5 Foreword In welcoming the Walk With You Strategic Plan I am mindful of the fact that this new phase of strategic development occurs at a difficult time in our country. As we pursue our goal of continuous improvement in service quality, we have to cope with annual funding cutbacks, with ongoing pressure to reduce costs, and with a growing trend towards consolidation and amalgamation within the disability sector. In short, we must deliver more with less, and we must adapt and change if we are to thrive as an independent community based organisation. As we face these new challenges, it is timely to review the role and purpose of our organisation and our place within the broad spectrum of community services. The Walk With You vision and mission is fundamentally about a better society, about more supportive and inclusive communities, about enhanced lives for everyone; and, our core values and beliefs are not exclusive to the area of intellectual disability. Person-centred service, personal empowerment, and social inclusion are directly relevant to the wider society where social exclusion, disempowerment, and unmet needs remain a daily reality for many community members. From this perspective the knowledge and expertise accumulated by the organisation is directly applicable to the needs of the wider community, and our real challenge is to utilise it for the benefit of society. It is time to broaden our horizons and expand our role in the communities that we serve. As we face into a future where growth and renewal are essential for organisational survival, I have every confidence that the energy and commitment of all organisation members will combine to bring us through the challenging times ahead, and that this Strategic Plan will provide the basis for a meaningful and productive future. 6 Introduction This plan builds on the foundations provided by our Strategic Plan , a plan which was completed two years ahead of schedule due to the dedicated efforts of Walk With You staff and service users. It retains the high quality person-centred ethos that has been central to the development of our organisation, and it provides new strategies for addressing the challenges that we face in the years ahead. The plan has three main aims. Our first aim is to cope effectively with an increasingly difficult financial climate; to identify internal efficiencies and savings, and to develop creative and innovative solutions for maintaining and enhancing our services. We must aim to achieve more with less. Our second aim is to respond to significant achievements by the organisation in the areas of service quality improvement, service user rights, and advocacy; achievements that have led to increased demand from service users for more individualised, community based, socially inclusive services. Our third aim is to address the growth and development needs of the organisation by offering our knowledge and skills to a broader mix of community members; to be of greater support to the communities that we serve; and to find more practical expression for our values with regard to social inclusion and the building of competent communities. Given the successes achieved through the implementation of our previous Strategic Plan, I have no doubt that the staff and service users of Walk With You will once again provide the dedication and commitment required to bring this plan into reality. 8 Our Guiding Values and Beliefs We are dedicated to: A human rights based approach to service delivery. The empowerment of service users through advocacy. The design of services which respond to individual person centred plans. The delivery of services which maximise social inclusion and community participation for all citizens. Working in partnership with internal and external stakeholders to develop good practice and to achieve mutually agreed and beneficial outcomes. We Aim: To provide a comprehensive system of services using a low arousal non-aversive approach, that enables individuals to exercise selfdetermination, be independent, be productive, and be integrated and included in all facets of community life. To support the service user in their quest for the attainment of individual goals and life experiences through their inclusion and integration into community based resources and facilities. The role we play in the community is as follows: 6 Active Contributor - to the development plans of the community and the City. Partner we enter partnerships with community organisations at local, regional and national levels to increase the quality of life for all people. Educator we provide opportunities for all community members to be educated and work in partnership with secondary schools and 3rd level colleges to offer student placements and training. Leader we recognise the importance of leadership and as such take leadership roles in our working alliances with other organisations. Employer we employ many local people in our service. Informer we proactively guide and inform local, regional and national policy through membership of appropriate representative organisations, and participation in relevant consultations and reviews. Facilitator we facilitate opportunities for service users, families, staff, volunteers and board members to build social capital.
9 At Walk With You we believe that: We are part of a larger community. We use the same resources available to all community members. We believe that both the community and Walk With You will benefit from a reciprocal relationship. We also believe that effective service delivery is founded on principles of dignity and respect; person-centeredness; individual rights; personal choice; and social inclusion. These beliefs inform and guide the daily activities of the organisation and include the following: The organisation s service users share the same rights and entitlements as all other citizens. The organisation has a duty to advocate on behalf of service users, and to pro-actively support service users in exercising their rights and receiving their entitlements. Service users are entitled to the support of independent advocates in their dealings with the organisation. The organisation is accountable to service users for the quality of services that it provides. Service users are entitled to be treated with dignity and respect at all times, and to be supported by appropriately trained staff who act in a professional manner. Mutual cooperation, responsibility and respect form the essential character of relationships between service users and staff. The use of respectful and positive approaches and tones that reflect care and understanding is the basis for all interactions with service users in even the most challenging of situations. The needs, wishes and personal choices of service users provide the basis for determining the organisation s services. The design and delivery of person-centred services includes the sourcing of supports required by service users which are not provided by the organisation. The goal of social inclusion provides the context for the delivery of services provided by the organisation. The organisation has a duty to engage in activities designed to eliminate barriers to social inclusion. The organisation promotes and fosters positive relationships where service users are supported in a low arousal non aversive environment which is underpinned by unconditional valuing. The organisation promotes relationships between staff members and service users that are characterised by mutual cooperation, responsibility and respect. 7 The organisation is committed to developing and implementing 7 activities, policies, practices, and procedures, which are consistent with its statement of values and beliefs.
10 Goal 1: Support service users to live socially inclusive lives. Walk With You acknowledges the fundamental right of all service users to live socially inclusive lives that reflect their personal desires and choices. In pursuit of this goal the organisation will take the following actions: In consultation with each service user, every person-centred plan will include progressive goals that are designed to continually increase the individual s experience of socially inclusive living; and to support each service user in developing a range of socially valuable (including active citizen ) roles. A system will be put in place for measuring the amount of organisation resources that are devoted to socially inclusive service delivery; and action plans will be developed to re-direct resources away from congregate service delivery towards more socially inclusive experiences for service users. A comprehensive programme of education, training, and engagement with community groups, representative bodies, and statutory organisations will be initiated, with a view to raising awareness and increasing competence in supporting the inclusion of people with disabilities. A systematic review of the Walk With You Recreation Service will be undertaken in order to plan for the future development of the service. Particular attention will be given to the service s capacity to support socially inclusive leisure activities; and its level of integration with the wider organisation. 8
11 Goal 2: Ensure that the organisation s values are reflected in daily practice and that they inform and guide all aspects of service delivery. In pursuit of this goal the organisation will take the following actions: A programme aimed at increasing knowledge, understanding, and application of the organisation s values will be designed and implemented for all organisation members. A formal structure will be implemented for supporting the deepening and embedding of values on an ongoing basis, for example a community of practice approach for Walk With You. The extent to which the organisation s values find practical expression at management and service delivery level will be evaluated on a regular basis. 12 Goal 3: Ensure that the organisation s staff are organised and supported in a manner that best meets the current and future needs of the organisation. In pursuit of this goal the organisation will take the following actions: A comprehensive competency framework will be developed covering all key roles in the organisation. For each role, the framework will provide a common system linking staff recruitment, selection, probation, performance development, and career progression. A work-life balance programme will be developed that matches the needs of individual employees with the requirements of their respective roles. A leadership training, development, and evaluation programme will be implemented which ensures that organisation leadership is value driven, consistent in approach, and focused on agreed and measurable outcomes. The organisation s desired approach to management practice will be fully articulated, implemented, and evaluated within a process that ensures that all management activities are consistent with organisation values. The structure of the organisation will be reviewed with the objective of ensuring that a team based approach is the defining feature of service delivery, organisation management, and organisation decision making. 10
13 Goal 4: Ensure that the organisational development that has occurred as a result of the Strategic Plan is fully embedded in organisation systems, procedures, values and practices. In pursuit of this goal the organisation will take the following actions: Each functional area of the organisation will develop and implement an annual operational plan that is consistent with the organisation s values and strategic objectives, and which is subject to regular review and evaluation. A deliberate and focused process for capturing and utilising organisation learning will be implemented across the full breadth of the organisation. Goal 5: Transform Walk With You into a more broadly based community services organisation. In pursuit of this goal the organisation will take the following actions: Identify and engage with relevant community organisations and funders regarding the need for community services that are consistent with the organisation s values and competencies. Engage in an ongoing process of increasing and improving the organisation s capacity to provide a broader range of community based services. 11
14 Goal 6: Ensure that the organisation can demonstrate that its use of resources constitutes value for money for funders and stakeholders. In pursuit of this goal the organisation will take the following actions: Develop a system of individualised funding for each of the organisation s service users. Empower service users to make decisions regarding the deployment of the financial resources applicable to them. Ensure that each service user is provided with independent support for decision making. Goal 7: Ensure that the organisation is equipped with a communications strategy that caters for the needs of its different stakeholders and audiences. In pursuit of this goal the organisation will take the following actions: Design and implement a plan aimed at raising the organisation s profile and reputation among key target audiences. Conduct of consultative review of internal and external communication systems and approaches with a view to enhancing the organisation s communications. 12

16 What is the Strategic Plan? The Strategic Plan is a book that is written to tell people what Walk With You plans to do over the next few years. How will the goals in the Strategic Plan be reached? The people who work in Walk With You will work hard to to achieve these goals over the next three years. These goals are explained in detail further on in this book. Why did Walk With You write a Strategic Plan? Walk With You wrote a Strategic Plan so that it can be a better place to be a service user or an employee. The people who helped write the Strategic Plan had plans for what they want to happen in Walk With You over the next few years

18 Who wrote the Strategic Plan? A number of different people helped to write the Strategic Plan. The following is a list of people who helped write the Strategic Plan: 1. Board Members 2. Senior Management Team 3. Staff 4. Service Users 5. Family members and friends of Walk With You. What did people write in the Strategic Plan? John Bourke is the Chairperson of Walk With You John Bourke wrote an introduction to the Strategic Plan. Joe Mason is the Chief Executive Officer of Walk With You. Joe Mason wrote an introduction to the Strategic Plan. After the introduction, Joe Mason wrote the different goals for Walk With You in the Strategic Plan. Joe Mason explained how these goals would be reached. 4
19 What did the Chairperson write in the introduction to the Strategic Plan? The values and beliefs of Walk With You are important for the whole community and not just for people with intellectual disabilities. Social inclusion is very important for everyone. People should be able to choose the services that they want to use in the community. There are a lot of people who work in Walk With You who can use their skills and work experience to help other people in the whole community. People in Walk With You need to think of different ways to help other people in the whole community. 17 5
20 What did the Chief Executive Officer write in the introduction to the Strategic Plan? The last strategic plan of Walk With You was completed before he thought it would be. Joe is very proud of all the hard work by the staff and service users for getting the last strategic plan completed. Staff being able to make decisions by themselves is very important for Walk With You. The Health Service Executive support Walk With You. There are some plans by the Health Service Executive that say we should work more closely with other organisations so that money is not wasted. It is very important that Walk With You works hard to be more involved in its local communities. The amount of money that Walk With You gets is very important to make sure they can work to help everyone reach their goals. 6
21 About the Goals in the Strategic Plan: Goal 1: Support service users to live socially inclusive lives. This means that Walk With You believe it is very important that each service user is involved with anything within their community that they want to be involved with. How does Walk With You plan to achieve this goal? Staff will keep working with service users on Personal Outcomes Measures Goals. Some people call this POMS. The Management Team will use money from the organisation to support people to be more involved in their own communities. Staff will work more in building relationships in the community instead of working a lot of the time in the Day Service or in the Residential Service. Walk With You will work to make sure people feel supported by their community. Walk With You will see how the Recreation Club can be more involved with the other services of Walk With You and also to be more involved in the community. 7
22 GOAL 2: Ensure that the organisation s values are reflected in daily practice and that they inform and guide all aspects of service delivery. Walk With You has values that all people working and volunteering for the organisation must understand and work with. The values for Walk With You are useful for the entire community to understand. How does Walk With You plan to achieve this goal?? Walk With You will ask service users and staff and people in the community if they understand what our values are. Walk With You will do training with people about our values. 8
23 GOAL 3: Ensure that the organisation s staff are organised and supported in a manner that best meets the current and future needs of the organisation. This means that staff working in Walk With You have all the skills they need to do the best job they can. How does Walk With You plan to achieve this goal? The management team will look at different ways to help staff to work as best as they can. The management team will make a list of the skills every person who works in Walk With You needs to have. They will use this list of skills to make sure people are working as best as they can. = The management team will put a work-life balance programme in place. This means that the organisation recognises that the staff member s personal life is as important to them as their work life. The management team will be leaders in the organisation who are fair to everyone. They will always set an example that person-centered services are the best type of services. The management team will look at how people can work together better in teams. These teams will help make staff do their job better.? The management team will make sure they review how they are doing business. 9
24 Goal 4: Ensure that the organisational development that has occurred as a result of the Strategic Plan is fully embedded in organisation systems, procedures, values and practices. A lot of work has been done since the last Strategic Plan for Walk With You. Because of this work there are a lot of new systems and committees in place in the organisation, for example, the Human Rights Enhancement Committee. f The people who work for Walk With You will make sure to keep doing all this good work as well as working on goals in this Strategic Plan. How does Walk With You plan to achieve this goal? All the people who manage the services in Walk With You will have to develop an operational plan every year. 10
25 The operational plans will say what each Manager will make sure happens each year. They will have to make sure to complete everything they say on their plan. The operational plans will be made up from goals from POMS interviews. It will also be made up from goals from Staff interviews.??? The operational plans will also be made up using other information that the manager has about that year. For example, how much money they have to spend or how many staff they will have working for them. GOAL 5: Transform Walk With You into a more broadly based community services organisation. Walk With You will work more with other community organisations that can help us do our job better. Walk With You will help other community organisations to do their job better too. 11
26 How does Walk With You plan to achieve this goal? Walk With You will look for money to make services in the community better for the people who use our services. Walk With You will do their best to support people to reach as many goals as possible in the community. They will do this by working to use as many community resources as possible. GOAL 6: Ensure that the organisation can demonstrate that its use of resources constitutes value for money for funders and stakeholders. Walk With You will try to make sure that funding for each service user is used for supporting that service user to reach their goals. How does Walk With You plan to achieve this goal? Walk With You will work to find many different ways to support people using the service to learn how to manage their own money. Walk With You will make sure every service user who wants to have access to an independent advocate will have one. The independent advocate may specialise in financial or legal advocacy. 12
27 GOAL 7: Ensure that the organisation is equipped with a communications strategy that caters for the needs of its different stakeholders and audiences. Walk With You will use many different ways to make sure a lot of people know what Walk With You is and what services we provide. How does Walk With You plan to achieve this goal? Walk With You will do a review of the different types of ways we communicate with people within our services. Some of these types of communications include: talking to each other, meetings, the website, the newsletter, CEO briefings and training. Walk With You will do a review of the different types of ways we communicate with people outside our services. Some of these types of communications include: letters, the website, press releases and the radio programme. 13
