2 2 PRIMES case study Grobina Introduction to case 1.1 PITCH-TALK Grobiņa is a small ancient town in the western part of Latvia with approx inhabitants. The local government decided to renovate a school building, achieving high-energy efficiency standards by incorporating green public procurement standards into the contracting of architectural services for renovation projects CASE CONTENT AND ISSUE Grobina, a small municipality with approx inhabitants, decided to renovate a school building by applying high-energy efficiency standards. The school building celebrates its 90 th anniversary this year; its volume is 1143 m 2, accommodating more than 400 pupils. Despite being renovated 15 years ago, the building is quite energy inefficient, and consumes 212 kwh/m 2 annually for heating purposes. There is a potential to reduce the energy consumption considerably, and thereby save more than in heating costs annually. With regard to the renovation of a building, the most important design solutions are made already during the project development phase. Therefore the municipality decided to contract architectural services applying green procurement. To prepare for tenders, the municipality procurers contacted PRIMES team and also studied documents prepared by other municipalities participating in the PRIMES project, thus learning from their experiences. Two bidders participated in the tender, and the most economically beneficial was chosen. 1.4 SOLUTIONS APPLIED The contracted architect will be asked to integrate principles of low energy housing and sustainable buildings into the renovation project, to achieve higher energy efficiency (the energy used for heating must not exceed 40 kw/m 2 per year). A healthy indoor environment will at the same time be achieved by applying an efficient ventilation system as well as strong restrictions for hazardous materials. The contract with the service provider (architectural services) sets provisions to secure compliance with the given technical specification. Tender features Subject matter: Architectural services (development of the reconstruction project and performing supervision during the construction phase) to increase energy efficiency of a building. Total cost of the renovation is estimated The value of the contract for architectural services are (excluding VAT). This tender takes part of the EU supported project Procurement in Municipalities focusing on Energy Efficient Solutions (PRIMES) Type of procedure: open Type of contract: direct service contract No division in lots

3 PRIMES case study on >>Grobina<< Procurement objectives The objective is to choose the most economically beneficial service contract for the reconstruction project of energy efficient school building as well as authorship surveillance during reconstruction phase. The service provider (architect) shall apply low-energy- and sustainable building principles, and also provide life cycle cost estimates to enable the municipality in choosing the best options for the later construction project. Procurement approach The procurement principle is to choose the most economically beneficial offer. Green requirements are integrated in selection criteria, technical specification and in the award criteria. Selection criteria (must choose by eligibility of bidders): The bidders must prove they have 2 references for renovations of energy efficient buildings during last three years (verification: list, contacts) 3 The personnel responsible for constructing specific parts of the technical project shall have corresponding qualification and at least have experience with renovation or reconstruction including low energy principles (verification: list, contacts, education certificates) incl. energy efficient buildings. Technical specification: The project designer must apply life cycle costs to demonstrate potential savings of more environmentally preferable (e.g. energy efficient) solutions. Application of building practice of low energy houses (according to standard); The target of energy consumption for heating purposes is to be less than 40 kwh / m 2 per year, while providing indoor climate complying with legal requirements regarding construction, hygiene and safety. This means, the energy use for heating purposes of the renovated building shall not exceed 45,7 MWh/year e.g. five times less that currently needed e.g. (240,5 MWh/year). Total primary energy consumption for heating, hot water supply, mechanical ventilation, cooling and lighting is to be no more than 120 kwh / m 2 per year. The building shall use high-efficiency systems that recover a minimum of 75% of the ventilation heat loss, during the heating season. Restriction of hazardous substances (only exceptional presence of SVHC or candidate substances in materials, restrictions of VOC, no SF 6 ); Preference to environmentally friendly materials (5% recycled, wood compliant with FSC of PEFC standard, EU Eco-label, Nordic Swan or any equivalent); No PVC floor covering; Energy efficient lightening (=<90lm/W) Very detailed requirements for energy efficient ventilation systems including compliance with Euroinvent standard and 24 month warrantee; Award criteria:

4 4 PRIMES case study Grobina Experience of the bidders in development of energy efficient building projects (highest score, if bidder has reference regarding renovation of building with heating energy no more than 40kWh/m 2 ) (35%) Price of architectural services (60%) Field inspection of building prior to submitting of tender offer (5%) Contract performance clauses The municipality can order expertise for the technical project at own costs; the service provider has to remove any non-compliances denoted by this expertise; The contractor is responsible for authorship surveillance of the renovation The contract includes a possibility to apply fine if the architect does not achieve the promised results or additional building costs occur due to insufficient quality of the technical project. 4 Criteria development The criteria were developed in co-operation with the PRIMES experts following principles of low-energy houses ( Regulation Nr. 244/2012 for new buildings and various Latvian guidelines for sustainable building ( as well as EU GPP criteria for buildings, which are under revision now. Most of the requirements addressed energy efficiency, as well as restricting hazardous substances in building materials. The experts from the municipality consulted with the PRIMES team and also learned from experience of other municipalities. Results Low Carbon Solution (achieving no more than 40 kwh/m 2 ) Cosmetic renovation without energy efficiency measures Estimated CO 2 emissions Estimated Energy consumption 8,3 t CO 2 /year 45,7 MWh /year 43,5 t CO 2 /year 240,5 MWh/year Total highest potential savings 35,2 t CO 2 /year 194,7 MWh/year The calculation are based on energy efficiency audit, applying emission factors for heating used by energy auditor (0,18093 kgco 2 /kwh). Lessons learned Co-operation and learning from other municipalities is a good tool for preparing better tenders.

5 PRIMES case study on >>Grobina<< The reconstruction projects require very specific up-to-date information. Therefore access to high-level experts in this field is extremely valuable to prepare good tenders. The energy audit is a first, but very important step towards energy efficient renovation. PRIMES aims to develop basic skills and provide hands-on support for public purchasing organisations in order to overcome barriers and implement Green Public Purchasing. This will consequently result in energy savings and CO 2 reductions. 5 About GPP 2020 GPP 2020aims to mainstream low-carbon procurement across Europe in support of the EU s goals to achieve a 20% reduction in greenhouse gas emissions, a 20% increase in the share of renewable energy and a 20% increase in energy efficiency by To this end, GPP 2020 will implement more than 100 low-carbon tenders, which will directly result in substantial CO 2 savings. Moreover, GPP 2020 is running a capacity building programme that includes trainings and exchange.
