1 TOR FOR CONSULTANTS TO DEVELOP MASTER PROPOSALS ON SELECTED TOPICS FOR OXFAM 1 Introduction Oxfam has been working in Uganda on issues of poverty and injustice since early 1960s. Our program approach has taken three broad dimensions i.e. development, humanitarian and campaigning. The programs are delivered largely through both strategic and implementing partnerships including but not limited to national and international organizations, civil society, Governments, private sector, donors, multilateral institutions, research and knowledge agencies and communities. Inspired by a need to align our work to the Oxfam Strategic Plan (OSP) the Vision 2020 as well as the urge to remain focused, relevant and impactful in Uganda, Oxfam in Uganda has recently finalised new Oxfam Country Strategy (OCS) which will guide its work for next 5 years. The OCS has renewed focus of the work in Uganda with a view to taking hard choices and to build a truly ONE PROGRAMME in the country. Overall strategic vision of Oxfam s programme in Uganda is for all women, men, and children in Uganda to realise their rights and an improved quality of life, empowered by an environment where vibrant civil society, a responsible private sector and a gender-responsive and accountable government ensure equitable access to resources. This change is being realised under three main programme themes; Governance and Accountability, Resilient Livelihood and Humanitarian Preparedness and response. All the programmes are being implemented in the greater Northern Uganda with linkage to national level policy influencing as well as regional and globally. Oxfam has been engaged with a number of issues along with its partners through its programmes and projects and thus, created experiences and evidences of good programme interventions. With strategic shift as outlined in new OCS, Oxfam currently in process of consolidating its various work in a manner that can sharpen the interventions with more meaningful engagement with various stakeholders including target constituencies to achieve more sustainable results. Oxfam has embarked upon a series of programme development processes to achieve the same. These programme developments should culminate to innovative project designs which matches and interest to prospective donors. 2 Purpose of the assignment The purpose of this assignment is to develop master proposals on topics mentioned below for Oxfam while consolidating its work in the areas of master proposal topics. The project should build on the work that is already done by Oxfam and her partners. It is expected that the consultant provides all the technical input into the proposal on specific topics. 3 Topics for master proposal A. Business agriculture and solutions for small holder farmers B. Women s transformative leadership in social, economic and political sphere C. Engendering value chain & markets D. Youth engagement and empowerment E. Women and Climate Change adaptation F. Voice to Citizen for effectively engage in making the public sector more responsive and accountable G. Strengthening community based disaster risk reduction initiatives (CBDRR) 1 P a g e
2 4 Methodology The consultant(s) should develop a clear methodology on how to go about the assignment and present it to Oxfam together with the technical and financial proposal. 5 Scope of work and deliverables The consultant will familiarise themselves with Oxfam s work in Uganda in the areas of the topics. The consultant will work closely with Oxfam programme team and its partners for programme development on the topics. A Master proposal will then be developed based on programme development processes on above mentioned topics. The proposal should be innovative and match to both Oxfam OCS directions and past work. The format for master proposal will be jointly developed with Oxfam. Requirements/qualifications, skills and competences Oxfam is seeking for innovative development thinkers with a rich experience and subject knowledge. They must be good writers and well versed with the donor landscape for Uganda. The consultant (s) should have the following qualifications/expertise: Graduated in relevant field with a post graduate degree in economics, business, law, and others as may be relevant. Demonstrated experience in the areas of topics for not less than 10 years. Proven knowledge of country context in the areas of topics is a must. Good experience of programme development. Demonstrated experience in writing high quality and/or winning concept notes and proposals aiming at donor calls. Excellent writing, editing and organizational skills esp. proposal writing. Close attention to detail in all tasks and integrity and professional discretion. 6 Timeframe All the work should be carried out within 8 to 10 weeks beginning August Phasing: Activity Timeline Advertisement for consultant 13 th July 2015 Consultant selection process & finalization 31 st July 2015 Individual ToR final & contract signing 6 st August 2015 Programme development process August & September 2015 First draft of Master Proposal to Oxfam 15 th August, 2015 Feedback to first draft of proposal 25 th August 2015 Final version of proposal 5 th September 2015 Sign-off of proposal at Country level 10 st September 2015 Activities include (not limited to) Regular interaction with programme team for knowledge support. Review of programme documents as provided by Oxfam. 2 P a g e
3 Programme development workshop with programme team and partners to finalise programme design. Suggesting innovative elements in the programme development. Developing & finalising the format for master proposal along with Oxfam team. Putting programme design developed (writing them) into the agreed format. 7 Application procedure Looking at the timeline, subject rigour and high quality delivery expectation, we will hire different consultants for different topics as described above. Interested and qualified candidates (both institutions and individuals) should submit their applications with the subject line clearly marked: CONSULTANCY FOR MASTER PROPOSAL DEVELOPMENT - <TOPIC>. The application should contain a financial and a technical proposal. The technical proposal should clearly show the understanding and interpretation of the topic in Uganda country context, Methodology to be used in undertaking the assignment and time & activity schedule. The financial proposal should include consultant s daily rate in Uganda shillings or in Euros and include indication of other support costs that may be involved in conducting the assignment. The application proposals should be accompanied by following documents to exhibit key competencies and credentials of the applicants. In its ideal form, it creates valuable and positive change in the followers with the end goal of developing followers into leaders. Mentoring, nurturing and coaching are key to the approach. This is aiming to enhancing women s political participation/decision making Women land right Reduction in VAW/G Building capacities of : CSO women leaders in building grassroot movements to gain strong voice at local level Women Leaders in Political leadership positions at Local level Women leaders in public offices at local government and central government level Strengthening connection between Local level political leaders and women Parliamentarians Building connection between women in public offices and political leaders and all level to garner efforts and build strong Women s Voice. 3 Engendering Value Chain & markets We aim to ensure that we build connections with different groups of women at different levels so as to gain easy entry into political decision making spaces, planning and budget making spaces as well spaces that influence delivery of services. Our focus for Women s leadership should be link to 2 areas in line with our OCS. Up scaling GALS methodology for women s economic empowerment (including Unpaid care work project) Community led and value chain development for gender -multi-stakeholder win-win negotiations Some of the value chain to work with - Sesame value chain project in Kitgum and Lamwo 7 P a g e

Youth Skilling and Entrepreneurship: promote Vocational and social development skills, enterprise development through training, support Mentoring of home grown entrepreneurs which are essential for youth to engage in income generating opportunities. Youth as active citizen thus engaging in community and with law makers Youth as a leading voice Women rights and climate change resilience Modelisation of climate smart interventions at community & household levels aiming at positive impact on gender relations Support for knowledge/technology transfer for food security and livelihoods Increase access to information on weather and markets for women groups Harnessing indigenous and scientific knowledge for resilience in food security initiatives Local adaptation indicators development; (community based) linking the same with district and national level performance management framework Baseline study: on climate change vulnerability assessment and gender analysis in relation to food security Learning exchanges, documentation, policy briefs to feed into the global campaigns This entails using the institutionalized and non-institutionalized spaces effectively to raise the voices of citizens to demand responsibility and accountability from themselves and from duty bearers. Training of community leaders and Change makers. Building effective, accountable and inclusive institutions at all levels - building capacities of CSO s and CBOs from National to local levels, social institutions, LGs, etc. to enhance their governance and legitimacy, facilitate coordination and alliance building for effective advocacy and influencing work. Neighbourhood Assemblies as being good venues for social/democratic accountability and dialogue with duty bearers. They are however not the only venues. The Clan spaces, LG Barazas, Markets, business associations, Boda associations, ICT, Religious Institutions, etc. have not been fully utilised. This proposal should be able to venture further than the NAs by identifying other spaces, building capacities and allowing complementarity to increase citizen s participation in decisionmaking processes having women at the heart of this. 8 P a g e
