4 Salient Features of CSC Scheme 4 Common Service Centres (CSCs) provide Government to Government Services ( G2G) Reporting by Field Level officials, Survey data entry Government to Citizen Services ( G2C) Caste / Income / Birth / Death Certificates, Banking Business to Citizen Services (B2C) Electricity Bill Payments, Insurance,Telecom, Education CSCs are ICT enabled with Computer (s), Software and Applications Trained and Incentivized Manpower Public Private Partnership (PPP)

13 CSC Status in Assam 13 Each CSC serves a Panchayat planned, 3688 rolled out Financial Inclusion has started SBI, Central Bank of India, Insurance with DLF Pramerica Life (SREI), Computer Education DTH Recharge CSCs have been given licenses for stamp vending Utility bill payment, Govt services (certificates/ vat collection/ CST returns/ challan payments/ job application/pan card/ration card) Sale of Eco-Diva (Solar lamps) Education- exam results, courseware, application forms and fee payments enabled

16 Background: e-district Project The e-district MMP is to be implemented in All 640 districts of the country Including 41 districts (across 16 States) already taken up under pilot implementation The implementation of the Scheme will be completed in four years commencing from Including 2 years of O&M phase. 10 categories (5 mandatory + 5 State Specific) of identified high volume citizen centric public services at district and sub-district level will be taken up for implementation The four pillars of e-infrastructure i.e. SWANs, SDCs, SSDGs and CSCs will be leveraged The e-district MMP envisages centralized architecture at the State level with common application software The application software will be hosted in the State Data Centre 16

Also, Government dues and recovery, as part of Land Revenue including issue of notices, record payments, track default processes, updation of treasury receipts, etc. 4 Ration Card Change of address, additions, deletions of members, application for issue of duplicates 5 RTI services Application, tracking, monitoring, redressal, appeals, etc at district level. RTI services will be applicable to all departments/offices which have been provided with ICT infrastructure and connectivity for delivery of services under e District Scheme 17

31 Electronic Delivery of Services Bill (1/3) Mandatory Electronic Delivery of ALL Public Services within five years from enactment except those That can t be delivered electronically That the Government chooses not to deliver electronically However, Central or State Commissions to be consulted prior to exclusion All Departments to publish, within 180 days, the list of all public services to be delivered electronically

32 Electronic Delivery of Services Bill (2/3) Further every year, all departments shall Review the list of public services and add or delete services However, all deletions subject to the approval of the Commission The reasons for such deletion shall be notified. Notify date by which each service will be delivered electronically Notify the manner and quality including service levels of services

33 Electronic Delivery of Services Bill (3/3) BPR and Simplification of Processes and Forms Assisted Access to be provided Government to notify Electronic Governance Standards for ensuring inter-operability, integration, harmonisation and security Grievance Redressal Mechanism to be notified by each Department

34 Oversight Mechanism for EDS Bill 1/2 For implementation and monitoring of this Act- Central Electronic Service Delivery Commission (CESDC) at Centre, and State Electronic Service Delivery Commission (SESDC) in States The Commission shall consist of a Chief Commissioner, and a maximum of two other Commissioners Commissions Techno Administrative in nature

35 Directions and Penal Provisions The Commission can issue directions to the Departments to ensure compliance with the Act. Provision of a penalty upto Rs. 5,000 on the defaulting official in case of contravention of any provision of the Act Non compliance of the directions of the Commission Penalty may extend upto Rs. 20,000 for persistent and willful default
