PURPOSE The purpose of this procedure is to establish minimum standard practices for the monthly and annual inspection of the fire extinguishers located throughout our Midga Operations. 2. DEFINITIONS Each plant site shall initially place a fire extinguisher in a designated place (within 50 ft. of a fire hazard). As a guide, fire extinguishers should be mounted four feet from the floor. The location of these extinguishers shall be noted on a plant map and a description of the location of each fire extinguisher shall be noted in an appropriate log book. The map must have the name of the hazardous waste coordinator, their phone number, and emergency contact information (911). The extinguishers shall be numbered with a corresponding number placed at its designated location for control of replacement. Monthly Inspections: Each plant site will visually inspect fire extinguishers on a monthly basis and make sure that all of the following items are in compliance: 1) Location of extinguisher is in its adequate place. 2) No obstruction to access or visibility. 3) Operating instructions on nameplate legible and facing outward. 4) Safety seals and tamper indicators not broken or missing. 5) Examination for obvious physical damage, corrosion, leakage, or clogged nozzle. 6) Pressure gauge reading or indicator in the operable range or position. 7) Appropriate month of inspection shall be punched or recorded on fire extinguisher inspection tag. See attached document for above listed items in checklist format. It is recommended that this document be reviewed prior to each monthly inspection to ensure adequate and proper fire extinguisher inspection: 1. Annual Inspections: On an annual basis, each plant site will perform a maintenance check of each fire extinguisher located within that plant site. The following items shall be checked for compliance. 1)A thorough examination will be conducted of the three basic elements of the extinguisher; all mechanical parts, the extinguishing agent (to be determined by weighing the extinguisher and verifying weight is in range of gross weight range on extinguisher), and the means that the extinguishing agent is expelled from the extinguisher (making sure that the extinguisher is under full charge by examining the gauge, and hose is clear).

2 Procedure No.: SOP-0157 Page: 2 of 6 2) If necessary, the tamper seal can be removed by operating the pull pin or locking device. After the applicable maintenance procedures are completed, a new tamper seal shall be installed and any maintenance related items found to be in need of repair shall be replaced. A record shall be kept of each annual inspection of all fire extinguishers to include date of inspection, condition of extinguisher, and any repair or replacement of parts found to be defective and replaced. See attached document for above listed items in checklist format. It is recommended that this document be reviewed prior to each annual inspection to ensure adequate and proper annual extinguisher inspection. An Annual maintenance inspection tag can be placed on the extinguisher and the date and year of the inspection recorded on the tag or documentation maintained showing the inspection has been done on each extinguisher in service, including date inspected and competent person that did inspection, in place of a record list. 3. SCOPE This procedure shall apply to all sites in the Middle Georgia Operations. 4. PROCEDURE NOTE: Each plant site shall establish a location for additional fire extinguishers that can be used in an emergency for fire fighting purposes, or, for replacement of expelled or damaged extinguishers. Each employee shall be trained on the location of these additional fire extinguishers. If a fire extinguisher is found to be inoperable, damaged or in some other way does not meet the inspection standards in any monthly or annual inspection it shall be taken out of service and replaced immediately with an extinguisher of comparable size by the inspecting personnel from this stock of additional extinguishers. The expelled extinguisher shall be transported to the supply room for pick up by our fire extinguisher vendor for refill or service. The ultimate responsibility for the management of the fire extinguisher program within any plant site lies with the Production Superintendents for the Production Areas and the Maintenance Superintendents in the Maintenance Shops. The responsibility for the program within the labs lies with the QC Superintendent over that particular lab. Responsibility for the monthly inspections and annual inspections can be delegated by those listed above to the appropriate personnel of their choice. It is recommended by the Safety Department that this responsibility be shared on a monthly basis by different members of the crew so that as many members on a crew as possible become familiar with where the fire extinguishers are located in their immediate work area. It is recommended that the Annual Inspections be done by a competent person trained by the safety department.

3 Procedure No.: SOP-0157 Page: 3 of 6 Hydrostatic Testing: At intervals not exceeding those specified below, fire extinguishers shall be hydrostatically tested. The date of the hydrostatic test is stamped onto the metal shell of the extinguisher. In no case shall an extinguisher be recharged if it is beyond its specified hydrostatic test date. TYPE (Interval) TEST YEAR Carbon Dioxide 5 Dry Chemical, stored pressure, mild steel or aluminum shells 12 On the monthly inspections, any fire extinguisher that is found to be in need of a hydrostatic test should be returned to the storeroom and sent to the fire extinguisher contractor than handles our hydrostatic testing program for retest. NOTE: IF A FIRE IS ENCOUNTERED THAT RAISES ANY DOUBT AS TO WHETHER IT CAN BE CONTROLLED BY A FIRE EXTINGUISHER, IMMEDIATELY CONTACT THE FIRE DEPARTMENT BY PHONING 911, AND CONTACT THE AREA LEADER OR ON CALL PERSON IMMEDIATELY. DO NOT ENDANGER YOUR LIFE OR THE LIVES OF OTHERS TRYING TO CONTROL A FIRE THAT IS TOO INTENSIVE FOR A FIRE EXTINGUISHER.

4 Procedure No.: SOP-0157 Page: 4 of 6 FIRE EXTINGUISHER MONTHLY CHECKLIST The monthly inspection of fire extinguishers shall include a check of the following items. It is recommended that this checklist be reviewed prior to each monthly inspection to ensure adequate and proper inspection of fire extinguishers. 1. Location of extinguisher in its designated place 2. No obstruction to access or visibility 3. Operating instructions on nameplate legible and facing outward 4 Safety seals and tamper indicators not broken or missing 5. Examination for obvious physical damage, corrosion, leakage, or clogged nozzle 6. Pressure gauge reading or indicator in the operable range or position 7. Physically turn fire extinguisher upside down several times to reduce chemical powder packing. 8. Appropriate month of inspection shall be punched or recorded on Monthly fire extinguisher inspection tag.

5 Procedure No.: SOP-0157 Page: 5 of 6 FIRE EXTINGUISHER ANNUAL INSPECTION The annual inspection of fire extinguishers shall include a check of the following items. It is recommended that this checklist be reviewed prior to each annual inspection to ensure adequate and proper inspection and maintenance of fire extinguishers. 1. A thorough examination will be conducted of the three basic elements of the extinguisher; all mechanical parts, the extinguishing agent (to be determined by weighing the extinguisher and verifying weight is in range of gross weight range on extinguisher), and the means that the extinguishing agent is expelled from the extinguisher (making sure that the extinguisher is under full charge by examining the gauge, and hose is clear). 2. An Annual maintenance inspection tag can be placed on the extinguisher and the date and year of the inspection recorded on the tag, in place of a record being kept.

RESPONSIBILITIES Requirements of fire extinguisher inspection of the Mine Safety and Health Administration are as follows: Monthly: Fire extinguishers shall be inspected visually at least once a month to determine that they are fully charged and operable. Annually: At least once every twelve months, maintenance checks shall be made of mechanical parts, the amount and condition of extinguishing agent and expellant, and the condition of the hose, nozzle, and vessel to determine that the fire extinguisher will operate effectively. 6.
