3 Intrductin This implementatin design plan is the Evergreen Valley Cllege guide t integrating the Educatinal Master Plan int the existing planning mdel at the Cllege and builds a way t: Review ur missin fr currency and relevance (Standard I.A.4) Engage in sustained, substantive and cllegial dialg abut student utcmes, student equity, academic quality, institutinal effectiveness, and cntinuus imprvement f student learning and achievement (Standard I.B.1) Set perfrmance measures fr student achievement, apprpriate t ur missin and assess hw well we are achieving ur gals in pursuit f cntinuus innvatin. (Standard I.B.2) Strengthen prgram review and the use f student learning, student achievement, and prductivity and efficiency data (key perfrmance indicatrs, KPIs) t measure prgress n ur missin (Standard I.B.3) Evaluate ur plicies and practices t assure their effectiveness in supprting academic quality and accmplishment f missin. (Standard I.B.7) Cmmunicate ur findings n all f ur assessment and evaluatin activities s that the institutin has a shared understanding f ur strengths and areas f imprvement and innvatin t set pririties. (Standard I.B.8) Integrate planning in all areas f the cllege fr maximum use f resurces (human, physical, technlgical and financial) (Standards IIA, IIIB, IIIC, IIID) Engage in cntinuus, brad based, systematic evaluatin and integrated planning. (Standard I.B.9) This design plan includes: Specific tasks t be accmplished. Timeline fr each task. Offices r grups respnsible fr cmpleting the tasks.
4 Timeline and Prcess fr the Implementatin Design Plan February 2016 The Institutinal Effectiveness Cmmittee (IEC) initiates cnversatins and discussins abut hw best t implement the Educatinal Master Plan (EMP) and integrate the findings int a new Integrated Planning Mdel (Mdel). The Cllege hires an utside cnsultant t add the necessary bandwidth t assist existing cllege institutinal effectiveness effrts including designing an implementatin plan, creating an Integrated Planning Manual (IPM), and matrix fr measuring prgress n the cllege missin. The Cllege reviews the current Institutin Set Standards fr review and imprvement f the existing perfrmance measures, identify a new measure t track prgress n the missin, reprt measures fr the March 2016 Annual Reprt, and develp a plan t expand the setting f standards t the prgram level. The IEC will create a matrix t evaluate prgress n the Implementatin Design Plan. March 2016 The Cllege will explre best practices in creating Integrated Planning Manuals and Strategic Plans, Missin Prgress Reprts, will assign teams t help build ut the cmpnents f the manual, design the prgress reprt, align effrts t infrm the actin prjects f the Quality Fcus Essay. The manual will include timelines and prcesses fr review f the missin statement, implementatin f the bard plicies and administrative prcedures, evaluatin f the prgress n the missin, the prgram review cycle, assessment f learning, evaluatin f planning prcesses and prcedures and cycles, timeline and effectiveness fr resurce allcatins, accreditatin reprting, and the creatin f a research agenda. The Strategic Plan will include begin with the Cllege Strategic Initiatives; develp measurable bjectives that are SMART (specific, measurable, attainable, relevant and time-bund). The plan will identify actin plans that describe hw the bjectives will be accmplished. Each actin plan includes a timeline fr cmpletin and the assignment f parties respnsible fr implementing the actin.
5 A prgress reprt will be prduced annually t dcument the status f the wrk n each bjective and actin plan in the strategic plan and the rle prgram review plays in helping t meet the missin. April 2016 Teams wrk n the cmpnents f the IPM, the Strategic Planning Matrix and the Missin Prgress Reprt and apprve the Implementatin Design Plan. IEC will cnduct an evaluatin f the planning prcesses and prcedures. May 2016 IEC will prduce a prgress reprt n the strategic initiates t clse ut the ld Educatinal Master Plan and set the stage fr the discussin f the Strategic Plan scheduled fr fall IEC will prduce a reprt n the evaluatin f the prcesses and prcedures f the current planning prcesses and reprt the findings t the academic senate, the Cllege Advisry Cuncil, and ther relevant gvernance cmmittees. Summer Wrk n the Integrated Planning Manual, Strategic Plan Matrix, and Missin Prgress Reprt by the cnstituent teams in preparatin fr the academic year. August 2016 The Institutinal Effectiveness Cmmittee reprts the IPM prgress t the entire Cllege and creates a schedule fr feedback and review by the participatry gvernance grups. The IEC begins the prcess f establishing the IPM. September 2016 The Integrated Planning Manual, the Strategic Plan Matrix and Prgress Reprt are vetted thrugh the cllege s gvernance structure fr feedback and review. Octber 2016 Based n the feedback, the IEC prpses the IPM and submits the recmmendatin t the President thrugh the Cllege Advisry Cuncil. The Cllege Advisry Cuncil cnslidates the feedback frm the gvernance bdies and cllege ffices and makes a recmmendatin t the President.
6 The President cnsiders the recmmendatin and if apprved, the planning manual and the dcuments are recmmended fr final apprval. Nvember 2016 IEC leads the creatin f the new Strategic Plan fr implementatin beginning January 2017 and creates a schedule fr feedback and review by the participatry gvernance grups. December 2016 The President submits the IPM and the Strategic Plan t the Bard f Trustees fr infrmatin. The Implementatin Design Plan is evaluated. The evaluatin results are shared with the gvernance bdies fr review and feedback. January 2017 The Implementatin Design Plan is clsed and the Integrated Planning Manual and Strategic Plan g int effect.
