1 of 8 6/05/2015 2:30 PM News News Pedestrian anger at plan to allow cyclists to ride on footpaths Share by: TREVOR PADDENBURG From: PerthNow May 06, :57AM Share this story Facebook Twitter LinkedIn Google Pedestrians have reacted angrily to WA Government plans to allow adult cyclists to use footpaths Source: News Corp Australia WA Government plan for cyslists to ride on footpath (http://wwwperthnowcomau/news/western-australia/new-laws-will-allow-cyclists-to-legallyride-on-footpaths-in-wa/story-fnhocxo ) PEDESTRIANS have reacted angrily to a WA Government plan to allow cyclists to use footpaths instead of riding on roads And the Government itself has backed off the issue and insisted the proposal is still under discussion That s despite a statement from the Transport Department issued to The Sunday Times and PerthNow this week that said the WA Government is in the process of taking steps to change the Road Traffic Code to allow cyclists of any age to use footpaths (http://wwwperthnowcomau /news/western-australia/new-laws-will-allow-cyclists-to-legally-ride-on-footpaths-in-wa/story-fnhocxo ) Under current WA legislation, only children under 12 can legally ride bikes on footpaths But groups including the Bicycle Transportation Alliance, Main Roads Cycling and Pedestrian Advisory Group and Bicycling WA have called for removing the age limit to be explored A report by Perth s biggest council, the City of Stirling, also recommends urging the WA Government to change footpath laws and allow cyclists to use them Under the proposal, all cyclists would be allowed to use footpaths to avoid dangerous stretches of road, possibly with a speed limit to ensure pedestrian safety is not jeopardised Similar laws are in place in other states including the Northern Territory, where cyclists are asked to abide by a 20km/h speed limit But pedestrians say it would be solving one problem and creating another Fremantle resident Jim Gianfrancesco said he and his 83-year-old mother had nearly been run over by cyclists illegally using footpaths, and he feared it would become common if riding on paths was legalised What a horror Taking the problem off our roads and creating a mammoth problem for pedestrians, he said If this proposal was ever permitted, we would need legislation like the Traffic Act for cyclists, and penalties to match With so many seniors, travellers and visitors using footpaths, who will be sued when they get bowled over?

2 of 8 6/05/2015 2:30 PM The story has sparked hundreds of online comments on PerthNow and social media, including from one angry pedestrian who said: Problem solved pedestrians will have to walk on the road with the cars and the cyclists can have the paths to themselves All pedestrians will be issued with helmets, body armour and will kits Main Roads will be responsible for hosing the remains of pedestrians off the roads if and when they are mown down by a car Greens cycling spokeswoman Lyn MacLaren said there was some merit in saying teenage and adult bike riders should not be fined just because they are riding on a footpath, because in some cases they are making the most sensible decision for their own or their child s safety But better bike paths and safe passing distance laws for motorists were a better solution Police Minister Liza Harvey said the Transport Department was in charge of footpaths but her office would decide if cyclists could legally ride on them, and so far no decision had been made while the Government explored the idea Police Minister Liza Harvey said the Transport Department was in charge of footpaths but her office would decide if cyclists could legally ride on them Source: News Corp Australia Comments (#social-comments) facebook twitter linkedin google + reddit 60 comments Sign in 116 people listening + Follow Share To comment or reply, please login or create an account Newest Oldest Top Comments Stephen Wishes bike riders would make up their minds though,,,,,a lot jump from road to path and back again 8 minutes ago Swinging 20 minutes ago may i suggest that some pedestrians need to work with cyclists? as a regular cyclist on SHARED PATHS I use my bell to warn walkers of my passing, I have noticed an increasing trend of walkers refusing to budge from the middle of the path As with some perth motorists, they appear to become territorial while walking

3 of 8 6/05/2015 2:30 PM as well Lets all just be safe aye and work together!!! 2 Pantera 8 minutes I won't be moving for you You can go around Just like when you lot ride four abreast on the road, and refuse to use the taxpayer funded cycleway that exists ten meters to the left! Cyclists really need to get over themselves Why don't we just allow cars on footpaths next? Jesaulenko 24 minutes ago I was riding my bike on every foot path I could find 10 years ago, no problems, you all are just selfish, period If a bike rider has a defense saying he or she doesn't feel safe riding on the roads, I would respect that, get over yourselves 1 Mae 27 minutes ago I am a senior I no longer ride to the local shops which I used to enjoy Having to move to the centre of the road, signalling to turn right became a nightmare, hearing any traffic behind was not going to slow down, and that is in a country town I could understand if it was a busy highway I now walk to the shops for exercise, but the older kids on bikes on footpaths are a worry, they come hurtling towards you at top speed I'm not sure of the rule, but I generally move to the inside Schools and parents need to educate their kids about respect I can see both sides of the debate, but I do think with the 80's push to get everyone moving and exercising more, that better cyclist options should have been incorporated into planning Clinton 4 minutes Well said Mae I'm sorry you've had to give up cycling to the shops Cycling really is a pleasurable way to get around I can see both sides of the debate too Those that choose to be reckless will always be among us, whether on foot, by pedal, or in motor vehicles In my view, the more people using paths and rods for walking and cycling the better The greater the number of sensible people out there using their bikes, the greater the pressure is on those who behave badly to smarten up 54 minutes ago If cyclists are going to removed onto foot paths then the Govt should really ban dogs on paths Its seems people walking their dogs are incapable of stopping the dogs wandering across the path of joggers and bike riders Saint and children 31 minutes ago I also abhor this use of 'cyclist' for everyone who rides a bicycle Being on a bike does NOT make you a cyclist 56 minutes ago 1 Saint no, it makes one a bicyclist 31 minutes ago Scratching my head over this one 21 Be carefull you may go bold, and have to wair a helmet 4 minutes ago This is Peter Pedestrian complaining? That's nothing, wait till the walking dog start complaining while doing a number two or one for that matter (Barking) 58 minutes ago

4 of 8 6/05/2015 2:30 PM I have heard that in Belgium that every new road which is built has a cycle path - a proper cycle path running along the road with a verge between road and bike path Not just some green line waved about and by the way, ever had a look at some of those green cycle paths???? One near farmer Freeway hav dried up concrete strewn all over it No wonder cyclist ride on the road 1 53 minutes This is Australia, they rather sell the extra land to a building site for $$$$ greedyinstead of a bike pathi reckon the walkpath at st George terrc could be a bit smaller and get a bike path made 1 Steve As a cyclist, pedestrian and passenger in cars I must say I agree with allowing cyclists on footpaths I do it all the time: its much safer But I agree a speed limit should be enforced to catch the idiots who fly down the path ways! Saint what do you suggest? Speed cameras taking photos of bicycles that don't have number plates? 58 minutes ago 1 55 minutes actual police stopping people, like they did in Perth CBD last week for riding on the pavementoh wait, when they change the rules will those guys get their fines yes, and a cyclist rego to help pay for the extra police but they won't want to pay of course 28 minutes ago Peter Anyone who suggests bikes on footpath has never been on a footpath Or more money than brains or an overpaid consultant with no idea Visit west coast hwy Trigg in autumn - bikes have no care or intellegence and pedestrians such as adults, children, seniors and dogs are constantly being injured Ridiculous situation Holland is often referred to as a great model for Perth Perth CBD maybe, but any where else outside CBD is ridiculous to say the yet the example you provide is also not a footpath - it is a shared path, designed (allegedly) for bikes, pedestrians, joggers etc there are a large quantity of these already in perth, this law would impact a few suburban areas and the CBD only Bikes are not the problem Cyclists are not the problem, pedestrians are not the problem, kids and dogs are not the problem People are the problem, some use those paths inappropriately, all users Nick Correct, cycle paths can't be built everywhere, the solution lies with the motorist It can't be disputed just how poor the attitude is on the roads, it's actually quite spiteful It's up to the government and motoring organisations to change that attitude and leave the pedestrians in some sort of safety And I say this as a keen cyclist 1 Stephen 4 minutes solution also resides with the cyclist You should not be allowed to take up one whole lane of traffic if you cannot do the speed limit Ride in single file Perth Hierarchy of commuters 1/Motorists 2/Walkers 3/Joggers

5 of 8 6/05/2015 2:30 PM 4/Kids 5/Dogs 6/Anyone else/thing that wants to get from A ->B 7/Cyclists As it should be 11 minutes ago Trevor To suggest that the government build an endless amount of cycle ways is ridiculous Cyclist certainly do not belong on the footpath either I got hit by a cyclist from behind while walking my dogs a few weeks back and the ahole just rode off and stared as if I shouldn't be on the foot path!! Everyday I see cyclist taking no notice of road laws They apply to you too you know! I quite often have my 25 yr old walking with me and being the age she is she's obviously all over the place Why should we have to look out for cyclist on a FOOT PATH! I know a lot of cyclist are respectful but there is an awful lot who are not!! maybe if some of these cyclist who were less respectful changed their attitude a bit others would too After all, car drivers are paying a road tax for the right to drive their cars on the road Maybe cyclist should pay some sort of rego to with TP insurance incase they hit a pedestrian are you one of those arrogant pedestrians that let your dogs wander from one side to the other? 1 Peter What overpaid consultant suggested this To suggest combining bikes and pedestrians is which footpath was it? an actual footpath, or a shared path PS road tax does not exist pps, I have If you want to let your 25 year old run about aimlessly, let her run about on the grass in the park If you are out there with a CHILD your primary concern is to put her safety firstnot have arguments with people What sort of attitude are you teaching her??? Most pedestrians don't know [a] how to Keep Left on a foot path [b] the difference between a FOOT path and a BIKE path Just stay left on the foot path Trev Steven Cyclists should have insurance if they want to use footpaths 1 Saint and pedestrians will need life Serious cyclists do They should at least have 3rd party insurance $109 per bike per year sounds about right

6 of 8 6/05/2015 Sure, that will go wel for people who cant afford any other form of transport 49 minutes I already do thanks, in fact it is quite likely you do to, if you have contents insurance on your house Doubt if it is public liability 31 yep, 3rd party and property damage 27 minutes ago So pedestrians don't want cyclist in the paths and motorists don't want them on the road! so will some genius tell us were they should go? looks like up the creek 48 minutes ago Nick Totally amazing, this really is the land of the stupid I'm a regular cyclist and I totally disagree with this I've been driving and cycling for nearly 40 years, and I'm also a pedestrian Perth is very special, there's very little in respect, courtesy, manners and especially common sense It's nothing to do with driving or cycling skills, it's all about attitude and Perth has plenty of it Almost everyone wants to do everyone else over, it's incredibly selfish and it's just normal everyday life here There's so many chips on shoulders we don't really need McDonalds The Government should have been showing 5 and 10 second adds on the TV for years now demonstrating basic normal human attributes on the roads and shared paths The RAC are as much to blame It's all about the individual and the fraction of respectful people just get trodden on If it goes ahead it will create a war on the footpaths, dog owners will react badly, the elderly and young will be very vulnerable and it will probably stop some venturing out Many cyclists are not aware it could easily be them walking and speed by without any warning, any bike without a bell should be confiscated And have walkers got attitude? Yes many have, especially when a cyclist nearly takes them out And then there's the earbud brigade on the pavements AND in cars, they're unaware of everything Adult cyclists on the pavement will be a foolish move and only a fool could possibly think it's a good idea 3 And then you have vehicles leaving and entering their driveways and crossing the footpath 39 minutes ago Clinton 27 minutes I agree with many of your sentiments - bad behaviour is displayed by cyclists, motorists and pedestrians frequently; public education campaigns about expected behaviour are inexplicably absent and more should be done I do not agree about your views on the use of footpaths for cycling What a lot of people fail to appreciate is that there are already many many "footpaths" that are already designated for shared use I'm not talking about the redish brown pigmented shared use paths that comes to mind when thinking about shared paths, but the concrete slabbed paths that were once for pedestrians only In my local area in Canning, I can think of at least 10 long paths that, to the unaware, appear to be footpaths but are designated for dual use The only indication of this is a symbol of a bicycle painted directly on the paths at junctions I cycle and walk on these almost every day and have done for years without incident During peak hour I often choose to use them in preference to the road I moderate my speed and slow down for pedestrians and there is no problem Pedestrians often fail to keep left, and unles they seem drugged up or crazy, I often politely remind them that they should and make them aware of why, give them a smile, wish them a pleasant walk, and continue on my way I have not seen an accident on any of these "footpaths" and have been using them this way for years I suspect most paths in most places will be equally as safe if cyclists are able to use them Serious rodies, or most anyone else who likes to ride fast, will not use footpaths even when they are allowed to Why would adult cyclists be any more dangerous on the paths than an 11 year old boy on a bmx? Sure, you'll get the odd idiot, as you do with motorists and pedestrians I have a young son and a mother in her 60s I would like both of them to be able to cycle to the park or the local shops in safety and enjoy the ride I would not let my son ride on busy roads and would advise my mother against it Cycling is a joy (which is why most people fondly recall learning to ride their first bike - even the pessimists here that swarm here to voice their daily dose of outrage)

7 of 8 6/05/2015 2:30 PM More generally the roads, paths, cycleways in our city are public goods They belong to all of us Let's learn how to share them Could people just take a breath People who ride fast will not want to ride on foot paths Rather it will be the people who are fearful of riding on the road who are probably over cautious anyway or those riding with Children Having a 9 year old who doesn't exactly ride well yet, legally I cant ride with him on the path although I do (don't tell anyone) I am supposed to ride on the road with him on the opposite side of the road and a further 5 metres away on the path 1 Clinton 20 minutes Well said Some common sense thinking I too will continue to use footpaths when riding with young children and would advise others to do the same Also, many older people who cannot deal with the fast pace and concentration required of riding in heavy traffic should still be able to enjoy a ride around their area and to the shop without having to use busy roads The safety hazard to pedestrians is mostly imagined Sunny This is the Nanny-goat state, although mostly flat is does suit Hillbillies Stay upright Melanie I understand there may be a need on busy roads however not in the quiet residential streets Only a few weeks ago I was walking with my baby and 2 yr old in double stroller and my 4 yr old was holding the dog lead and two cyclists expected us to move almost into the road to allow them to cross paths with us This was on our own street and not a car in sight, they could have ridden on the road around us However they did have the courtesy to say thankyou share the path and there isn't a problem Sounds like you have that ownership thing going I understand what you are thinking but road bike cyclists cannot ride on grass or lawn their wheels are too skinny Also their shoes are clipped into the pedals so they cannot quickly unclip them They need to be on a smooth surface Road is good for that Any cyclist worth his/her salt is more than capable of riding on the road You have a baby, a two year old and 4yr old, a double stroller and a dog!!! Move over honey, what is wrong with YOU moving over I bet your dog is on one of those extendalines too Your primary concern to get your kids to And have you seen the width of some of these so called footpaths wide enough for one way traffic only 36 minutes ago Hannibal Drivers are angry with cyclists and pedestrians are angry with cyclists, cyclists are angry with everybody 2 hours ago the Dean Martin song ''everybody's angry with somebody sometimes'' 2 Andrew 2 hours ago Lets face it, this is just another case of a greedy govt not wanting to spend a cent building/ creating paths that only bikes can use No this govt would rather take the cheap and easy way out and let cyclists use footpaths creating a whole new range of issues for pedestrians and cyclists alike Any govt that gave a crap about pedestrians and cyclists would create more bike paths for cyclists to use so everyone is happy and its a win win result, but not this govt 4 Lisa 8 minutes Yes maybe some of that is true Andrew, but building infrastructure takes a load of money and time and is not going to happen overnight Majority of footpaths fall within the realm of local government and they are not a bottomless pit of money and of course, rate payers always cry when there is a rates increase to cover the cost of infrastructure and other services and as we all know, costs to build are always increasing, not decreasing Ultimately it gets down to the all too common message for ALL users of pathways and roads SHARE the space it isn't a hard concept to understand and sure there all sorts who are considerate or not and that also applies to pedestrians not just cyclists Unfortunately it is the minority that do the wrong thing that attract the most attention I think we are all adult enough that we can share a footpath, particularly if a cyclist feels too unsafe to ride on a road and the only option is a footpath

8 of 8 6/05/2015 2:30 PM Really by allowing over 12yr old people to ride on a footpath you are then catering for the 13, 14, 15 plus to also ride on the footpath So its not all about adults here People just don't seem to see the bigger picture cycling/walking and being able to use all pathways with no age restriction you are not only possibly increasing the use of cycling as a means of travel, but you are making it safer and reducing overall traffic congestion which everyone moans about This is what it is all about Unfortunately, in reading so many of the comments on here, nothing new is said, its just all whinge and the 'them and us' mentality for bikes v peds and vehicles v bikes Top Stories Barnett: More help and 50c GST share UPDATE: Premier Colin Barnett hopes there ll be more emergency Commonwealth funding next year and a 50 cent in the dollar GST share floor to prop up the state s ailing finances Uber driver faces illegal taxi charges PERTH Uber driver Sukhwinder Singh has appeared in court on illegal taxi charges Visit our homepage for all today's news
