4 Arkansas Freight Rail Facts Three large railroads (Class I) and 23 small railroads (Class III) operate in the state. There are 2,667 miles of active rail line within the state, about two thirds of which is owned by Class I railroads and one third of which is owned by Class III railroads. About half of the State s rail network is owned by the Union Pacific Railroad. The Arkansas rail network is projected to carry 167 million tons in 2015, 70 percent of which passes through the state, between other states. Coal accounts for the highest tonnage volume carried on the Arkansas rail network, 57 percent of all tons terminating in Arkansas, and 36 percent of all tons that pass through Arkansas between other states. The largest destinations for freight shipped by rail from Arkansas are Texas, Louisiana, and California. Freight to Texas and Louisiana consists mostly of gravel, while much of the freight shipped to California is containerized freight from Marion (Crittenden Count). The leading origins for freight shipped to Arkansas are Wyoming (coal), California (intermodal containers to Marion), Iowa, Nebraska, Illinois, Missouri (much of which relates to grain or food), and Texas (much of which relates to chemicals or plastics).

6 Examples of Public Funding and Financing of Rail State No dedicated fund, but Governor s Quick Action Fund has funded rail projects in the past to support economic development. Federal Freight Rail Section 130 Highway/Rail Grade Crossing Improvement Program Arkansas receives about$3.7 million per year to improve crossings. TIGER Discretionary Grants Funding for rail improvements in West Memphis and in Jonesboro have been approved. In the latest round of funding, applications for $9 billion in projects were submitted for the $474 million available in funding. U.S. Economic Development Administration Funds have been used for rail projects, such as repair to the North Louisiana & Arkansas Railroad rail line from storm damage. FRA Rail Line Relocation & Improvement Capital Grant Is being used to rehabilitate Arkansas Midland Railroad rail line. There is no new funding available for this program at this time. Railroad Rehabilitation & Improvement Financing (RRIF) Low interest loans. Arkansas & Missouri Railroad used this program to purchase property from BNSF in Federal Intercity Passenger Rail Direct federal subsidies provided to Amtrak. High-Speed Intercity Passenger Rail - $10 billion spent on designated corridors. No new appropriations, although in July 2014, $16.5 million in unobligated funds were made available for crossing improvements on routes with passenger rail service. An application was recently submitted for improvements to four rail crossings on the Amtrak Texas Eagle route. Federal Rail Transit Federal Transit Administration New Starts A competitive program that helps fund the establishment of transit services, including rail transit. Federal Transit Administration Formula Programs Provide operating subsidies for transit systems.
