3 Preburn Planning All features of the training areas shall be indicated on the preburn plan. Site plan drawing, including all exposures Building plan, including overall dimensions Floor plan detailing all rooms, hallways, and exterior openings Location of command post Position of all apparatus Position of all hoses, including backup lines Location of emergency escape routes Location of emergency evacuation assembly area Location of ingress and egress routes for Emergency vehicles Available water supply determined Required fire flow determined for the burn building and exposure buildings Each hose line and backup line(s) shall deliver a minimum of 95 gpm Required reserve flow determined (50 percent of fire flow) Apparatus pumps obtained that meet or exceed the required fire flow for the building and exposures Separate water sources established for attack and backup hoselines * Periodic weather reports obtained * Staging, Operating and Parking areas designated: Apparatus staging Ambulances Police vehicles Press vehicles Private vehicles Control measures shall be posted to indicate the perimeter of the operations area. 4 Building Preparation Building inspected to determine structural integrity. All utilities disconnected from structure Highly combustible materials removed from structure All holes in walls and ceilings patched Materials of exceptional weight removed from above training area (or area sealed from activity) Ventilation openings of adequate size precut for each separate roof area * NCFRC 1* Doors and windows checked and operated, opened/closed Stairways made safe with railings in place Chimney checked for stability, dangerous portions removed. Fuel tanks and other closed vessels removed, vented or rendered inert * Debris contributing to unsafe condition removed Porches and outside steps made safe Cisterns, wells, cesspools, and other ground openings fenced or filled Hazards from toxic weeds, hives, and vermin eliminated Hazardous trees, brush, and surrounding vegetation removed Adjacent buildings and property that might become involved removed or protected Fire sets prepared: Class A materials / wood products Pre-application of appropriate amounts of class B liquids if necessary before the training fire has started. 5 Preburn Procedures All participants briefed: All facets of each evolution discussed including: Building layout Crew and instructor assignments Safety rules Building evacuation procedure 4.9.2* Evacuation signal (demonstrate) 4.9.2* All hoselines checked: Sufficient size for the area of fire involvement Charged and test flowed Supervised by qualified instructors Adequate number of personnel Necessary tools and equipment positioned Participants checked: Approved full protective clothing Self-contained breathing apparatus Adequate SCBA air volume All equipment properly donned Post-Burn Procedures PARs taken throughout the event Remaining fire overhauled, as needed Building inspected for stability and hazards where more training is to follow Post-training critique conducted Records and reports prepared, as required: Documentation of unusual conditions or events Documentation of injuries incurred and treatment rendered Acquired structure returned to owner Student performance/evaluation records Building and property released to owner, release document signed 9.1.1* * Revised 1/30/15 5
6 Instructor-in-Charge Plan and coordinate all fireground activities Monitor activities to ensure safe practices Provide for rest and rehabilitation of participants Inspect building integrity prior to each fire Rest and rehabilitation of participants including medical evaluation and treatment, food and fluid replenishment, and relief from climatic conditions provided. Instructors rotated through duty assignments. Additional instructors designated when factors such as extreme temperatures or large groups are present, and classes of long duration are planned.
