5 Parliaments in global governance To remedy the democratic, coherence and compliance deficits of global governance By means of moral authority : Draw up principles of good (global) governance Assess the performance of international bodies + make them accountable Act for North-South consensus building Link with civil society, give voice to marginal groups

6 Suggestions for stronger global parliamentarian action World Commission (ILO): To establish a global group of parliaments for coherence of global economic and social policy and integrated control of the UN, WB, IMF and WTO (IPU?) Cardoso panel: global parliamentarian public policy committees could be linked with MDGs?

7 Helsinki Process (Track 1) Enhance the parliamentary consideration of international issues and participation in global problem-solving; Develop an initiative to assist and support parliaments in strengthening their oversight, particularly in smaller and weaker states

8 Helsinki Process (Track 1) Integrated parliamentary oversight of the multilateral system - creation of a Global Parliamentary Group Global public policy inquiry committees of elected representatives (health, environment, development)

10 The Helsinki Group Two main aims Build a framework that multiplies the individual efforts of different actors and commissions to meet the Millennium Development Goals. Address the core issues affecting our planet that require a new level of global problem-solving beyond the Millennium Development Goals. Report launch June 29th The Friends of the Helsinki Process countries form an informal core of the governmental preparations

11 Helsinki Conference th 9th September To assess and evaluate the proposals of the Helsinki Process Multistakeholder forum: about 500 participants from the south and the north, all sectors of society (parliaments, governments, int. organizations, business, civil society, academia)

12 Helsinki Conference th 9th September 4 key dialogues: Marginalised voices, Health as a Key for Security and Economic Development, New Methods of Mobilising Resources, Democracy in International Relations: The role of the parliamentarians in global governance to be discussed in a specific key dialogue session. 5 roundtables: Poverty and Development, Human Rights, Environment, Peace and Security, Governance
