1 **NOTICE OF REQUEST FOR INFORMATION** Posted/Mailed: 03/25/2010 HILLSBOROUGH COMMUNITY COLLEGE IS ACCEPTING SEALED SUBMISSIONS FOR THE FOLLOWING: Hillsborough Community College (HCC), on behalf of the State of Florida 28-College System Council of Purchasing Professionals (COPP), hereinafter College(s), is issuing this Request for Information (RFI) to solicit the submittal of responses to provide Turnkey Facilities Disaster Recovery Services. For website links to the Florida community colleges, please go to Each member college reserves the right to purchase from resultant turnkey facilities disaster recovery service contracts for either Lot #A or Lot #B, as deemed in the College(s) best interest. At this time, the College(s) is requesting information from firms who are qualified turnkey facilities disaster recovery service providers, preferably who have previously successfully competed for and won a publicly solicited contract for these turnkey disaster recovery services to consider submitting by a written response to this RFI. Note that each COPP College reserves the right to consider contracting with firm(s) for Lot #A or Lot #B: Preferably that have won a competitively solicited / awarded piggybackable contract with other federal, state or local agencies Or (if issued) from a future College TBD / to be released RFP, as deemed in the College(s) best interest. It is the College(s) intent to invite RFI finalist firms to respond to the RFP (if issued). Only firms who respond to this RFI will be invited to respond to the RFP (if issued). It is the College(s) intent to review timely submitted responses, evaluate submittals of the publicly awarded contracts (where applicable), past experience and qualifications to determine which finalists would potentially be invited to an (optional) finalists RFI interview or new RFP (if issued). The College(s) further reserve the right to reject any or all RFI submittals and to re-solicit proposals or not, as deemed in the College(s) best interest. Page 1 of 6

2 The College(s) intent is to consider awarding two (2) lots as follows: Lot #A: To include that awarded contractor(s) would enter into a formal agreement where compensation preferably is limited to FEMA established reimbursement limits to perform turnkey disaster recovery services from the time a foreseeable disaster is approaching or from the time a disaster occurs through building stabilization including, but not limited to, activities such as debris removal, staging of staff and equipment, demolition, removal of damaged materials within appropriate time-frames to avoid further damage and appropriate FEMA-related activities to ensure FEMA requirements are met, etc.). Lot #B: Same as Lot # A with services #1-3 and in addition service #4 defined below Provide with a minimum one (1) year warranty the College(s) as scheduled on a turnkey basis all labor and material/equipment to replace all damaged facilities/equipment/ infrastructure to pre-emergency conditions. The awarded contractor would have to meet all State of Florida State Requirements for Educational Facilities Regulation Pre-Qualification Requirements defined in Chapter 4, Section #4.1(1)(a) that includes the requirement for 100% performance and payment bonding. 3 Your firm s response is preferred to include the following items: Please note that by turnkey, we mean ALL activities associated with disaster recovery based on your experience and expertise. We want you to delineate the types of activities that are needed and that you would perform. We do not want you to simply respond to only the specific examples used throughout this document. Rather, we want you to paint a clear picture of the various phases and activities, from beginning to end, that would be occurring within your company, within our College and on the campus sites during these phases and activities. Describe the array of activities your firm would perform in order to provide facilities disaster recovery services including, but not limited to, FEMA claims filing support and compliance with staging, debris removal, initial clean-up, stabilization, all phases and activities associated with construction, etc. as outlined above). Fully explain if your firm is currently a State of Florida licensed General Contractor and whether these proposed services would be performed in-house or subcontracted. List three (3) recent examples of your experience in performing the activities you described above as they apply to Lot #A or Lot #B turnkey services. For each example, briefly describe which of the activities you listed above were provided. Also explain whether these services were performed in house or subcontracted as well as if the client was able to recover all your cost through FEMA reimbursement. Define who would be the College(s) single point of contact (POC) and explain how the communication and coordination would occur with the College(s) single point-of-contact before/during the emergency and immediately after an emergency. Define the POC name, title, telephone number, address, and mailing address. Briefly describe how the communication and coordination would occur within your firm and your subcontractors to execute the services. Of your firm s publicly awarded contracts for all inclusive turnkey disaster recovery services define in detail how that contract currently determines the amount your company would be paid by the client for the activities you described. (i.e. Is it tied to the RS Means International Database localized for the local city that the College is located in?) Define your company s current performance and payment bond single project and cumulative bonding capacity. In addition to the COPP Colleges, indicate whether your firm will extend the pricing and terms and conditions and any resulting contract to other government entities including, but not limited to, universities, district school boards, and other state agencies within the State of Florida, such as the City of Seminole, City of St. Petersburg, City of Tarpon Springs, Page 3 of 6

4 Hillsborough County Board of County Commissioners, Pinellas County School Board, Pinellas County Board of County Commissioners, etc. How you will guarantee your availability and that service will occur as outlined in the contract and whether or not there is an associated cost (i.e. a performance bond and whether or not the College would incur costs). A brief response to each bullet point noted above. 2. A brief overview of the company s past performance, experiences and longevity that make it uniquely qualified to provide 3. A brief description of company s approach to conducting these type services. 4. Reference to or link to a copy of the public agency solicitation and resultant contract which was competitively solicited and awarded to your company to provide Turnkey Facilities Disaster Recovery Services. 5.
