1 INFORMATION BROCHURE SOUTH AFRICAN COUNCIL FOR SOCIAL SERVICE PROFESSIONS (SACSSP) SOCIAL AUXILIARY WORK WHAT IS SOCIAL AUXILIARY WORK? The need for Social Auxiliary Work was identified as early as the 1970s. Social Workers simply could not meet the increasing demands for their services from individuals, families, groups and communities. Supportive personnel who could work alongside social workers were necessary and thus Social Auxiliary Work came into being as a supportive service to social workers. Today, the need for Social Auxiliary Work has become even greater. After much research and consultation, the Social and Associated Workers Act, 1978, (Act 110 of 1978), was amended to the Social Work Act, 1978 (Act 110of 1978) and the term associated workers was replaced by the term social auxiliary workers in May The term social auxiliary work was defined in the Act as follows: Social Auxiliary Work is an act or activity practised by a social auxiliary worker under the guidance and control of a social worker and as a supporting service to a social worker to achieve the aims of social work. CHARACTERISTICS OF SOCIAL AUXILIARY WORK From this definition, it is clear that the main characteristics of social auxiliary work are- Social Auxiliary Work is a supportive service to social work in order to achieve the aims of Social Work. This means that the social auxiliary worker assists or supports the social worker in working with individuals, families, groups or communities. A social auxiliary worker works under the guidance and control of a social worker. The SACSSP s general policy is that a maximum of NB: 2 qualified social auxiliary workers work under 1 social worker. 6 social auxiliary work learners train under 1 social worker if the social worker is undertaking the training over and above his/her normal duties 10 social auxiliary work learners under 1 social worker if the training is the social worker s only responsibility. These ratios may only be exceeded if the SACSSP has given its approval.

2 Clearly, the social auxiliary worker is of direct assistance to the social worker in providing services. WHO CAN DO SOCIAL AUXILIARY WORK? The social auxiliary worker should possess Personal attributes that include - a sincere interest and faith in people a belief in people s potential a genuine interest and desire to contribute to the well-being of human beings an ability to communicate with people a strong sense of responsibility an optimistic outlook on life Specific qualifications in social auxiliary work, or a qualification that is equal to or higher than the recognised qualification in social auxiliary work, or be enrolled for a recognised training course in social auxiliary work. Registration with the South African Council for Social Service Professions (SACSSP) as a social auxiliary worker or conditional registration as a learner in Social Auxiliary Work whilst in training. WHAT IS THE SCOPE OF PRACTICE OF A SOCIAL AUXILIARY WORKER? Social Auxiliary Work is part and parcel of the social work profession. The social auxiliary worker works together with the social worker in a team context in order to achieve the aims of Social Work. The main difference between the focus of the social auxiliary worker and the social worker is the level of practice. The social auxiliary worker s task is mainly of a social care nature focusing on the primary needs of individuals, families, groups and communities. Main tasks of social auxiliary workers In general, the social auxiliary worker assists the social worker with- Prevention, education and development programmes (e.g. life skills education, economic empowerment, managing stress and conflict, preparation for the different stages of the life cycle, recreation programmes for specific people at risk) Community-based care (e.g. direct services aimed at addressing basic needs such as food, clothing and transport) and community or group needs such as establishing community-based care facilities)

3 Accessing and establishing resources (e.g. educating communities about how to access and use available resources; and capacitating communities and groups to establish resources) Practical support (e.g. material support, practical support, emotional support, practical arrangements, recruitment of volunteers and after care services) Administrative support (e.g. opening files, keeping records, taking minutes of meetings, keeping statistics) Research (e.g. completing questionnaires, processing research data, implementing research findings) Acts not to be performed by a social auxiliary worker The social auxiliary worker does not function independently The social worker is responsible for planning services and supervising the social auxiliary worker in implementing the specific tasks allocated to the social auxiliary worker The social auxiliary worker does not provide therapeutic services, but provides supportive services The social auxiliary worker may not become involved with statutory services, for example in terms of the Child Care Act, However, the social auxiliary worker may assist with reunification services to families. The writing of reports regarding statutory or therapeutic interventions is solely the task of the social worker The social auxiliary worker may not be appointed to do the work of a social worker WHAT DOES SUPERVISION (GUIDANCE AND CONTROL) OF THE SOCIAL AUXILIARY WORKER BY THE SOCIAL WORKER MEAN? In terms of the regulations that guide Social Auxiliary Work, the SACSSP formulated the following principles on the supervision of social auxiliary workers: A social auxiliary worker may be supervised by a social worker who is not in the employ of the organization where the social auxiliary worker is working. Therefore, supervision may be obtained on a contractual basis. The social worker need not necessarily be physically present on a continuous basis at the organization concerned.

4 Despite the above, the social worker must be available to the social auxiliary worker at all hours and not only at certain fixed times. Supervision by the social worker is not based merely on consultation, but should address the wide spectrum of supervision functions, including quality management. Employers are expected to provide proof that social auxiliary workers are employed under a registered social worker s supervision. The supervisor (social worker) must be aware that he/she is legally co-responsible for the acts of the social auxiliary worker. HOW ARE SOCIAL AUXILIARY WORKERS EDUCATED AND TRAINED? The education and training of social auxiliary workers has always been a joint effort between the SACSSP and the employers of social auxiliary work learners. In the past, the manual for the one year in-service training was provided by the SACSSP and then offered by a social worker in the employ of a welfare organisation or State Department. After receiving the Certificate in Social Auxiliary Work from the SACSSP, the person was fully registered as a social auxiliary worker with the SACSSP. This form of education was phased out and no new enrolments have been registered from 1 July Further Education and Training Certificate (FETC) in Social Auxiliary Work (NQF Level credits) The Standards Generating Body (SGB) for Social Work completed the new qualification in social auxiliary work and it was registered on the National Qualifications Framework (NQF) in June 2003 with ID number The qualification may be obtained through a learnership as well as outside of a leanership agreement. A learnership refers to work place learning, with a structured learning component and specific practical work experience. A learnership leads to a qualification on the NQF. A learnership is registered with the Department of Labour in terms of the Skills Development Act, 1998, and a learnership agreement is entered into for a specific period between a learner, an employer and a training provider. Training Providers of the FETC in Social Auxiliary Work All providers of the qualification are accredited with the Health and Welfare Sector Education and Training Authority (HWSETA). A list of providers can be obtained from the offices of the HWSETA at (011)

5 Welfare organisations and state departments must also obtain approval from the HWSETA to provide the work place learning to the learners. A further requirement is that a workplace skills plan must be submitted and approved by the HWSETA to get access to possible funding for the implementation of the learnership. The HWSETA is also responsible for registering the learnership agreements between the learner, the employer and the provider of the training. The HWSETA issues certificates to learners when they have successfully completed their training Role of the SACSSP The SACSSP is responsible for the quality assurance of the curriculum and the content of the learning programme that the providers offer. All learners MUST register with the SACSSP as learners (conditional registration) during the full duration (12 18 months) of the course. On completion of the course, the person MUST register with the SACSSP as a qualified social auxiliary worker before practising as such. In order to register as a social auxiliary worker an applicant must the following requirements: The applicant must- be in the possession of a Certificate in Social Auxiliary work issued by the SACSSP; or have obtained an Further Education and Training (FET) Certificate in Social Auxiliary Work issued by an accredited provide with the HWSETA; or a qualification that the SACSSP regards as equal to or higher than the FET Certificate, which may include individual assessments of applicants; or have successfully completed two year courses in the subject social work at a recognised university that include both theoretical and experiential learning. Recognition of Prior Learning (RPL) If a person wishes to obtain recognition for prior formal or experiential learning towards the FETC in Social Auxiliary Work, the candidate should apply for RPL to a provider that is accredited by the HWSETA. If a candidate wishes to obtain recognition for a qualification that is equal to or higher than the education and training requirements for social auxiliary work and desires only registration with the SACSSP, the person should apply directly to the SACSSP. In such cases, no additional qualification is awarded, but the SACSSP may consider licensing (registering) the person to practice social auxiliary work on the basis of the qualification that the person has already possesses. The decision to

6 register the person as a social auxiliary worker rests with the SACSSP and the SACSSP may require certain information and portfolio evidence that it considers necessary. WHAT CAREER OPPORTUNITIES ARE THERE FOR SOCIAL AUXILIARY WORKERS? The demand for social auxiliary workers is high and continues to grow. Many challenges face the social work profession in South Africa with the high rate of poverty, unemployment, HIV/AIDS that we experience. Many communities are under-resourced and need assistance to become empowered and develop. There are insufficient human resources to meet these challenges and social auxiliary work can play a critical role in various ways. Social auxiliary workers can work at any welfare organisation, non-profit organisation, trust, company and state department where social workers are employed. This also includes facilities such as homes for the aged and disabled, children s homes, service centres, protective workshops for the disabled, for example.
