Before the scheme can be implemented in the street and the permit issued, the following criteria must be met: More than 75% of households in the street must be in favour of the scheme and more than 75% of parking spaces on the street(s) are occupied on our 4 (four) normal visits. Once the street is eligible for the Permit Parking Scheme, each applicant will need to meet the eligibility criteria such as establishing the residential status and their vehicle must not be a truck, bus or tractor and the vehicle is registered in NSW.A maximum number of two permits may be issued for any one household depending on the availability of spaces on the street. The parking permit annual fee for 2014/2015 is $40 for the 1st car and additional car is $60.. Thesee fees are to help cover the cost of installation of signs, stems and permit stickers. However, Council has waived the fee for the 1st vehicle of the holders of a Pensioner Concession Card issued by Centrelink or a Gold Card by Dept of Veteran Affairs. A copy of the permit parking application form for other areas of Kogarah is attached for your information. A petition is not acceptable, as the parking survey is for the household to reply, not per capita. Please be advised that a similar parking survey was conducted in November Twenty four (24) were received. Fifteen (15) respondents were against the proposal and nine (9) supported. The scheme was not implemented due to the lack of support. 5 Page 2 of 2 Conditions of Parking Permit 1. Residents in a designated area may obtain a permit for a car which exempts the vehicle from time limits imposed by sign posting bearing the words Permit Holders Excepted and the corresponding streets or areas. The permit does not give permit holders any special rights outside of these zones. 2. Proof of Residential Status must be submitted with the application to be sighted. Acceptable proof can be: Rates Notices, Electoral Roll, a duly completed residential lease document and the current Roads and Maritime Services Driver Licence in the name of the applicant. 3. You are responsible to display this parking permit clearly on the bottom left hand side of the front windscreen inside the vehicle. If you apply for a replacement permit, you must either returned the damaged permit or provide evidence that your permit was stolen. The fee of $20 is applied for the replacement of lost or damaged permit or transfer to the newly qualified vehicle number plate. 4. The resident must apply for the visitor parking permit and pay Council s fees on behalf of the visitor. 5. Details of the Concession card issued by Centrelink or Gold Card issued by Dept of Veteran Affairs are required. The Holder of these Cards may have only one free parking permit for his/her first vehicle. The holder is required to pay for his/her second car parking permit at an annual fee of $ Previously, residents with on-site parking spaces were not entitled to receive permits. However, in this year s resident parking permit scheme, a maximum of two (2) permits can be issued per household. The number of permits to be issued for an area should not exceed the number of available on-street parking spaces in the area. 7. The vehicle needs not to be registered in the name of the applicant but proof is required from the registered owner that the vehicle is normally used by the applicant. 8. Heavy vehicles (i.e vehicles with a GVM of 4.5 tonnes or more) and long vehicles (i.e a vehicle that, together with any load or projection, is 7.5 metres long, or longer), buses or tractors are not allowed for this permit. Residents who own a vehicle with GMV less than 4.5 tonnes, or a boat shorter than 7.5m shall apply for a parking permit to park in this Resident Parking Permit area. A motor cycle is treated the same as any other motor vehicle. If it is parked in a permit parking area it is required to display a permit to be exempted from the time limit. 9.
