2 PROJECT OVERVIEW: The Richmond Community Redevelopment Agency (RCRA) is soliciting proposals from design teams interested in providing civil engineering, traffic and landscape design services for the west Macdonald Avenue corridor location from 19 th Street to 39 th Street. The team will develop design plans with input from the RCRA, the City of Richmond (both referred to herein as City), and community organizations. The plans and construction contract documents will be prepared in sufficient detail to permit public bidding. The team shall provide design consultation services during construction to clarify the design and to assist the City to secure improvements in conformance with the contract documents and the intent of the design and to avoid construction claims to the greatest extent possible. DESCRIPTION OF SITE: An Economic Revitalization Plan for Macdonald Avenue was completed in May BMS Design Group developed this document to provide a vision and plan to promote and sustain economic development for the long-term benefit of the citizens of Richmond. This document titled Macdonald Avenue Economic Revitalization Plan is available on the Richmond Community Redevelopment Agency website at the following link: The areas of Macdonald Avenue identified as Area C, from 19 th Street to 27 th Street and Area D, from 27 th Street to 39 th Street, were addressed in this document including concepts and themes developed by the BMS Design Group. These documents are also available at the Richmond Community Redevelopment Agency offices. The project will consist of the following elements: Establish a consistent and distinctive development theme along a portion of Richmond s Macdonald Avenue between 19 th Street and 27 th Street and 27 th Street and 39 th Street. The design elements brought forward are to reflect the concepts/themes outlined in the May 2004 BMS Design Group Macdonald Avenue Economic Revitalization Plan (ERP). The plans shall draw upon the work nearing completion on the first section of eastern Macdonald from San Pablo Avenue to 39th Street, and the design work currently underway for the Garrard Boulevard to 19 th Street segment. These efforts are consistent with the design themes of the ERP that identify and describe among other things improved streetscapes, drainage, signage and lighting. The intent of these improvements to Macdonald Avenue is to encourage pedestrian and bicycle activity, and to promote transit use. Design should encourage the enhancement and integration of key urban design elements from two distinct areas that stretch from 19 th Street to 39 th Street, which Page 2 of 7

3 include mixed use development incorporating Smart Growth principals in the downtown area. Area C includes the Richmond Civic Center, in-line retail stores, the Police Activity League, and residential uses. Area D includes Nicholl Park, the DeJean Middle School, Contra Costa County Court House, auto serving facilities, and residential uses. The surrounding areas consist primarily of residential with commercial uses on Macdonald Avenue. Plans are to receive new lighting and planting, and other improvements to the street appearance and function with proposed corner bulb-outs and new street trees. Within the above described sites, the following facilities will be incorporated into the planning and design: including but not limited to, street pavement, curbs, gutters, sidewalks, undergrounding of electrical utilities including, traffic signals and wiring in streets, water supply, sanitary sewers, storm drainage, fiber optic conduits, landscaping, medians, public art, street furniture, street and pedestrian lighting, traffic and informational signage, gateway monuments, and intersection treatment. SCOPE OF WORK: The design team should be prepared to perform the following tasks as directed by the RCRA: Develop Overall Vision Design will include signature lights, specialty walk and crosswalk paving, street furniture, bus shelters, signage, walls, landscaping, and gateway monuments and directional signs. Review existing and proposed plans for new development in the area. Develop a public art theme and approach. Identify maintenance and funding issues and develop a theme that is in alignment with the issues. Identify key community groups, businesses, agencies, and other users to involve in the design process. Develop a communications mechanism or approach to obtain input at key points throughout all phases of the project. Develop a schedule for meetings. Include six public workshop sessions. COORDINATION & MANAGEMENT: The Principal shall manage the services composed of the design team, and coordinate with each of the team subcontractors and management of the Construction, the City, other stakeholders, utilities, and permitting agencies. Regular meetings of the design team should be held to control the schedule and budget. Periodic meetings should be held with the RCRA and the City to keep staff advised of progress and to obtain input as to the concepts and designs being proposed. Page 3 of 7

4 Data Collection: Review and evaluate existing drawings, plans and studies for existing and proposed projects. Data to be collected includes but is not limited to, existing Surveys, City s Specific Plan, City s Orthophoto and Aerial Maps, City s GIS Data System, Right of Way Data, existing Soil Reports, utility data from City and Utilities, and existing Traffic Studies to include projected pedestrian, bicycle, and auto usage. FIELD INVESTIGATIONS: Field investigation to include, but is not limited to, Site Investigations, Utility verifications, Soils Investigations, Pavement and Sidewalk Condition Survey, Drainage System Inspection, Landscape Condition Survey, and evaluation of sites for Public Art and Gateway Monuments. Preliminary analysis of Data & Design Criteria The team will perform preliminary analysis of data & design criteria of: City streets, sidewalks, median, landscape configuration, pavement design (rehabilitation/replacement/overlay) drainage and grading. Utilities Evaluate existing conditions and capacities, determine future demands, and evaluate improvements required. Traffic Analysis Evaluate traffic/parking circulation & flow requirements and establish traffic/parking and flow design criteria. Landscape/Hardscape Public Art Potential Gateway Monuments Street Furniture Intersection Treatments Signage Street Lights Street Traffic Signage Street Irrigation Systems Medians/Bulb-outs Turn Pockets Bus Turn-Outs City Street Trees Guidelines Richmond Street Design Guidelines Page 4 of 7

5 PREPARE DEVELOPMENT CONCEPTS: The following specific tasks shall be performed for the project as appropriate. TASK NO. 1 AERIAL SURVEY Review City s overall GIS System Survey and/or Aerial Photos; evaluate to what extent the product can be used. Perform horizontal and vertical control survey. Produce aerial topography 1 =20 scale. TASK NO. 2 PERFORM SUPPLEMENTAL SURVEY WORK Perform supplemental ground survey to gain more specific information for utilities tie-ins and key locations which are not obtainable from the original aerial survey. Locate and size existing street trees. Perform office-related work in conjunction with the supplemental survey effort. TASK NO. 3 EXISTING UTILITIES Task 3A Data and Maps Obtain any additional maps and existing utilities information. Task 3B - Location of Underground Utilities Pinpoint the location of all underground utilities, such as sewer, water, electrical, fiber optic and cable in the area. Task 3C Evaluation of Drainage System Perform site hydrology and hydraulic calculations for the existing storm drain system. Identify any elements of the existing drainage system to and through the site requiring upgrade. Calculate drainage system for the new improvements. Task 3D Evaluation of Sanitary Sewer Evaluate the existing sanitary sewer to determine if it is adequate. Perform calculations for the inclusion of the new improvements. Calculate sanitary sewer system improvements. Page 5 of 7

6 TASK NO. 4 TRAFFIC STUDIES Review existing traffic studies accomplished in the area, including those for recently built and all planned developments. TASK NO. 5 GEOTECHNICAL COORDINATION Review all geotechnical reports prepared in or adjacent to the proposed streets. Prepare geotechnical report to include pavement evaluation and to obtain parameters pertinent for the site civil design. Obtain from geotechnical engineer the recommendations regarding the varying use of pavement designs. Finalize pavement sections and delineate on the typical sections. PREPARE CONSTRUCTION DOCUMENTS Prepare preliminary design documents. Prepare final construction documents including specifications and bid documents. Assist City/RCRA as needed in evaluating bids. TIMEFRAME: The projected time to complete the project and submit construction documents is six (6) months. The Qualified Team must exhibit a wide range of capabilities and should have the following background: Experience solving design problems associated with construction of streets in urban areas. Experienced with formation of underground utility districts. Familiar with underground utility requirements for fiber optic communication systems. Experience designing streetscapes which combine industrial, recreational and residential uses. Familiarity with ADA street and design guidelines. Experience working on projects similar in scope to the City of Richmond. Experience with providing services for private developers in areas similar to Macdonald Ave. Experience with working on projects which require regular interface between the private and public sectors. Experienced with signage guidelines and specifications. Page 6 of 7

7 Pre-proposal Conference: A mandatory pre-proposal conference will be held at 10:00 AM on Wednesday, July 18, 2007 in the City Council Chambers located at 1401 Marina Way South, Richmond. Proposal submission guidelines: The proposal must include a cover letter, a description of each firm on the design team, the team s capabilities, a discussion of the firm s experience relative to the project s requirements, Good Faith Documentation, ability to meet City of Richmond Local Business and Local Resident Hire requirements, and resumes of professionals in each firm who will be responsible for completing project work. Six copies of the completed proposal, Contract Compliance package (see RMC Chapters 2.50,2.56,2.60 under Contract Compliance Documents on the City of Richmond s home page: and copies of required licenses must be submitted to the Richmond Community Redevelopment Agency at 1401 Marina Way South, Richmond, CA by 5:00 PM on Friday, August 3, A selection panel will interview all qualified teams and the top ranked team will be recommended to the Richmond Redevelopment Agency Board for selection. The Richmond Community Redevelopment Agency encourages the participation of minority, women owned, and local firms in all of its contracts. Schedule of RFP Process: 1. Release of Revised RFP Friday, June 29, Mandatory Pre-Proposal Meeting Wednesday, July 18, 2007 (Only if you missed June 27 meeting) 3. Proposals Due Friday, August 3, Notification of Finalists Friday, August 17, Consultant Interviews Monday August 27, Consultant Selection Tuesday, September 25, 2007 Local Business and Local Resident Hire Requirements: As part of the RFP process, the selected team will be required to comply with the City of Richmond s Business Opportunity and Local Employment Requirements as set forth in Chapter 2.50 and Chapter 2.56 of the Richmond Municipal Code. The Selected developer will be required to execute a First Source Agreement with City. The City s Living Wage Requirements went into effect July 1, All entities contracting with the City of Richmond are required to pay their employees a living wage. Please contact the City Attorney s office for further information regarding the above requirements. The selection panel may disqualify any proposal that does not satisfy the RFP requirements.
