Date of implementation Regulations for admission to studies at University of Nordland which are not regulated by national regulations or national curriculum Provision: Decided upon by The Board of Bodø University College (now University of Nordland) on 6 th October 2008 under the authorization of The Act of 1 st April 2005 nr.15 about Universities and University Colleges 3-6, 3-/ and 9-1 second paragraph, the regulations of 10 th October 2005 nr.1191 about admission to Universities and University Colleges 1-1 fourth paragraph as well as the regulation of 1 st December 2005 nr.1392 about the requirements for master degrees 3 and 5. Amendments: Amended by the regulation of 16 th December 2010 nr.1743, 28 th October 2011 nr.1121.

2 1. The scope This regulation applies admission to studies at University of Nordland which are not regulated by national regulations or national curriculum with admission and ranking rules 2. Admission committees Admission to higher degree studies is undertaken by the Admission Committee for Admission to studies at each faculty. Admission to other studies is undertaken by The Admissions Office according to the specified admission criteria for the study concerned. 1. Composition The admission committees are to be composed of the dean or those authorized by the dean at the faculty concerned, as well as two student representatives appointed by The Student Parliament. The student representatives function for one year at a time. The Director of Academic Affairs and Research is responsible for the secretariat of the admission committees as well as for calling into and leading/administrating their meetings. 2. The mandate The admission committees are on behalf of the board to take on the responsibility that admissions to lower and higher degree level studies at the university (both the national admissions service and the local admissions) are carried out in a correct way, including: - Case-working applications for admission based on special assessment - Case-working admissions based on prior learning (real life competence) - Case-working special applications for reserved study places - Assessing study competence for regular applications, in which study competence cannot in the first instance be decided on by a case-worker - Case-working applications concerning the waiving of requirements for prequalifications for external candidates (candidates wishing to take an exam without having been admitted to a study) - Approving the admissions for the academic year concerned 3. The admission basis Higher Education Entrance Qualifications are required according to current rules. In addition other completed higher education and/or relevant professional practice are normally required for admission to advanced studies. Relevant professional practice can in individual cases replace the whole or parts of the higher education requirement. The requirement over and above Higher Education Entrance Qualifications is determined by the instance with approval authority for the study concerned, and is provided in the study plan for each individual study plan.

3 Applicants lacking Higher Education Entrance Qualifications can on an individual basis be assessed based on their prior learning (real life) competence. The admissions committee can in special cases accept admission of students who at study start lack parts of the admission basis. The admission basis must be complete before the diploma for the study can be issued. 4. Admission without applying the points rules Applicants are admitted without applying the points rules on an individual basis. Special reasons include social, health or other extraordinary conditions providing reason to presume that the exam results do not give a correct picture of the applicant s qualifications. Qualified applicants who cannot be assessed by points calculation, are ranked by the admissions committee according to an individual assessment. 5. Education taken abroad Applicants with education taken abroad are admitted according to current national criteria stipulated in the Norwegian Universities and Colleges Admission Services (NUCAS) regulations, as well as recommendations and guidelines given by The Norwegian Agency For Quality Assurance in Higher Education (NOKUT), as well as the so-called GSU list (Higher Education Entrance Qualifications for persons with education from abroad). Applicants with education from abroad to be used as the basis for admissions must in addition fulfill the requirements for language knowledge and skills in Norwegian and English as determined in the national regulations Admission to master degree studies Admission to a master degree study programme is to follow at any given time the requirements defined in the regulations of December 2005, nr regarding the requirements for a master degree. 1. Admission to master degree programmes providing 120 ECTS. One of the following educational set-ups is required: - A bachelor degree - A Cand. Mag. Degree - Another degree or professional education lasting for at least 3 years - An education which in accordance with 3-4 of The Act regarding Universities and University Colleges is approved as equivalent to the above-mentioned degrees or educational set-ups Within the scope of the named educational set-ups the following must be included:

4 - An in-depth specialization in a subject, course or course group of minimum 80 ECTS within the subject field of the master degree - Integrated professionally related education of at least 120 ECTS within the subject field of the master degree. Normally an average grade of at least C or 2.7 (in the old grade system) is required as a basis for admission. The grade requirement must be described under the admission requirements in the study plan. 2. Admission to an experience-based master degree providing 90 or 120 ECTS. One of the following completed educational set-ups is required: - A bachelor degree - A Cand. Mag. Degree - Another degree or professional education of at least 3 years duration (full-time study) - Education which in accordance with 3-4 in The Act regarding Universities and University Colleges is approved as equivalent to the above-mentioned degrees or educational set-ups. In addition 2 years relevant professional/work practice is required. The Faculty concerned assesses what is relevant professional practice and can for a special study determine a requirement of longer professional/work practice. Ad point 1 and 2: As a general rule for admissions to master degree studies the dean in special cases can approve other documented qualifications which either completely or partially are equivalent to the educational set-ups described above. Furthermore the dean at the respective faculty can determine that specific subjects, courses or course groups are to be included as part of the admissions basis. The dean can also determine special academic minimum requirements for admission to studies in the form of average grades or points. 7. Ranking applicants/calculating competition points Normally applicants are ranked using competition points determined by the rules given by the dean at the faculty offering the study. In cases of equal points older applicants are ranked in front of younger. The dean can determine special quota groups for admission to some studies. The ranking rules and rules for additional points are published in the study plan for each individual study.

5 8. Conversion of numerical and letter grades For admission points calculation of applicants with both numerical and letter grades the following calculation table is to be used: From numerical grades to letter grades: A B C D E Not passed F From letter grades to numerical grades: A 1.8 B 2.3 C 2.7 D 3.1 E 3.6 F Not passed The applicant s numerical grades are converted to letter grades. All grades are then converted from letters to numerical grades and used in the points calculation for ranking purposes. 9. Prior reservation of place Applicants who have documented the need for an early reply with regard to admission can ask for prior reservation of a place. Prior reservation of a place can be given to applicants who have the equivalent average of competition points as the applicants had at the last regular admission to the study. 10. Application deadlines The application deadline is presented on the academic calendar on the university s web pages. In cases in which other application deadlines apply this is to be informed of on the university s web pages. Application for admission without using the points rules and applications for prior reservation of places must be available within the special deadline announced on the university s web pages. The application must be reasoned for and documented, see Reserved study places

6 Allocated study places can on application be reserved for next year s admission when the admissions organ finds that there are weighty reasons for this. The application must be delivered within 3 weeks of having received the offer of a study place. 12. The deadline for forwarding diplomas The deadline for forwarding diplomas is set to 1 st June for studies with a deadline of 15 th April. The forwarding deadline for studies with another application deadline than the normal one is set to 3 weeks after the application deadline concerned. 13. The deadline for appeals The deadline for appeals concerning decisions is set to at the latest 3 weeks after the letter has been received from the university, see the Public Administration Act s 29. The appeal is to be addressed to University of Nordland and is to be handled by the admissions organ at the faculty offering the education the applicant has applied for. The appeal must be signed by the appellant or the person to whom the appellant gives power of attorney. In the appeal it is to be stated which decision is being appealed, and the change wanted. There should also be given the reasons for the appeal, see The Public Administration Act s Supplementary rules The rector can determine supplementary rules within the framework of the decisions in this regulation. 15. Date of implementation This regulation enters into force from January 1 st From the same date the regulation of 28 th February 2006 concerning admission to studies at Bodø University College not regulated by national regulations or national curriculum is annulled.
