The last CES (International Consumer Electronics Show), has stressed the use of television sets as a pivotal points that would support all media applications and platforms: terrestrial, satellite, cable broadcasting, recorded media, as well as the internet in all its applications. 6

7 RTV FORUM 2011 The IEC International Electrotechnical Vocabulary (IEV) defines: three-dimensional television (which it abbreviates as 3-D television ) as television in which the three-dimensional appearance of the scene is reproduced adding a Note that clarifies that Processes which can reproduce a three-dimensional appearance include stereoscopic television and holographic television. 7

12 TRASPARENCY DRAFT NEW RECOMMENDATION ITU-R BT.[TRANS] GUIDELINES ON THE IMPLEMENTATION OF SYSTEMS FOR IN- SERVICE MEASUREMENT AND MONITORING OF PERCEPTUAL TRANSPARENCY FOR THE DISTRIBUTION CHAIN OF SDTV AND HDTV PROGRAMMES 12

13 The Radiocommunication Assembly Considering that broadcasters may wish or they may need to confirm that their programmes are delivered to their audiences at an appropriate perceptual quality level; that such wish or need concerns the distribution of both SDTV and HDTV programmes to broadcasters audiences; c) that the programme distribution chain may impact on the perceptual quality of delivered television programmes through various processes, e.g.: use of downsampling (temporal or spatial), or of inadequate source coding, statistical multiplexing or channel coding, etc., 13

14 Recommends that broadcasters and network operators should take account of the content of Recommendations ITU-R BT.1203 and ITU-R BT.1790 in the design of in-service systems intended to measure and monitor the transparency of SDTV and HDTV distribution chain by measuring the perceptual quality of the SDTV or HDTV programmes at appropriate points along the chain; that the models specified in Recommendations ITU-R BT.1885 and ITU-R BT.1908 should be used to measure the perceptual quality of respectively SDTV and HDTV programmes delivered through distribution chains; 14

15 Recommends that, when the results of measurements taken at appropriate points along a distribution chain are sent to a downstream monitoring point in the form of metadata packetized into ancillary data packets, this should be done in compliance with Recommendation ITU-R BT.1865; that, in setting acceptance limits for the transparency of distribution chains used for broadcasting, broadcasters and network operators should take account of the indications on the transparency required for such chains and of the related data rates, given in Recommendations ITU R BT.1122, ITU-R BT.1203 and ITU-R BT

16 PROPOSED DRAFT NEW RECOMMENDATION ITU-R BT.[3DTV SUBMETH] Subjective methods for the assessment of stereoscopic 3DTV systems recommends ASSESSMENT FOR 3DTV 1 that the general methods of test, the grading scales and the viewing conditions for the assessment of picture quality, described in the following Annex 1 should be used for laboratory experiments and whenever possible for operational assessments. 16

17 Primary perceptual dimensions Picture quality : refers the perceived quality of the picture provided by the system. This is a main determinant of the performance of a video system. Picture quality is mainly affected by technical parameters and errors introduced by, for example, encoding and/or transmission processes. 17

18 Depth quality : refers to the ability of the system to deliver an enhanced sensation of depth. The presence of monocular cues, such as linear perspective, blur, gradients, etc., conveys some sensation of depth even in standard 2D images. However, stereoscopic 3D images contain also disparity information which provides additional depth information and thus an enhanced sense of depth as compared to 2D. 18

19 Visual (dis)comfort : refers to the subjective sensation of (dis)comfort that can be associated with the viewing of stereoscopic images. Improperly captured or improperly displayed stereoscopic images could be a serious source of discomfort. 19

20 Additional perceptual dimensions Naturalness : refers to the perception of the stereoscopic image as being a truthful representation of reality (i.e. perceptual realism). The stereoscopic image may present different types of distortions which make it less natural. For example, stereoscopic objects are sometimes perceived as unnaturally large or small (puppet theatre effect), or they appear unnaturally thin (cardboard effect). Sense of presence : refers to the subjective experience of being in one place or environment even when one is situated in another. 20

21 HEVC CODING for UHDTV High Efficiency Video Coding (HEVC) The ITU-R has been making good progress towards agreeing a Recommendation for the baseband image format for Ultra High Definition Television (UHDTV). This will provide viewers with an enhanced visual experience primarily by having a wide field of view both horizontally and vertically with appropriate screen sizes relevant to usage at home and in public places. UHDTV will offer higher spatial/temporal resolution, wider colour gamut, and wider dynamic range compared to HDTV. 21

22 ISO/IEC JTC 1/SC 29/WG 11 Coding of moving pictures and audio At the moment, we expect the general visual effect of HEVC encoding to be roughly similar to that of AVC (Rec. ITU-T H.264 ISO/IEC ) encoding overall, aside from having substantially improved compression capability (in terms of the bit rate necessary to achieve a particular level of visual quality, or the visual quality achievable within a particular bit rate, or some combination thereof). However, the design of HEVC is not fully finalized, and substantial further study will be needed to characterize its behaviour. We would be happy to coordinate with you regarding how to best address the needs of applications with the HEVC design. 22

24 Linkage between broadcast and broadband Hybrid systems open up a new era for media delivery with many ways for broadcasters to provide a wide range of new services. However, simply putting a television receiver and an Internet browser in the same device would fail to take advantage of opportunities to integrate linear (broadcast) and non-linear (ondemand) offers. Consequently, broadcasters and other stakeholders have been developing technical systems which provide for such integrated linkage (including the HbbTV, MHEG-5, MHP and YouView standards for the signalling of broadcast and broadband applications). 24

25 Consequently, broadcasters and other stakeholders have been developing technical systems which provide for such integrated linkage (including the HbbTV, MHEG-5, MHP and YouView standards for the signalling of broadcast and broadband applications). For example, this will allow viewers to directly access Internet content associated with the broadcast content while watching a television programme. This brings together the mass appeal of broadcast TV and the convenience of the Internet on a domestic TV set. 25

26 BROADCASTING ROAMING DRAFT REVISION OF QUESTION ITU-R 136/6 Worldwide broadcasting roaming [1]The definition of the term roaming for IMT-2000 is set in Recommendation ITU-R M.1224: the ability of a user to access wireless telecommunication services in areas other than the one(s) where the user is subscribed. [1] The term worldwide broadcasting roaming is proposed for the reception of TV, sound and multimedia broadcasting universally being serviced in respective areas in the world by a single receiver. 26
