible for your product, requesting environmental compliance data for an included list of part numbers. In addition, the will contain the date this data is requested by. (See Figure 1) If you are a supplier with access to the Waters Supplier Portal you will be able to complete this request using the CfP collaboration tools directly through the portal. 6 Section 3 Instructions Non Portal Users If you receive an request for compliance data and do not have portal access you can simply the certificate of compliance and any other relevant data back to the requestor. Using the Portal Use the following instructions if you have access to the supplier portal. Logging into the portal 1) Log into the Supplier portal and select the RoHS Compliance tab. Figure 2 2) The RoHS compliance page will contain updates and documentation pertaining to Waters RoHS program. To begin working with tasks, select the Technidata CfP tab. Page 6 of 14

7 Figure 3 Working with tasks The CfP supplier self service page will show you all of your pending tasks. This page is divided into two parts, the hit list on the top and any additional information at the bottom. The information at the bottom will vary depending on whether you select the See Detail or New Reply view. 1) Highlight the task you wish to work on and select the See Detail button to expand the task. 8 2) In the All Messages window select the message with a status of In work externally. Double click on the paper clip symbol to display the attachments in the attachments window. Figure 5 3) You can open and review the request by selecting the download button. Figure 6 Page 8 of 14

9 Replying to tasks There are two ways you can reply to a task. Send an inquiry or return a completed task. An inquiry can be made about an existing task if additional information is required. When an inquiry is sent, the status of the task in the hit list will change to Inquired and an notification will be sent to the buyer who sent you the request. 1) In the portal select the task you wish to reply to and then select the New Reply button. Figure 7 Inquiry 2) To send an inquiry, enter your question or update in the note field, as well as, your planned completion date if different from the due date and select Inquiry. This inquiry will be returned to the Waters buyer who assigned you the task. Figure 8 Page 9 of 14

10 Completed task After gathering the requested documents you are ready to complete the task and return the data to Waters. Note: Be sure to make your all of your attachments prior to selecting Complete. 3) To return a completed task, enter a reply in the Response tab note field. Figure 9 4) The attachments tab of the reply window allows you to return both data and document files a. To add a document file: Select an import type of Document. Select the Import format that matches the type of document you are importing. For example use Compliance Declaration for a certificate of compliance. Browse to find the document then select Add file. The file should appear in the next available row. Repeat these steps for each document you are attaching. 5) When you have finished adding attachments, select the Complete button. Page 10 of 14

12 Appendix Definitions: RoHS Restriction on Hazardous Substances - The Directive 2002/95/EC allows a maximum concentration value for lead, mercury, hexavalent chromium, polybrominated biphenyls (PBB), polybrominated biphenyl ethers (PBDE) and cadmium. An RoHS compliant part is understood to mean that it meets all the requirements of the directive and that it can be manufactured using the new process including higher temperature profile for solder. Lead Free - A lead free part is understood at Waters to mean that it meets the RoHS requirements for lead only but does not guarantee it is RoHS compliant. Further definitions can be obtained from the UK s RoHS guidance notes. See section 1 of this document for a link to these notes. Acceptable Documentation The directive tells us that when audited, producers must be able to demonstrate compliance by submitting technical documentation or other information to the enforcement authority on request and retain such documentation for a period of four years after the product is placed on the market. The directive does not dictate or recommend what this documentation should be nor does it require any particular data format for compliance documentation. Waters design documents should state that the part/assy is RoHS compliant. Types of Compliance Documentation Certificate of Compliance (C of C) This document will contain the Manufacturers name, part number and a statement saying that it is RoHS compliant. C of C with Exemption In addition to above it will contain exemption information. Material declaration This document will contain at a minimum the levels of the six restricted materials. Test data This data will at a minimum list the six restricted substances and the levels. Types of Data Formats Microsoft Word Page 12 of 14

Documentation from supplier Piece Parts and Assemblies We will require some type of certificate of compliance from the manufacturer stating that the part we purchase is compliant. If a part is compliant but with an exemption we need to know what the exemption is so that if the exemption is removed we can track the part. Material Content Data is a plus but not required at this time. Type testing data is a plus but not required at this time. OEM Assemblies The above piece part and assembly requirements.
