3 Course Overview The Health Informatics Course is designed in a cloud-based learning and collaboration platform that aims to increase competency and knowledge in Health Informatics, particularly within the hospital environment. This course is built through the Canvas Learning Management System to provide students scheduling flexibility; all that is needed is an Internet connection. The course can be accessed through most web browsers or through the Canvas App available for free in any App store. The course also provides beginners in the Health Information Technology (IT) industry a strong foundation in the principles of health informatics and data collection. Students spend about 6 hours per week for 13 weeks coving 10 online modules embedded with engaging activities, 1 midterm exam and a final exam. The Online Health Informatics Course is a continued education program of E-Health Records International Philippines, Inc. (EHRI-Ph) in partnership with De La Salle University Manila through the Consulting and Education Center. The course has two tracks: (1) the HI Course for Health Professionals (HI 101) and (2) the HI Course for IT Professionals (HI 102).
4 Online Health Informatics Course Objectives 1. Demonstrate basic literacy in computers, software, and network infrastructure through an understanding of technical specifications found in Electronic Health Records (EHR). 2. Analyze performance and/or operational dashboards of hospitals. 3. Integrate different health informatics principles to understand the value and impact of hospital information systems to clinical and administrative environments. 4. Integrate change management best practices for training and implementation. 5. For health professionals, to effectively use EHRs in support of evidence-based clinical decision-making approach in the management of patients 6. For health professionals, to maintain patient-provider relationships while using an EHR during information entry and retrieval. 7. For IT professionals, to operate a cloud-based EHR software through secure health information exchange protocols. 8. Strategize methods of decreasing data entry failure. 9. Perform basic training and support for hospital/clinic employees to ensure a sustained use of the hospital information system.

6 Merits, Certifications and Impacts of the Course A Certificate of Completion is provided by DLSU-Manila and E-Health Records International- Philippines Inc. (EHRI-Ph), and awarded to students who demonstrate proficiency in the areas covered by the course. This certificate assists students in obtaining and retaining employment in healthcare institutions that are adopting EHR platforms. A Certificate of Distinction is awarded to students who demonstrate knowledge, skills and competence in completing health informatics capstone projects in actual hospital information systems and implementation sites. The capstone projects are intensive, active learning projects, which will allow students to learn from actual HIS and/or EHR design, deployment and/or implementation. The areas of focus may differ depending on the students abilities and opportunities which range from user requirements analysis, user experience design, project management, cloud-technologies, mobile health, training and education. Only qualified students will be invited to participate in a capstone project based on performance in the online course, participation in activities, and attitude towards the field of health informatics. 7 Course Outline For the Health Professionals Track (HI 101) MODULE 1 - OVERVIEW OF HEALTH INFORMATICS I. Define health informatics and its sub-specialties. Visualize the global health informatics ecosystem. Explain the Philippine health information system. Provide a high level understanding of health information technology concepts that will be encountered in health informatics. V. Highlight practical information technology concepts that will provide value to health informatics implementations and research. VI. Describe current trends in health information technology. V Active group discussion on Health IT products observed in your line of work. MODULE 2 - STANDARDS AND INTEROPERABILITY I. Explain standards for health information exchange (HIE) recognized around the globe (eg. ICD, SNOMED, RxNorm, LOINC, HL7, to name a few). Cite other existing and actively used HIE standards across countries. Integrate the standards for HIE and Hospital Information Systems Interoperability Analyze concepts learned and identify discrepancies in the current healthcare system when it comes to standards and interoperability MODULE 3 - HOSPITAL INFORMATION SYSTEM AND ENTERPRISE RESOURCE PLANNING I. Increase foundational knowledge in hospital information systems and resource planning. Attain hands-on experience on Enterprise Resource Planning software Compare proprietary HIS software vs. open source HIS software.
8 MODULE 4 - HEALTH INFORMATICS IN THE CLOUD I. Demonstrate functionality of a cloud-based Electronic Health Record (EHR) system. Identify stakeholders of an EHR, and explain the value an EHR for each stakeholder. Highlight components of comprehensive EHRs and the importance to improving care. Operate an EHR with test patients using a cloud-based EHR. MODULE 5 ETHICS, PRIVACY, AND SECURITY CONCEPTS IN HEALTH INFORMATICS I. Define protected health information and discuss processes that comprises secure, protected health information. Examine e-health code of ethics and illustrate applicability in real-life settings. Explain the Health Information Portability and Accessibility Act (HIPAA), its guidelines and implication to implementing hospital information systems. Identify legislative policies and administrative orders that protect health information and identify legal gaps in the existing health information technology. V. Discuss concepts and ethical guidelines as covered in cloud-based EHRs and telemedicine. MODULE 6 - TELEMEDICINE I. Explain telemedicine and its role in creating a more efficient HIE and improved care. Demonstrate available technology for delivery of health care services using telemedicine. Discover existing telemedicine efforts by various organizations. Provide a forum to discuss the legal and ethical implications of telemedicine in the delivery of health care services. MODULE 7 - DATA MINING, ANALYTICS AND VISUALIZATION I. Explain telemedicine and its role in creating a more efficient HIE and improved patient care. Demonstrate available technology for delivery of health care services using telemedicine. Discover existing telemedicine efforts by various organizations. Describe the diffusion of innovation theory, and illustrate methods of successful implementations of HIS. Identify and explain training and change theories used when implementing an HIS. Provide understanding of HIS evaluation and its applicability to real-life situations. Formulate a basic evaluation framework for HIS. MODULE 9 - OWNERSHIP OF HEALTH INFORMATION SYSTEMS I. Develop a strategic planning framework. Create an efficient project management charter, defining the roles of stakeholders. Provide comprehension of the strategy plan and its applicability to real-life situations. Craft a basic evaluation framework for health information systems. MODULE 10 - SPECIAL TOPICS IN HEALTH INFORMATICS I. Explain telemedicine and its role in a more efficient health information exchange Discuss the trends of using mobile devices for health care services delivery and efficient information exchange Define consumer health informatics, and examples of consumer health applications that contribute to the overall realization of the community on health informatics. Describe practical concepts in Open Source technology, and its contributions to HIS. V. Appraise open source software applications which can be of help in the roles that the students have in their respective health institutions

The information systems strategic plan, or ISSP, guides the health organization to an effective and efficient way of managing IT related services, as well employing industry standards for quality IT services in the working environment. What is an ISSP Components of an ISSP Creating an ISSP PRACTICUM Description: This helps in the assessing student s capacity in deploying and maintaining a health IT software implementation environment; from determining requirements of an organization, setting up IT requirements, deploying applications, and sustainable management of the projects. Practicum part 1 presents the planning and designing phases of the assigned IT project in this course. The students must present their project, the IT environment they created, along with the necessary components, project management aspects, and monitoring tools to ensure continuity of their setup.
