3 !3 SECTION 1 The Thames Valley District School Board (TVDSB) is in the process of purchasing a 8.3 acre (3.35 hectare) site on the northeast corner of Cedarhollow Boulevard and Killarney Road within the Cedar Hollow Community. The TVDSB intends to construct a new elementary school, child care centre and family centre on the site for occupancy by August of 2017 for the start of the school year. 1.1 DESIGN GOALS AND OBJECTIVES The proposed facility, to be constructed at 1800 Cedarhollow Boulevard, will be comprised of (1) Public Elementary School for 630 full time students, (2) Child Care Centre for 88 children and (3) City of London Family Centre. One of the primary design objectives as determined by the TVDSB Project Design Committee is the creation of a functional shared use facility with visual connections and controlled access points to ensure maximum integration for building user groups. 1. The 63,000 sq.ft. two storey Public Elementary School has been designed to accommodate 630 students from junior kindergarten to grade eight including the following program spaces: 6-1,100 sq.ft. Full Day Kindergarten (FDK) Classrooms sq.ft. Grade 1-8 Classrooms 1-1,100 sq.ft. General Arts Classroom 1-3,200 sq.ft. Learning Commons 2 - Learning Resource Rooms (350 / 500 sq.ft.) 1-6,400 sq.ft. Double Gymnasium with attached stage sq.ft. Change Rooms 3,500 sq.ft. Administration and Staff Facilities 2. The 8,600 sq.ft. single storey Child Care Centre has been designed to accommodate 88 infant to preschool age children in the following program spaces: sq.ft. Infant Activity Room for 10 children with 250 sq.ft. separate Sleep Room sq.ft. Toddler Activity Rooms for 15 children per room sq.ft. Preschool Activity Rooms for 24 children per room sq.ft. Administration Office sq.ft. Food Preparation Servery sq.ft. Staff Room 3. The 4,100 sq.ft. single storey City of London Family Centre has been designed to include the following program spaces: sq.ft. Play Room / Multipurpose Room sq.ft. Meeting Room / Multipurpose Room with 225 sq.ft. connected servery sq.ft. Family Consultation / Resource Room sq.ft. Lounge 1-90 sq.ft. Administration Office The proposed facility has been designed with input from key representatives of the Thames Valley District School Board, City of London Neighbourhood, Children and Fire Services and the Ministry of Education Child Care and Early Years Program.
4 !4 1.2 DESIGN RESPONSE TO CITY DOCUMENTS OFFICIAL PLAN POLICIES The building position, pedestrian traffic areas, landscaping, parking lots, loading areas, waste management facilities and landscape components have been designed in accordance with Chapter 11 - Urban Design Principles of the City of London Official Pan. ZONING The proposed site for the new elementary school is currently zoned Residential (R1-3 AND R1-4). An application for rezone (file number Z-8596) has been submitted to the City of London, Development and Compliance Services to change the zoning to Neighbourhood Facility (NF) Zone which permits schools and community buildings. URBAN DESIGN GUIDELINES Although there are no specific urban design guidelines for the site, the position of the building and layout of parking, drop-off and exterior play areas has been developed in response to comments received from the City of London Planning and Development Services as part of the Site Plan Approval Consultation Process.
5 !5 1.3 SPATIAL ANALYSIS Site Context The site is located at 1800 Cedarhollow Boulevard on the northeast corner of Cedarhollow Boulevard and Killarney Road within the Cedar Hollow Community in the City of London. Cedar Hollow is bounded by Fanshawe Park Road East on the north and Highbury Avenue North on the west. The proposed school site is bounded on the north, south and west by detached residences and on the east by open space at the location of a former gravel and aggregate excavation site. 7 Proposed Northeast Public School! Site Description The proposed 8.3 acre rectangular site measures 425 (176 m) east/west and 950 (288 m) north/south with street frontage full width on the south and 575 (176 m) on the west. The site has been subject to recent developer construction traffic and material storage and is otherwise covered with weeds and small plants. Non-native soils have been deposited on the site in mounds. Prior to on site construction, the site will be pre-graded to allow final grades to relate to the residential properties to the north, west and south. When stock piled material has been removed, the grade difference along the east boundary of the site will rise from level at the southeast corner to approximately 15 (4.5 m) at the northeast corner. The change in grade will be accommodated along the farthest easterly section of the site with the majority of the site gradually sloping from north to south. Photographs of the site are shown below. 8 !8 2.1 SITE DESIGN Major site components have been positioned to achieve the following objectives: building positioned to address Cedarhollow Boulevard and frame the corner of intersection with Killarney Road school parking and bus loading areas north of building with access at intersection of Cedarhollow and Guiness Way main school entrance at northwest corner of building to address Cedarhollow with direct access to school parking child care / family centre parking and drop-off on southeast corner of site with access from Killarney road child care / family centre entrance and exterior play area facing southeast for direct access to parking / drop-off controlled exterior student play areas on east and north sides of school with direct access to student entrances maximize points of pedestrian site access - 3 from Cedarhollow and 2 from Killarney

10 ! LANDSCAPE DESIGN Street trees are proposed on the west and south property boundaries to enhance the community streetscape. Trees with planting buffer are provided to screen parking areas from adjacent streets and a landscaped island is proposed to separate the bus loading zone from the school parking area. Landscaping will be used to accentuate the main entrances to the school, child care centre and family centre. The student play areas have been grouped together on the east side of the proposed school for maximum control and protection of students. Play areas will be separated from on site parking and drop-off areas by 4 (1.2 m) high chain link fence with controlled access points. 6 (1.8 m) chain link fence will be used around the play areas to secure all exterior property boundaries. The exterior student play area will be developed to promote active learning and play for students of all ages.

BUILDING DESIGN The layout of the facility achieves the following objectives: prominent formal entrance to school lobby with direct connection to office reception for continuous surveillance Learning Commons provides focal point with visual connection and direct access from main entrance lobby Family Centre with visually connection to school and direct connection with FDK Classrooms and Child Care Centre efficient ground and second floor circulation wrapped around central Double Gymnasium FDK Classrooms grouped together with shared coat areas directly accessible to controlled play area grades 1-2 Classrooms located on the ground floor for direct access to specialty areas and exterior play area student entrances from exterior play area with stairs directly second floor grades 3-8 Classrooms and General Arts Classroom located on second floor internal service areas to maximize exterior exposure for teaching areas

15 !15 The school / community building has been designed to create a strong focal point within the community. To achieve this objective the following design features have been implemented: Building Position And Massing 2 story school centrally located facing Cedarhollow Boulevard with main entrance addressing the street single storey administration mass to the north and single storey child care / family centre to the south for continuity of streetscape with adjacent single family homes child care / family centre prominently located to frame the corner of roundabout at the intersection of Cedarhollow Boulevard and Killarney Road clerestory glazing at school entrance / lobby, family centre entrance / lobby and child care entrance / common area extends above the single storey areas to visually connect lower building sections to higher two storey building mass mechanical room penthouse remotely positioned for reduced visibility from adjacent streets Exterior Building Materials And Architectural Design use of durable, low maintenance materials which complement adjacent buildings combination of brick, rough and smooth precast stone, metal composite panels, anodized aluminum windows and curtain wall face brick acts as the base with contrasting precast stone and composite metal panels as accent articulation of facades to reduce overall building scale with consistent rhythm of wall panels and window openings larger glazed areas of curtain wall to accentuate entrances, vertical circulation and double height common areas horizontal canopies extend out from building face for definition and protection of all building entrances Sustainability Techniques high performance building envelope for increased resistance to air, water, heat, light and noise transfer solar tinted, low-e thermal insulated aluminum windows and entrance systems reduced energy usage through efficient, demand control HVAC systems use of ultra low flow plumbing fixtures low VOC content building materials maximum use of daylighting in all occupied areas with light level sensors interior LED lighting with occupancy sensors exterior LED lighting for entrances, parking and drop-off areas use of drought resistant plants and trees
