1 NATIONAL YOUTH COUNCIL OF JAMAICA (NYCJ) OVERVIEW The National Youth Council of Jamaica is the umbrella organisation for youth clubs across Jamaica, which seeks to foster youth participation at the community level, and advocate for youth participation in all levels of governance through providing assistance in the formulation, implementation and evaluation of government policy regarding youth. MEMBERSHIP Membership is open to any youth organization provided that:- (a) It is non-partisan; (b) It is voluntary; (c) It has a minimum of fifteen members exclusive of the Executive; (d) Seventy-five percent of its members are between the ages of 15 and 29 (e) It has an elected executive; (f) It has a set of rules and regulations consistent with the Council s constitution, and (g) The main focus of the organization is promotion of youth interest and development. Please note that by the term Youth Club or Youth Organization, we refer to the following groups: non-political community youth clubs, sports clubs, faith-based organizations, uniformed youth organizations, special interest youth groups, or civic youth groups. STRUCTURE OF THE NYCJ

2 RESPONSIBILITIES OF EXECUTIVE MEMBERS CHAIRMAN The Chairman shall, among other things: NATIONAL EXECUTIVE be the chief executive officer of the NYCJ; preside over all meetings of the National Assembly, the National Council and the Executive Committee; be responsible for the general supervision and administration of the National Council and the Executive Committee; ensure that the mandates directed by the National Assembly/National Council shall be duly carried out; be a co-signatory to cheques of the NYCJ; approve all press releases before they are issued in the name of the NYCJ; execute contracts on behalf of the NYCJ once the contract has been approved by the executive committee; be an ex-officio member of all standing, special, ad-hoc, advisory committees; Have the authority to speak on behalf of the NYCJ, and the National Council, this Constitution and its By-laws. DEPUTY CHAIRMEN The 1 st Deputy Chairman shall, among other things Chair the National Assembly, the NYCJ and the Executive Committee in the absence of the Chairman; Act as Chief Executive Officer of the NYCJ in the absence of the Chairman; Chair the Disciplinary Committee of the NYCJ; Coordinate the NYCJ Sports Programme; Be in charge of training, advocacy and development, and the National Council, this Constitution and its By-laws. The 2 nd Deputy Chairman shall, among other things: Coordinate a national youth volunteer programme; Conceptualize, organize and implement at least 2 national programmes annually; Sit on the Finance Committee of the NYCJ; Chair the NYCJ and Executive Committee in the absence of the Chairman and the 1 st Deputy Chairman, and Perform any other functions that are assigned to him/her from time to time by the National Council, this Constitution and its By-laws. GENERAL SECRETARY The General Secretary shall, among other things: Be the administrative head of the NYCJ; Coordinate and manage the secretariat; Be responsible for recording and making notes of such minutes, resolutions and motions as are passed at National Assembly, NYCJ and Executive Committee meetings; Compile and publish reports of the NYCJ every three months; Ensure the proper and timely maintenance of files including but not limited to the national register of youth organizations, minutes and reports of the events, such that they may be made available to any member of the NYCJ upon reasonable request; Coordinate training for secretaries in collaboration with the 1 st Deputy Chairman;

3 Be a co signatory to cheques of the NYCJ; See to the dissemination of information to the NYCJ, the Executive Committee, the Parish Youth Council Executive and members, and See to the compilation and update of the NYCJ s directory which shall encompass the names and contact info of the officers of the NYCJ, the parish council executive and the executives of all member organizations. FINANCIAL CONTROLLER The Financial Controller shall, among other things: Be the chairperson of the finance committee of the NYCJ; Present a financial plan including a two year budget of the NYCJ to the national council for approval; Ensure that accounting practices and procedures of the NYCJ are in accordance with standard best practices; Sign all cheques of the NYCJ; Receive all monies on behalf of the NYCJ; Authorize the disbursement of all monies as approved by the NYCJ; Keep an accurate account of all receipts and expenditures of monies made on behalf of the NYCJ; Deposit in the name of the NYCJ all monies belonging to the NYCJ with the bankers of the council within two working days of receipt of the same; Present an up to date report on the finances of the NYCJ to the executive committee, the national council and the Parish Youth Councils Annual General Meetings; Submit to the General Secretary the audited accounts of the NYCJ one month before the National Assembly; Present the audited accounts of the NYCJ to the National Assembly, Ensure that proper bookkeeping and recording processes are adhered to by the Parish Youth Councils Publish and distribute quarterly reports to the Parish Youth Councils and, Perform any other functions that are assigned to him/her from time to time by the National Council, this Constitution and its By-laws. PUBLIC RELATIONS OFFICER The Public Relations Officer shall, among other things: Coordinate the cultural and entertainment activities of the NYCJ; Promote the activities of the NYCJ; Develop, implement, maintain national communication strategies for the NYCJ; Be the primary contact between media and the NYCJ; Disseminate accurate and relevant information to member organizations, private and governmental agencies; Coordinate a national media campaign; Coordinate, within three months of the approval by the national council of the two year plan of action, visits to the monthly meeting of each parish by members of the executive committee to outline the plan of action; Have the authority to speak on behalf of the NYCJ, and Provide assistance and guidance in matters related to public information as requested by Parish Youth Councils

4 PARISH EXECUTIVE PRESIDENT The President shall, among other things: Preside over all meetings of the Parish Youth Council, the Parish Youth Council Executive Committee Be responsible for the general supervision and administration of the Parish Youth Council and the Parish Youth Council Executive Committee. Ensure that the mandates directed by the National Assembly/National Council shall be duly carried out. Compile, submit and present a report of the progress of the parish youth council to the national council meetings Be a co-signatory on cheques of the Parish Youth Council Be an ex-officio member of all standing, special, ad hoc, advisory committees Have the authority to speak on behalf of the Parish Youth Council VICE PRESIDENT The Vice President shall, among other things:: Chair the Parish Youth Council and the Parish Youth Council Executive Committee in the absence of the chairman Aid in the execution of national programmes at the Parish level Chair the Parish Youth Council s disciplinary committee SECRETARY The Secretary shall, among other things: Be responsible for recording and making notes of such minutes, resolutions and motions as are passed at Parish Youth Council meetings and the Parish Youth Executive Committee meetings. Keep an attendance register for all meetings of the Parish Youth Council and the Parish Youth Council Executive Committee Coordinate the compilation and submission of the chairman s report to the national council Be a co signatory on the cheques of the Parish Youth Council Ensure the proper and timely maintenance of files including but not limited to the minutes and reports of the events, such that they may be made available to any member of the national council or parish youth executive committee upon reasonable request. See to the dissemination of information to the members TREASURER The Treasurer shall among other things: Present a financial plan including a two year budget of the Parish Youth Council Executive for approval and submission to the national council Ensure that accounting practices and procedures of the council are implemented Sign all cheques of the Parish Youth Council Receive all monies on behalf of the Parish Youth Council

5 Authorize the disbursement of all monies as approved by the Parish Youth Council Executive Keep an accurate account of all receipts and expenditures of monies made on behalf of the Parish Youth Council Lodge in the name of the Parish Youth Council all monies belonging to the Parish Youth Council with the bankers of the council within two working days of receipt of the same Present an up to date report on the finances of the Parish Youth Council to the Parish Youth Council Executive Committee, the Parish Youth Council, the Deputy Financial Controller and the national council. PUBLIC RELATIONS OFFICER The Public Relations Officer shall among other things: coordinate the cultural and entertainment activities of the Parish Youth Council promote the activities of the national council and the parish youth council be the primary contact between media, the members of the Parish Youth Council and the Parish Youth Council Executive disseminate accurate and relevant information to member organizations, private and governmental agencies.
