2 An eye for details? CHECK! The cyclical youth unemployment once again experienced a slight decline; at the end of 2015 we counted 44,959 job-seekers under 25 year of age, which is 0.3% less than in 2014 and 5.5% less than two years ago. The support for youth (Jeugdwerkplan) provides a customised offer to young people four months after registration. > > Immigrants and low-skilled workers were recorded by the VDAB as respectively 59% and 62%; for people with occupational disabilities, this is 71%. > > The approach after 4 months is just as work-oriented for immigrants, low-skilled and young people with a work disability as it is for the total group. Nevertheless, it remains difficult for them to find a job when compared to the rest of the group. Intensive supervision and services for labour facilities. The outflow to work after competency-strengthening action is rising further. In December, almost 70% of the ex-trainees are at work after taking part in competency-strengthening action. This is another strong increase when compared to December One of the basic tasks of the Flemish Employment Service (VDAB) continues to be acting as mediator between jobseekers and employers. However, this is not something we do in a vacuum; we do it with a realistic view of today s job market. Therefore, we will first take a look at the world of VDAB or the labour market data from within which we fulfil our tasks. In 2015, there were 179,308 vacancies reported directly to VDAB in the Normal Economic Circuit without Temporary Assignments (not through recruitment offices). This is an increase of 12,7% when compared to the previous year. 8,7 While there were, generally speaking, 9.3 unemployed jobseekers for each vacancy at the end of 2014 (NECzU reported directly to VDAB), this decreased slightly to 8.7 at the end of This shows that the labour market has become a little tighter. VDAB fulfils the expectations of the European Youth Guarantee with the Jeugdwerkplan. In 2015, VDAB gave 51,271 young people a customised plan within four months of registration. This is 90.3% of the young people who entered the scheme as a jobseeker with the VDAB. An offer from VDAB can consist of: intensive customised supervision, work experience (internships, individual training in the workplace, Work Experience Project for Youth, custom vacancies or following a training or education qualification pathway. But > > The integration of the Jeugdwerkplan (JWP) is slightly lower among young people belonging to disadvantaged ethnic minorities (86.1%) and low skilled (87.7%). > > Young people with limited labour options still find it more difficult to find a job: the outflow to work is significantly lower than the overall target group (38.3% outflow to work after 1 year). > > The high-risk group of young people - not surprisingly - need more supervision. After activation supervision, > > 38% of the participants sufficiently resolved their barriers to being in paid work in the normal or socio-economic circuit. > > 28% achieved the minimum labour care level. > > The remaining 33% cannot be helped and require more long-term care and an adequate benefit system. : Online In 2014, we recorded 38,432,607 visits to the VDAB website. This is a monthly average of 1,298,519. Registration or a file at VDAB is not required, the only requirement is access to the internet because supervision is provided by , chat or video call. Job interview practise via video call was launched in This service is a limited offering, but it appears to be quite popular. 2 3

4 49,565 jobs filled The fill percentage has dropped this year from 81% in 2014 to 77.4% in In absolute terms, this means 49,565 vacancies were filled in 2015 compared to a total of 64,045 processed vacancies. 50% of the vacancies filled were processed within 44 days. Our offer VDAB places the widest possible number of vacancies on its website and makes them available to all jobseekers. In 2015, the cumulative total number of vacancies received was 1,062,568. This is an increase of 33.6% on an annual basis when compared to Satisfaction of employers The employers satisfaction rose from year to year. In 2015, the employers reported a further increase in satisfaction with our performance in vacancies. Most employers (86%) believe our provision of information is good to very good. We are therefore clearly above the required standard described in the Annual Business Plan. Also in the processing of their vacancies, employers are reporting that they are more satisfied than last year. Their score has risen to an average of approx. 68%. We meet the required standard for this point. If we highlight the satisfaction of SMEs concerning our processing of vacancies, we see an increase of 4% when compared to Again, we more than meet the required standard for this point. I want training From January to December 2015, the competence centres reached 63,561 jobseekers, a slight decrease when compared to last year. During 2015, 14 million training hours were provided in the centres. The social profit also reached the highest number of students in Of the 67,406 students, 12.6% (8,505) at least followed the social-profit training during their training program. 5,024 The infrastructure of our competence centres is provided free of charge to students in their final years in secondary education. We have an offer published on the websites of the Regional Technological Centres for each province. Metal, industrial automation and construction students can make use of this. In the school year , students from the TSO BSO and BUSO followed a 72-hour training course for a total of 5,024 training activities, and/or 89,853 hours for the sixth year in a row. The courses mainly concentrate on construction, manufacturing and logistics. 18,000 From January to December 2015, VDAB reached more than 18,000 people with workplace learning and supervision in the workplace (apart from training in the competence centres). That is an increase of more than 8% when compared to 2014, so the objective of the management agreement has been more than achieved. However, the distance to the goal of the Annual Business Plan 2015 is significant. Our partners 71.3% satisfaction The partners satisfaction is surveyed annually. The objective for 2015 was 63% satisfied partners. We surpassed this easily with one result of 71.3%. 1,162 Some jobseekers face obstacles when looking for employment such as MMPP-problems (medical, mental, psychological or psychiatric limitations) or social and/or psycho-social barriers. The provision of care supervision seeks to intensively address these barriers in a pathway to work. In 2015, more than 1,162 care supervisions were launched. 350 Linking and reinforcing group training for jobseekers in poverty In October 2012, the integrated work and welfare pathways were initiated within VDAB. In addition to an individual component, a group component was also provided. The objective of this group component is to exchange experiences of jobseekers in poverty and social exclusion coupled to working out a job target, job application support and paying attention to welfare problems. In 2015, 350 supervisions were initiated with an intensive group component of 180 hours. 6 7

5 Looking for workers outside Flanders Because the proximity of the different regions provides opportunities, Synerjob - acting as the Association of Public Employment Services for employment and vocational training in Belgium - set up interregional collaboration to foster co-operation. This allows tens of thousands of job vacancies to be exchanged. This has meant, in 2015, 75,817 Flemish job vacancies were received through Le Forem and 65,840 through Actiris. Wallonia Concerning inter-regional mobility work - since 2008, specialised mediators from both VDAB and Le FOREM have come together along the linguistic border. They are responsible for active mediation, job datings and job hunting. The actions of the mixed teams have seen at least 2,135 Walloons sent to work in Flanders. Brussels In 2015, 1,150 vacancies were passed to Actiris, accounting for 1,708 jobs. Before that, Actiris mobilised a total of 10,282 jobseekers in Brussels: invited, informed, screened, prepared and supervised. Europe Through the EURES network, VDAB has worked closely with public employment services from other European countries. VDAB uses this EURES network to fill structural bottleneck vacancies in Flanders with candidates from other European countries that have a labour surplus. These initiatives include jobs for engineers, IT specialists and nurses that cannot be filled in the short and medium term in Flanders with labour from Flanders and/or Brussels and Wallonia. VDAB has filled 736 jobs through these actions from May 2012 to the current date. 8 9
