5 BACKGROUND A. The Rhode Island Youth Suicide Prevention Project The Youth Suicide Prevention Resource Guide (Guide) was created as part of the Department of Health s Rhode Island Youth Suicide Prevention Project (RIYSSP), a cooperative agreement funded by the Substance Abuse and Mental Health Administration (SAMHSA). The goal of the project is to implement evidence-based suicide prevention education programs in selected public schools and community-based organizations that serve adolescents and their families. The project provides a safety net for at-risk youth by instituting screening, identification, and referral protocols, training gatekeepers, and providing a media campaign about who is at risk and how to respond. The project is focused on adolescents and young adults (ages 15-24) living in Rhode Island s core cities. These cities are characterized by high rates of children living in poverty (15% or more), large minority populations, and other risk factors such as an over-representation of youth involved with juvenile justice and child welfare systems, higher rates of child abuse, neglect and domestic violence, higher rates of witnessing domestic violence, higher rates of incarcerated parents, and higher rates of homelessness. The cities are Central Falls, Newport, Pawtucket, Providence, West Warwick, and Woonsocket. The project goals are: 1) To build state agency infrastructure and capacity required to successfully execute all aspects of the proposed project, including program implementation and evaluation. 2) To improve coordination and delivery of effective suicide prevention programs in schools, institutions of higher education, and youth serving community-based organizations. 3) To reduce the stigma associated with seeking treatment. 4) To build public health data systems to monitor and evaluate funded youth suicide prevention strategies and project performance. B. The Youth Suicide Prevention Resource Guide The Guide provides an inventory and characterization of agencies throughout Rhode Island that provide relevant services to youth at-risk of suicide. Specifically, the Guide is designed to meet the following project objectives: 2.1.1a: Assess existing youth serving entities in the six core cities that can promote suicide prevention and provide information about resources and available services. Use information to create a list of youth serving entities j: Provide information to increase visibility of available supportive services in communities and schools k: Provide information about referral resources for youth identified as at-risk. iii
6 It was decided that a broad definition of suicide prevention would be most beneficial to Rhode Island youth. Therefore, suicide prevention agencies are defined as those that provide services related to the risk and protective factors for suicide (see box). Risk factors for suicide include: Mental disorders, particularly mood disorders, schizophrenia, anxiety disorders and certain personality disorders Alcohol and other substance use disorders Impulsive and/or aggressive tendencies History of trauma or abuse Barriers to accessing health care, especially mental health and substance abuse treatment Protective factors for suicide include: Effective clinical care for mental, physical and substance use disorders Easy access to a variety of clinical interventions and support for people seeking help Support through ongoing medical and mental health care relationships Skills in problem solving, conflict resolution and nonviolent handling of disputes As a result, the Guide extends beyond agencies providing suicide-specific and emergency/crisis services to include the following service categories: Mental health outpatient Mental health inpatient Counseling & therapy Substance abuse outpatient Substance abuse inpatient/residential Violence prevention Violence recovery Domestic Violence Sexual violence Support groups Agencies in each of these service categories are geo-coded and mapped to facilitate geographic identification of resources. Where appropriate, the state has been divided into four regions: Metro Providence East Bay - all of Bristol county including East Providence, Barrington, Warren, Bristol, Portsmouth, Jamestown, Middletown, Newport, Tiverton, and Little Compton South - all of Kent and Washington county including Warwick, West Warwick, Coventry, East Greenwich, Wickford, Wakefield and Westerly North - all of Providence County including Cranston, Johnston, North Providence, Pawtucket, Central Falls and Woonsocket iv
7 To further increase the usability of the Guide, each suicide prevention agency was characterized in terms of: scope of service target population adolescent (15-17) and young adult (18-24) specific services suicide-prevention specific programs violence prevention/recovery-specific programs language capacity fees/payment options The Guide also includes a list of national and state hotlines, as well as social service agencies that provide wrap-around care that are often critical to accessing and utilizing healthcare. C. Methodology The Guide was compiled using a multi-step approach: 1. An online survey of Student Assistance Counselors was administered. This yielded an initial list of relevant agencies in Rhode Island. 2. A preliminary characterization of each agency using information available online was conducted. Extraneous agencies were culled. 3. An internet search of additional agencies was conducted. This resulted in an increase in the number of relevant agencies. 4. Agencies were contacted by phone or and a questionnaire was administered, soliciting information regarding scope of services, language capabilities, etc., as well as other relevant agencies. (Response rate: 87%). 9 HOW TO USE THE YOUTH SUICIDE PREVENTION RESOURCE GUIDE The Youth Suicide Prevention Resource Guide is comprised of three parts: PART I presents information about Rhode Island agencies that provide services related to suicide prevention, such as mental health, substance abuse, violence prevention and recovery, counseling, and support groups.
