2 Introduction Bolsa Familia Programme (PBF) is nationally known and recognized worldwide as one of the most successful conditional cash transfer programmes. It reaches approximately 110 thousand poor families in the municipality of Recife. But the cash transfer directly to the families is only one of the many dimensions of PBF. The other objectives of the programme are to improve the access to education and health services through the conditionalities, and to stimulate the development of human capital in these families, by promoting actions and policies to prepare them for work and by increasing the education levels.

3 Introduction In order to achieve these goals, the Secretariat of Social Assistance, through the Special Directory of Social Protection, has been working to improve Bolsa Familia Programme and the Single Registry, and to strengthen partnerships as a way of improving the management of the programme and the service provided to the families. A few examples of these actions are: the strengthening of the work relations with the Secretariat of Health and the Secretariat of Education to monitor the conditionalities; Integration of Bolsa Familia Programme with the Programme for the Eradication of Child Labour (PETI) and other programmes run by the Federal Government, such as Alphabetizing Brazil (Ministry of Education) and Social Tariff over Energy (Ministry of Energy).

11 Bolsa and Family in Action Due to the high level of conditionalities not being followed by beneficiaries of Bolsa Familia Programme, which was observed from January to April of 2008, the Coordination of Decentralized Management developed the Bolsa e Família em Ação (Bolsa and Family in Action). Its main objective is to create awareness in the beneficiary families, by listening to those who are not fulfilling the conditionalities and providing guidance on the importance of doing so. Bolsa and Family in Action is run at the Station of Management of Benefits, which is located at Recife s Urbanizing Company (URB). Its team is composed by two Social Workers who provide assistance from Monday through Friday, from 07h00 till 19h00.

12 Prize Inovative Practices in the Management of Bolsa Familia Programme The Prize Innovative Practices in the Management of Bolsa Familia Programme, organized by the Ministry of Social Development and Fight Against Hunger (MDS), focuses on the public management of the Programme. The Prize s objective is to identify the best practices in the management of Bolsa Familia within the Brazilian States, Federal District and municipalities. Recife is competing with Ligue Bolsa, in the category registry of targeted public.

13 Ligue Bolsa is a strategic centre of telephone assistance, located in Recife s City Hall building, with a team composed by seven dedicated professionals who are committed to social issues. Its main goal is to schedule appointments to the requesters in the Social Assistance Reference Centres (CRAS) and provide information about the social programmes run by the Municipal Secretariat of Social Assistance, who is also in charge of the Bolsa Familia Programme. This practice also helps to save the requester s time and money, facilitating the communication process between the providers and the users of the social services and contributing, also, to bring back the quality of the assistance, which is one of the Government s compromises. Ligue Bolsa operates from Monday through Friday, from 07h00 till 19h00

14 Co-labore Project Youth and productive inclusion in Recife The Co-labore Project: Youth and Productive Inclusion in Recife, was approved in a public selection process, promoted by the Government of the State of Pernambuco, in order to co-finance the creation of Productive Inclusion Centres; This project aims at the youth, specially between 16 and 24 years old, who live in the RPA 03, as well as beneficiaries of cash transfer programmes, indigenous populations and quilombola communities * Among the project s activities are qualification courses in the fields of Information Technology, Citizenship and Human Rights, Entrepreneurism, and Solidarity Economy. Thus, this project contributes to the inclusion of the youth in the labour market, also developing their abilities, their capacity of being independent and, therefore, raising their self-esteem. *Communities of remaining traditional settlements of African descendents

19 It is worth emphasizing that Recife s City Hall, through the Secretariat of Social Assistance, has been developing actions through programmes, projects and services that provide and stimulate the autonomy and independence of each individual and their families. This is a very important part in the process of seeking new possibilities of growth and improvement in a personal, professional and social level.
