1 THE UNITED REPUBLIC OF TANZANIA MINISTRY OF FINANCE AND ECONOMIC AFFAIRS VACANCIES The Public Procurement Appeals Authority (PPAA) is an organ of the government established within the Ministry of Finance and Economic Affairs under Section 77 of the Public Procurement Act No. 21/2004. The Public Procurement Appeals Authority is mandated with the responsibility of receiving complaints and appeals arising from Tender award in the government and its Institutions and Disposal of Government Assets by Tender. The authority is looking for energetic, self motivated individuals seeking to advance their career in a dynamic environment. Apart from Academic Qualifications stated below, the successful candidate will be individuals capable of working independently and able to deliver results under tight schedules. They should possess good communication skills in both spoken and written Swahili and English. Applications are here by invited from suitably qualified persons to fill vacant posts for various posts in the Public Procurement Appeals Authority (PPAA).

2 1.0 JOB TITLE: DEPUTY SECRETARY TECHNICAL SERVICES (1 POST) Duties and Responsibilities: (a) Is chief adviser to the executive Secretary on technical matters relating to Appeals and complains submitted for review to the Authority. (b) (c) (d) (e) (f) (g) (h) (i) Oversees and ensures proper administration of the appeals management function. Ensures that notices and appeals documents are served to all relevant parties as appropriate. Ensures that there is proper conduct of investigation on matters submitted for review. Prepares analytical briefs of cases and submits to the Executive Secretary. Ensures that proper records are kept in respect of proceedings for all appeals submitted to the Authority. Ensures that Board rulings and decisions are served to parties as per the regulatory requirements. Supervises research in Procurements in order to ensure that the organization keeps pace with the current developments obtaining within the sector. Perform any other duties necessary to ensure the better functioning of the Technical Services Division as may be assigned by the Executive Secretary from time to time.

3 QUALIFICATIONS AND EXPERIENCE Holder of a Bachelors Degree in Engineering, Business, Law or other relevant discipline plus a Masters Degree in any relevant specialization such as Procurement, Management, Business, Construction Management etc. EXPERIENCE A minimum 10 years working experience with a reputable institution out of which five years should be in a managerial or leadership position with proven coverage in Procurement. Must be registered with the appropriate professional bodies. OTHER REQUIRED ATTRIBUTES: The person should have experience in Procurement processes under the Public Procurement Act No 21 of ADDED ADVANTAGE Experience in Dispute Resolution using Alternative Dispute Resolution Methods. Renumeration: PPAA Scales 11 (Fixed)

4 2.0 JOB TITLE: PRINCIPAL PROCUREMENT SPECIALIST (1 POST) DUTIES: (i) Carrying out investigations on submitted complaints; (ii) Analysis of complaint cases received by the authority and making recommendations on appropriate actions to be taken; (iii) Collection of information on appeal cases and preparation of summaries for purposes of posting on the Authority s Web Site; (iv) Carrying out research on appeals processes and identifying areas to be improved in the processes existing within the Authority; (v) Carrying out review of documents on submitted complaints and providing advice on appropriate actions to be taken by the Authority. (vi) Submitting recommendations on areas to be improved in appeals processes or procurement processes. (vii) Carrying out other duties relevant to attaining the Authority s Strategic Objectives as may be assigned from time to time by the Supervising Officer. QUALIFICATIONS AND EXPERIENCE Holder of a Bachelors Degree or Advanced Diploma in Engineering, Business, Procurement or Materials Management with a Masters Degree or Postgraduate Diploma in any relevant disciple. Should have experience of at least ten years in a senior position with a reputable Instituion. Additional Requirements: Must have experience in Public Procurement Practice and should be knowledgeable with procurement procedures under various donor agencies including World Bank, ADB, USAID and the Tanzania Public Procurement Act No. 21/2004.

6 DUTIES: (i) 3.0 JOB TITLE: PROCUREMENT SPECIALIST II (1 POST) (ii) To deal with receiving of appeals and complaints submitted to the Authority. To make in depth analysis of tender documents submitted by parties in respect of procurement disputes. (iii) To relate the analysis made with the existing Legal requirements as prescribed by the Public Procurement Act No. 21/2004 and its regulations.. (iv) To provide necessary input to complaint cases before submitting to the relevant supervisor for purposes of determining Appeals. (v) To carry out any other duties assigned by the Supervisor. QUALIFICATIONS AND EXPERIENCE Holder of a Bachelors Degree or Advanced Diploma in Business Administration, Procurement, Materials Management, Engineering, or other related field with proven specialization or coverage in procurement. Added Advantage: Possession of Professional Qualifications in Procurement such as CSP (T), IPS ETC. Remuneration: PPAA Scales JOB TITLE: PRINCIPAL LEGAL OFFICER (1 POST) Duties and Responsibilities: (i) Responsible for registering all appeals and complaints submitted to the Authority. (ii) Responsible for sending hearing notification and summons to parties and witnesses. (iii) Responsible for ensuring that there is a proper record of all proceedings during hearing.

7 (iv) Ensures timely production of Minutes of all meetings of the Authority. (v) Compiles documents necessary for submission on appeals submitted to Court for judicial review; (vi) Deals with registration of all legal documents and probate matters of the Authority. (vii) Oversees documents and correspondences of assigned cases and ensures that they are properly organized for submission to the Executive Secretary for tabling before the Authority. (viii) Drafts prescribed legal documents required by the Authority and submit them to the respective Supervisor for approval. (ix) Performs other duties as may be assigned by the Deputy Executive Secretary: Technical Services. QUALIFICATIONS Holder of a Bachelors Degree in Law with a Masters Degree in any relevant field. EXPERIENCE Experience of at least ten years handling various legal matters in a reputable institution. ADDED ADVANTAGE Experience in Procurement activities with good working knowledge of the Public Procurement Act No 21/2004. Remuneration: PPAA Scales 10

8 5.0 JOB TITLE: ACCOUNTANT I (1 POST) DUTIES AND RESPONSIBILITIES: (i) Receives and keeps in proper custody all incoming bills and claims (ii) Maintains primary books of accounts (iii) Preparation of payment requisitions (iv) Performs any other duties that may be assigned to him/her by one s reporting officer; (v) Preparing various payment reports, schedules and lists of various expenditures. (vi) Maintaining vote book and various registers (e.g. debtors, imprest creditors); (vii) Performs any other duties as may be assigned from time to time to him/her by one s reporting officer. (viii) Ensure proper management of the accounting functions of the Authority. REQUIRED QUALIFICATIONS: Holder of a Bachelors Degree or Advanced Diploma in Accounting and registered with the National Board of Accounts and Auditors. EXPERIENCE: Minimum 3 years experience in a reputable institution with knowledge in Computerized Accounting applications is an added advantage. OTHER REQUIRED ATTRIBUTES Knowledge of Tanzania Government Accounting practices and reporting requirements. Remuneration: PPAA SCALES 6

9 6.0 JOB TITLE: RECORDS MANAGEMENT ASSISTANT II (1 POST) DUTIES AND RESPONSIBILITIES: (i) Ensure that the Registry is run smoothly and efficiently; (ii) Handle classified documents as required; (iii) Ensure that the Office and its surroundings are clean; (iv) Receive, record and distribute incoming and internally created mail; (v) Record and arrange for the efficient and timely dispatch of all correspondences; (vi) Open index control files; and (vii) Perform any other duties as may be prescribed by the respective supervisor. QUALIFICATIONS: Form four Certificate and possession of a pass in Records Management or Higher Records Management examination and must be computer literate. Remuneration: PPAA Scales 1

10 7.0 JOB TITLE: DRIVER GRADE II (1 POST) DUTIES AND RESPONSIBILITIES: i) Driving and Authority s vehicles to approved destinations and in accordance with traffic regulations: ii) Checking to ensure that the vehicle is in proper working order by ensuring that things like brakes, radiator, tyres, are in good order and that the vehicle is kept in clean condition. iii) Inspecting vehicles for defects before and after trips and submitting report indicating vehicle condition to the Administration Officer; iv) Maintaining motor vehicle log books according to laid down regulations: v) Reporting promptly any accidents or incidents involving the vehicle to the supervisor and to the traffic police where necessary: vi) Checking to ensure that there is vehicle security at all times; vii) Collection and delivery of mail for the Authority; viii) Perform any other duties as may be assigned by the supervisor. QUALIFICATIONS: The candidate must have successfully completed Form IV Secondary Education with passes in Kiswahili land English. Possession of a valid Class C Driving License and working experience of not less than four years without causing accidents Added Advantage Possession of Trade Test Grade II/Drivers Grade II certificate from recognized Institutions such as NIT or VETA Remuneration: PPAAS 1

11 8.0 JOB TITLE: RECEPTIONIST II (1 POST) DUTIES AND RESPONSIBILITIES: i) Receiving all visitors to PPAA and direct them to the appropriate official as may be necessary: ii) Attend all incoming telephone calls and direct them to the right officers; iii) Receive all incoming mail and submit them to the Secretary in charge; iv) Ensure proper organization of the front office. v) Maintain register of various activities. vi) Perform any other duties as may be assigned by one s reporting officer. Qualifications: Form VI certificate and a pass in English and Swahili subjects, who has and passed Telephone Operator/Receptionist Examination from a recognized institution. Added Advantage: Computer literate Remuneration: PPAAS 1
