1 FOOTBALL RULES Version 3 Date: 23 June, 2015 Please note: This championship is to be played under the rules of FIFA current at the time of the event. These official School Sport Australia sport rules supplement these national/international rules. Unless otherwise stated below. FIFA rules apply. These rules are to be read in conjunction with the School Sport Australia General Policies and Pacific School Games Policy documents. SECTION 1 RULES OF COMPETITION 1.1 Divisions The divisions at the carnival / championship shall include; 12 Years and Under Boys 12 Years and Under Girls 19 Years and Under Boys 19 Years and Under Girls 1.2 Age Limits and Eligibility Years and Under Division: The ages are to be calculated as 12 years and under as at 31 December in the year of competition Years and Under Division: The ages are to be calculated as 19 years and under as at 31 December in the year of competition. 1.3 Team Size Years and Under Division Squads shall be limited to a maximum of fifteen (15) players Years and Under Division Squads shall be limited to a maximum of sixteen (16) players.
2 1.4 Team Colours and Uniforms All playing shirts are to be numbered. An alternative strip is to be used in the event of a colour clash. In the event of a uniform colour clash, the away team (second team) listed on the draw will be the team required to change. 1.5 Length of Games Years and Under Division All matches will be played with 25 minutes each half, stoppage time being added on. There will an interval of five (5) minutes at half time Years and Under Division All games shall be of forty (40) minutes each way, stoppage time being added on. There will be an interval of ten (10) minutes at half time. 1.6 Field of Play The host will make every attempt to ensure all playing fields are of equal and appropriate size for each of the competing divisions. Spectators are not permitted in the vicinity of the team Technical Area and must remain outside the marked areas. 1.7 Equipment Match balls of a standard approved by FIFA will be provided, in consultation with the Technical Delegate, if sponsorship is not available. Such balls shall be suitable for night fixtures A person to be responsible for the checking, care and maintenance of the match balls throughout the event shall be appointed The official match card will be provided by the organising committee. Team sheets will not be required. The official match card will be completed by the referee then passed onto selected member of Organising Committee. Team managers are required to check and countersign the official match card after each fixture. 1.8 Judiciary Committee A Judiciary Committee will be identified at the pre-championship meeting. It will comprise of the Technical Delegate, the Competition Manager or Assistant PSG Technical Delegate, and the Referees Coordinator from the corresponding age group/division. The committee will convene as required and inform the relevant team manager on decisions pertaining to the accumulation of Cautions and Send-Off Reports. The Competition manager will issue a daily tally of Caution recipients.
3 SECTION 2 PLAYING RULES 2.1 Competition Format In the case of the competition being entered by eight (8) or fewer teams, the competition will be run via a round robin format. Where nine (9) or more teams are involved, a format using pools will be considered. 2.2 Competition Points Points to be allocated: 3 for a win, 1 for a draw, 0 for a loss. 2.3 Coaching Coaches are permitted to coach during the game from the technical area and must at all times abide (or adhere) to the School Sport Australia Code of Conduct Players and appointed officials, as per the championship program, may only take positions on the bench in the technical area. All must be attired in official competition uniforms. 2.4 Pre Match Procedures A standard pre match protocol for the assembly and entry of teams with the referee s panel to the playing field prior to the kick off will be outlined at the opening pre event meeting. 2.5 Interchange, Substitutions and Added Time The use of interchange includes: (a) Only in normal breaks of play. (b) Only after the approval of the assistant referee and referee. (c) Only at the half way line. (d) Continuous interchange is permitted from the relevant squad of fifteen (15) or sixteen (16) players representing the State/Territory/Nation at the Championships Stoppage time for injury or interruptions to play will be added on at the end of each half. 2.6 Medical Interruptions An appointed team official may be allowed on to the field of play to attend to an injured player. This will be only with the referee's permission and may be in addition to the appointed medical officer. 2.7 Judiciary Committees for Behavioural Issues & 19 Years and Under Divisions The Disciplinary Committee will consist of the PSG Technical Delegate, the Competition Manager or Assistant PSG Technical Delegate and the Referees Coordinator. The Disciplinary Committee shall: (i) Review the Send Off Report from the match referee.
4 (ii) Inform any player through team management if they are required to appear before a full disciplinary committee hearing. This player, who, in the opinion of the committee, may warrant a heavier penalty than a one (1) match suspension. (iii) Advise a team manager of any player who has been automatically suspended, through receipt of a Send Off or the accumulation of three Cautions*, from participation in the next match in which he/she would have participated. (iv) Hear any appeal regarding the suspension directed to it by the team management. (v) Ask to appear before it any player reported to be behaving in a manner in breach of the Code of Conduct and also detrimental image of the PSG Championship. Such player may be asked to show cause why he/she should not be sent home immediately. *Note: A player with the accumulation of three (3) cautions will receive a mandatory one match suspension. A player sent off in any fixture will receive a minimum suspension of one match. 2.8 Cancellation of a game Should a fixture be cancelled due to extreme weather, the Organising Committee may endeavour, if possible to reschedule the fixture. 2.9 Scoring The match score will be kept by the match referee Each Team Manager should view and sign off the official game result card held by the match officials at the conclusion of each fixture. It will then to then passed onto the Competition Manager for results to published and ladders to be calculated Final placings shall be determined as follows: i) Points obtained in the competition. ii) In the event that two or more teams are equal on points, placings will be determined by the head to head result then by goal difference, then by goals scored. iii) In the event that placings still cannot be determined, shared placings shall be awarded The PSG will appoint a person to be responsible for the tabling of daily results, cautions and send off reports Protests The organising committee will not consider any protest or appeal in regard to refereeing decisions and the official match card result. SECTION 3 EVENT ORGANISATION 3.1 Team Documentation The following team list document must be completed and forwarded to the Pacific School Games office including the following details: Surname
5 Given name Date of birth School of origin Number on playing shirt. 3.2 Training Wherever possible training grounds should be made available where notice is given of such requirements Teams will be required to provide their own training balls and equipment. 3.3 Meetings The pre-event meeting of all team officials will be conducted prior to the commencement of the event If required, a meeting of team officials may be called at the end of each day's play. 3.4 Referees In consultation with the Technical Delegate and the FFA (or local SSO), referees and assistant referees shall be appointed prior to the event One (1) qualified referee and two (2) assistant referees will be provided for matches. Under no circumstances are parents of participating players allowed to be officials. Each state/territory is encouraged to bring up to two (2) student referees Those delegations who have suitably qualified referees are asked to nominate their referees three months prior to the championships. These referees need to be registered as per the student athlete registration process, but identified as an official. The Technical Delegate should also be notified of the attendance of any student officials to ensure they are included in the referee s roster. 3.5 Match Refreshments Each team will be required to provide its own match refreshments. 3.6 First Aid Qualified First Aid officers will be available at all games.
6 3.7 Educational Excursions and Social Activities These will be included in the format of the event and conducted under the relevant SSA Policy. 3.8 Merit Teams Merit teams for competing Australian players in the 19 Years & Under Boys and Girls divisions will be announced at the closing ceremony. A panel chaired by the PSG Technical Delegate and PSG Assistant Technical Delegate comprising a representative from each competing Australian State (19 Years & Under) will select the Merit team. Representatives will be appointed at the Pre Championship Meeting.
