2 SCOTTISHATHLETICS Team Scotland - Glasgow 2014 Commonwealth Games Athlete - Sport Selection Policy and Standards Introduction 1 This selection policy and standards has been agreed by scottishathletics, Scottish Disability Sport and Commonwealth Games Scotland (CGS). It provides detail on the process by which scottishathletics will arrive at athlete nominations, which will be submitted to CGS for consideration, for final selection to Team Scotland for Glasgow Achievement, by an athlete, of individual selection standards, detailed in this document, is therefore the first step by which nomination can be considered. The final decision in selection to the 2014 Games lies with CGS. 2 scottishathletics will nominate only those athletes who have qualified under both the scottishathletics selection standards stated below, and the CGS General Selection Policy (available on the CGS website) which should be read in conjunction with these standards. 3 Entry numbers per event are in accordance with Commonwealth Games Federation (CGF) agreed numbers and should more athletes achieve the standards then scottishathletics will prioritise in accordance with their Selection Standards. Team Scotland General Selection Policy aim: 4 Scotland selects a team that performs with distinction in 2014, achieving our highest ever number of medals and maximising the opportunity of a home Games. 5 This athletics policy is consistent with the aim cited in clause 4 above. Selection Process 6 Nominations will be made by the scottishathletics selection panel comprising: - President scottishathletics (Chair of Selectors - casting vote) - Director of Coaching (voting member) - Convenor Track and Field Commission (voting member)

3 That panel will be advised by: - scottishathletics Statistician (non-voting) - 1 x National Coach (non-voting) - CGS Technical Manager (monitoring role, non-voting) - Representative from Disability Sport (if para-sport athlete(s) nominated, nonvoting) - Commission Members invited by Convenor (non-voting) - Performance staff invited by Director of Coaching (non-voting) Athlete Eligibility 7 The eligibility criteria of the Commonwealth Games Federation (CGF) Article 24 must be met by all nominees. See Appendix 1. 8 Where prospective team members do not automatically comply with the above, in terms of birth or parents birth, they will only be nominated for final selection if they receive prior approval from the Commonwealth Games Federation (CGF) under their guidelines. Games Athletics Competition Format 9 The athletics competition comprises events listed and detailed at section The maximum number of athletes selected by any country for each event will be three. When more than three athletes attain the relevant selection standard in an event then head to head results, championship performances, and future potential will be closely considered in determining which athlete is nominated for selection. Sport Specific Selection Standards 11 Below are the key selection details: i. the primary consideration in nominating any athlete for selection to the 2014 Commonwealth Games Team will be their outdoor performance(s) in the 2014 qualifying period from 01 April 2013 to 08 June 2014 with the exception of the marathon. ii. in order to meet the CGS Glasgow 2014 General Selection Policy, Selection Guidelines for Athletes, Category 1, Individual Events athletes (including relay squads see section 12) must achieve the qualification standard on a minimum of TWO occasions in officially sanctioned events (certified by IPC/IAAF, its Area Associations or by UKA) between 01 April 2013 and 08 June iii. for the Marathon, Multi-Events, 10,000m and Relays a single qualifying standard must be achieved during the relevant qualifying period. iv. the marathon qualifying period will run between 01 January 2013 and 48 hours after the 2014 London Marathon on courses complying with IAAF standards.

4 v. indoor performances will be considered for all field events and for races of 400m and longer, however only one indoor qualifying performance will count. vi. where an athlete has achieved two qualifying standards for that event, a maximum of two entries per event may be nominated by scottishathletics to CGS for selection, prior to the final selection date and during the selection window. These nominations will be passed to CGS on 15 September 2013 and 30 April vii. scottishathletics selectors will hold their final nominations meeting for the Commonwealth Games Team on the evening of 08 June Nominations will then be forwarded by scottishathletics on 10 June 2014 to CGS which has the responsibility to select the team. viii. all performances considered for selection purposes must be from events complying with the detail in Appendix A relay team will be nominated when EITHER: - the qualification standard for the relay event given in section 14 below is achieved, or - all athletes meet the requirements of 11(ii), or - three athletes meet the requirements of 11(ii), further athletes may be added to complete a team on the following basis: 13 Para Sport Events - the team can achieve the qualification standard for the relay based on validated objective evidence including the additional athletes ability as relay runners, and form over the selection period relative to their position within the team running order, including if they have met the selection standard (section 14) once. The following events will be contested by Para Sport Athletes (Elite Athletes with a Disability) in Glasgow: Men 100m T37 Men 1500 T54 Men Discus F42/44 Women 100m T12 Women 1500 T54 Women Long Jump F37/38 Para Sport athletes must have a permanent IPC classification. Athletes will be nominated for selection by achieving the qualifying standard within the qualifying period. Due to the limited competition opportunities an athlete nominated would be expected to demonstrate genuinely competitive form and fitness by meeting one or more of the following criteria:

5 Ambulant and Visually Impaired athletes must achieve the qualifying standard on two occasions within the qualifying period at an IPC approved or sanctioned competition. 6 16 Final selection to the Games team is dependent on receipt of relevant information required by CGS such as completion and signing of the CGF Eligibility Form and CGS Team Member Agreement. De-selection 17 Form and fitness issues & injury management: where injury issues are identified at or after selection, a fitness test may be used to determine that the athlete is capable of performing to the level that they were selected for the Games. This will be specific to each sport and the athlete s condition and may include input from CGS medical staff. Any selection or de-selection decision, following such a test, will be final. 18 Antidoping: athletes suspended by their Governing Body as a result of ongoing or concluded anti-doping violation allegations, will not be considered for selection, and if previously selected, will be deselected from Team Scotland. Appeal Process 19 An appeal against non-nomination to CGS by scottishathletics is entirely a matter for the athlete and scottishathletics. This should be held in accordance with scottishathletics own appeal procedures, but taking into consideration only the specific selections standards and conditions. 20 scottishathletics will telephone and write to all nominated athletes after the scottishathletics selection committee meeting. The Director of Coaching will contact by telephone, in confidence, those athletes whom they consider were very close to nomination but not successful. Athletes who have not been nominated by the scottishathletics selection committee may appeal against their non-nomination. This must be a written appeal (letter or ) and be submitted to and received by the Chief Executive Officer at the scottishathletics office by 10am on Tuesday 10 June The Appeals Panel will be made up of three representatives from scottishathletics who were not involved in the initial selection process CEO; Strategic Board member and a member of scottishathletics with no conflict of interest. This panel will sit on the afternoon of Tuesday 10 June 2014 to consider any appeals. Should the scottishathletics Appeals Panel uphold any athlete appeal(s) they will add the athlete(s) to the scottishathletics nominations to CGS, which will be forwarded to CGS on the 10 June Appeals against non-nomination by the Panel will be permitted where an athlete can provide evidence that procedures had not been followed or the Panel reached a decision on the basis of an error of fact. 23 scottishathletics will also have the opportunity to appeal to the CGS if athletes that have been nominated by scottishathletics are not selected. All CGS appeal decisions will be made ahead of final announcement of the team. Individuals do not have the right to appeal directly to CGS.

7 24 An appeal against CGS non-selection on behalf of an athlete may only be submitted by scottishathletics and not by any individual athlete. If an appeal is submitted to CGS by scottishathletics, the CGS Appeal Panel will consider the case along with any additional information provided. The Appeal will be heard and concluded on the 11 June 2014.

8 ARTICLE 24 Eligibility Appendix 1 1. Subject to Article 24(2), as a condition of entry to compete in the Commonwealth Games, all athletes must be citizens or subjects of the Commonwealth Country that enters them and must: (a) (b) not be currently under disqualification or suspension by the Federation, or their respective Affiliated Commonwealth Games Association (CGA) or International Federation (IF) or under the World Anti Doping Code; comply with all applicable rules and regulations of the Federation, their respective IFs and the World Anti Doping Code as may be modified and applied by the Federation to ensure that the overriding principles of the Commonwealth Games are observed. 2. Subject to Article 24(3), where an athlete was born in a Commonwealth Country that has common citizenship/passport with other Commonwealth Countries, the athlete may initially represent either the athlete's Commonwealth Country of birth; or the Commonwealth Country of birth of his or her father or mother that shares the same citizenship/passport. 3. After having represented one Commonwealth Country at the Commonwealth Games, an athlete may not represent another Commonwealth Country unless he or she receives the approval of the Federation, the relevant IF and the affiliated CGAs of the two Commonwealth Countries concerned. Applications under this article must be submitted to the Executive Board at least 12 months prior to the commencement of the Games. 4. It is the responsibility of all affiliated CGAs to ensure that their athletes are fully aware of and comply with the eligibility rules of the Federation. 5. The Executive Board will have the power to waive the provisions of Articles 24 (1-3) in its discretion. In relation this clause, the CGF Executive Board at its meeting in August 2004 gave the following guidelines: If an athlete has previously represented a country at a Commonwealth Games they may continue to represent that country at future Games. Athletes wishing to compete for a country on the basis of residency must show they have resided in that country for five years immediately prior to those Games. Further guidelines were given in August 2005 as follows: Athlete Eligibility - Athlete Dispensation Criteria The General Assembly noted the Executive Board s decision that in accordance with Article 25 (5) dispensations would be granted to athletes where common passports exist in that an athlete may represent the new country subject to having fulfilled all the requirements of the relevant International Federation.

9 Appendix 2 Suitable competitions for Performances to be considered: In accordance with paragraph 11, performances will only be accepted if they are achieved within an official competition organised as follows: - Field events must have at least three qualified officials present and the Referee must be level 3 (or equivalent) - A fully approved automatic timing device must be used in all track events up to and including 400m - Hand timed performances in 100m, 200m, 400, 100m hurdles, 110m hurdles and 400m hurdles will not be accepted. - In endurance events of 800m and longer, where automatic timing is not used, the performance must have been timed by three timekeepers each of whom should be Level 3 (or equivalent) - Wind assisted performances will not be accepted. (see IAAF rules d, b and ). - In the throwing events no performance will be considered if it is achieved in a mixed age group competition where lighter weight implements are in the same pool - Performances in mixed events between male and female participants, held completely in a stadium, may be accepted under specific circumstances (see IAAF rule 147). - Where an athlete attains the nomination criteria in one event, they may still be nominated for a second event, but would be expected to prioritise their primary event. - The onus of providing evidence of the achievement of a performance rests with the athlete/coach.
