1 SIBELIUS ACADEMY REGULATIONS ON LICENTIATE AND DOCTORAL DEGREES The Rector, 20 June 2011 This decision replaces the Decision on Doctoral Degrees by the Sibelius Academy Board of Teaching and Research (10 May 2005) and its amendments (22 April 2008, 28 October 2008 and 16 December 2008). 1 GENERAL REGULATIONS 1.1 In addition to this decision, the provision of licentiate and doctoral programmes is governed by the regulations and provisions of 1. The Universities Act (558/2009) and its amendments. 2. The Act on the Implementation of the Universities Act (559/2009). 3. The Government Decree on University Degrees (794/2004) (hereinafter the Decree on University Degrees ). 4. The Degree Regulations of Sibelius Academy (16 December 2009) and amendments. 5. The Administrative Directions of Sibelius Academy (16 December 2009) and amendments. 1.2 Doctoral degrees at Sibelius Academy Sibelius Academy provides doctoral arts degrees (Licentiate of Music and Doctor of Music degrees) in the Arts and Applied Study Programmes and academic doctoral degrees in the Research and Applied Study Programmes. The doctoral degree is the primary third-cycle degree. Doctoral study should comprise an appropriate programme aimed at the candidate's development. 1.3 Study guidance The director of the doctoral school appoints a primary supervisor for each candidate admitted to the doctoral programme. The supervisor must be a member of the academy s staff who holds a doctoral degree and has sufficient knowledge of the candidate s intended field of study. The supervisor monitors and oversees the candidate s progress and advises the candidate on the organisation of his/her studies. In addition, the supervisor approves the content of supportive courses, the method of delivery, the schedule, and the completion of studies included in the doctoral degree. The supervisor may also be assigned other tasks to support the candidate s study. In the Applied Study Programme, the director of the doctoral school assigns the candidate an advisory team which is chaired by the 1

2 supervisor and consists of members with expertise in different areas of the development project. An advisory team may also be appointed for candidates in the Research and Arts Study Programmes. The director of the doctoral school also appoints an advisor or advisors who guide the candidate in different areas of artistic work and research in the doctoral study. 1.4 Publication of dissertation The dissertation incorporated into the doctoral degree must be published as a single body of work (e.g. a thesis paper) or a set of works (e.g. individual concerts and recordings). In addition, the artistic performances which form part of the thesis and final project in licentiate degrees in the Arts or Applied Study Programme must be made public. The objective is to facilitate public access to the work. The nature and degree of publicity depend on the nature of the performance. The level of publicity of dissertations and final projects is determined based on the same criteria used to determine the level of publicity of the outputs of the university s other artistic and scientific activities. For example, public dissertations and final projects or parts thereof can be published books and articles, public concerts and other public performances, public online documents and websites (see also Sections 3.4.2, 5.3 and 6.2). 1.5 Supernumerary students For supernumerary students writing a doctoral study plan, the application procedure, admission criteria and right of study are determined by the director of the doctoral school in question. Supernumerary student status is granted for one year at a time. 2

3 2 APPLYING FOR THE RIGHT OF STUDY 2.1 General The eligibility for admission to a doctoral programme is determined on the basis of Section 37 of the Universities Act (558/2009) and on the university s assessment of the candidate s prerequisites for the completion of the required studies. The doctoral programme must meet the requirements set out in Section 21 of the Decree on University Degrees (794/2004). 2.2 Application and its contents Applications to the doctoral programme should be addressed to the Academic Council, which reviews the application and the statements of the board of experts and the doctoral school in question, makes a decision on the approval of the doctoral study plan and submits its proposal to the Rector on the candidate s admission to the department. The application to the doctoral programme must include either 1. a plan on the dissertation and final project (artistic and research components) in the Arts Study Programme, or 2. a research plan in the Research Study Programme, or 3. a project plan in the Applied Study Programme, stating whether the candidate is choosing the Arts or Science option. In addition, the application must include at least the following information: 1. a description of prior study and degrees earned, and any other information contributing to the applicant s eligibility for the doctoral programme 2. a plan on the content, scope and schedule of supportive studies to be included in the doctoral study. 2.3 Changes to an approved study plan If a doctoral candidate wishes to make significant changes to an approved doctoral study plan with regard to the artistic dissertation and final project, he or she must submit the changes to the Academic Council for approval. The application must include a statement by the primary supervisor. 3

4 3 SCOPE AND CONTENT OF STUDIES 3.1 General (applicable to all specialisation options) The minimum number of credits in the doctoral programme is 240 ECTS credits. The minimum number of credits in the licentiate programme is 150 ECTS credits. The recommended time for completion is 4-5 years in the doctoral programme and years in the licentiate programme from the date of admission to the doctoral school. If the candidate has earned a Licentiate in Music degree prior to his or her admission to the doctoral programme, the dissertation and final project and other studies (or part of them) completed as part of the licentiate degree can be included in the doctoral degree, provided that they form an appropriate thematic and episodic whole in conjunction with the other components of the doctoral study. Components which have been published prior to the approval of the doctoral study plan can be accepted as dissertation or proficiency components only on special grounds, provided that they form an appropriate thematic and episodic whole in conjunction with the other components of the study. They must not be courses or work which has been included in a degree earned previously. This restriction does not affect the provisions of Section 3.1 regarding continuation from a licentiate degree to a doctoral degree. If a candidate has completed the supportive studies referred to in Sections 3.2, 3.3 or 3.4 prior to his or her admission as a doctoral candidate, and the studies are not included in another higher education degree, the studies may, at the discretion of the primary supervisor, count towards the doctoral degree provided that they support the objectives of the study plan. However, additional courses (so-called bridging or remedial courses), which are specified by the academy as necessary for the candidate to obtain right of study as a doctoral candidate, are not counted towards the doctoral degree. In joint performances which form a component of the dissertation, each doctoral candidate must have a section which can be assessed separately. 4

5 3.2 Scope and content of studies in the Arts Study Programme (composition and other arts studies) In the Arts Study Programme, the main focus of doctoral study is on independent artistic work which is supplemented by studies to support the candidate s conceptual understanding of the field. The dissertation/final project comprises artistic and research components which are evaluated by the academy as specified in Section 5. The artistic component includes the outputs of artistic activities which are specified in the approved doctoral study plan and made public in a way commonly used in the art discipline in question. The research component is a written work which can be supported by other types of information. In the Arts Study Programme, the minimum number of credits for the doctoral dissertation is 165 ECTS credits. In addition, the Arts Study Programme includes a minimum of 75 ECTS credits, of which at least 24 ECTS credits must be earned from comprehensive studies which prepare the candidate for the artistic components. In addition, a minimum of 15 ECTS credits must be earned from studies in the philosophy of arts and science. In the Arts Study Programme, the supportive studies are courses in the arts, research or other higher education courses appropriate for the doctoral programme. The scope and subjects of these studies must be specified in the doctoral study plan. In addition to the supportive studies listed in the subsection above, the licentiate degree includes a thesis/final project worth at least 75 ECTS credits. In the Doctor of Music programme, the candidate must achieve a high level of proficiency to work as an independent, mature artist and as an independent leader and developer of the chosen field, and demonstrate excellent knowledge of the artistic discipline and its role. In the Licentiate of Music programme, the candidate must achieve the competence to work as an independent, mature artist in the chosen field and hone his/her knowledge of the artistic discipline and its role. 5

6 3.2.2 The artistic component of the dissertation in the Arts Study Programme (other than composition) The artistic component of the dissertation in the Arts Study Programme (not applicable to demonstrations consisting of compositions without a performance; see for these) must be equivalent to at least two concert programmes for licentiate candidates and five concert programmes for doctoral candidates, and they must form an artistic whole of thematic and episodic performances. The recommended timeframe for the presentation of these concerts is five years. All demonstrations which are included in the licentiate or doctoral degree must be delivered within 10 years prior to the submission of the dissertation. Recordings published before the approval of the doctoral study plan can be substituted for a maximum of two concert programmes in the artistic component of the doctoral degree and for a maximum of one concert programme in the artistic component of the licentiate degree as specified in Sections 3.1 and The artistic component of the dissertation in the Arts Study Programme (composition) In the doctoral programme, the artistic component of the dissertation in composition must be equivalent to at least 2-3 concert programmes. In the licentiate programme, the artistic component must be equivalent to at least 1-2 concert programmes. The number of works depends on the nature of the project, the chosen approach, and the composition technique. The number and scope of the works to be composed and included in the degree is determined individually on a case-by-case basis in the doctoral study plan. All compositions must be published in print or released as recordings. In addition, a composition submitted to the Finnish Music Information Centre is considered published. The aim is for all compositions to be performed in public. The artistic component must include at least one public composition concert comprising works which are part of the dissertation. Works which have been published prior to the approval of the doctoral study plan can be incorporated in the dissertation to comprise a maximum of two-fifths of the dissertation as specified in Sections 3.1 and Compositions which are incorporated into the dissertation, or an applicable part of them, can be published in printed or electronic format in accordance with Subsection 2 of Section above and applying 6

7 the guidelines given in Section

8 3.3 Scope and content of studies in the Research Study Programme The minimum number of credits for the dissertation in the Research Study Programme is 165 ECTS. In addition, the research doctorate includes a minimum of 75 ECTS credits worth of supportive studies, of which at least 15 ECTS credits must be earned in studies in the philosophy of arts and science. The supportive studies are university-level knowledge and skills based studies which support the candidate's training as a researcher. In addition, they may include artistic studies and other university-level studies suitable for doctoral study. In addition to the supportive studies, the licentiate degree includes a licentiate thesis which must be equivalent to a minimum of 75 ECTS credits The dissertation is a coherent presentation on a topic in a field of research represented at Sibelius Academy, based on original research and including new scientific knowledge. The dissertation or licentiate thesis can be a published monograph or work consisting of several scientific publications (an article thesis) dealing with the same set of problems and a summary which presents the objectives, problem, method and findings of the research In addition to the summary, an article thesis must include 3-7 articles which are reviewed by referees, deal with the same set of problems, and are published or approved for publication in a scientific journal. The researcher must be the primary author of each article and must be able to prove his or her independent contribution to the topic. The number of articles depends on the nature of the research project and the workload required to produce the articles. Similarly, in addition to the summary, an article-based licentiate thesis must include 2-5 articles which are reviewed by referees, deal with the same set of problems, and are published or approved for publication in a scientific journal. The researcher must be the primary author of each article and must be able to prove his or her independent contribution. In the case of publications by multiple authors, the research author must submit a statement of his or her contribution to each publication when submitting the research for pre-examination. 8

9 Each article included in the licentiate thesis or doctoral dissertation must have been published less than 10 years before the submission of the paper. Articles which have been published prior to the approval of the doctoral study plan can be incorporated in the dissertation to comprise a maximum of two-fifths of the dissertation as specified in Section Scope and content of studies in the Applied Study Programme The nature and objectives of the Applied Study Programme. Candidates in the Applied Study Programme can pursue a science degree or an arts degree. The objective of the programme is for the candidate to develop specialist knowledge and skills by undertaking a research and development project in a particular topic in the field of music. The research project and thesis ('the final project') comprises studies related to new and proven methods, applications and procedures and other outputs related to the development project as specified below. The thesis project includes three primary levels of outputs: 1. The first-level outputs are of an immaterial and abstract nature. At this level, the candidate conceptualises the primary outputs of the development project (such as new views, knowledge, skills and other competencies developed during the project). 2. On the second level, the abstract outputs are articulated as functions, such as new methods, practices, recommendations or applications, which will be conceptualised in the dissertation. 3. The third level involves the development of material for the practical implementation or demonstration of the innovation. These can be learning materials, sheet music, recordings, teaching demonstrations, concerts, compositions, instruments, equipment, multimedia presentations and software. The outputs of this level are also incorporated into the final thesis or documented as part of it. Testing of innovations The outputs and knowledge and skills developed during the project must be tested by appropriate methods during the project. For example, this can involve an arrangement where the project outputs are applied in practice in a project-like setting, and articles are published in peer-reviewed publications. The suitability and sufficiency of the candidate s competence and the project s subject in practical settings is tested or examined, and then supplemented and revised as required. The final thesis must include a description of this component. 9

10 A summary of the final project. In addition to other relevant materials, the final project must include a summary describing the process of developing the thesis work. The description can cover matters such as the starting points, background assumptions and objectives of the project, previous work conducted on the subject matter, the links between previous work and the current research project, and methods used to achieve the objective. In addition, the description must include details of how the other components of the final project are related to the subject of the development project and how the different components link together to form a whole The minimum number of credits for the doctoral dissertation in the Applied Study Programme is 165 ECTS credits. In addition, the degree includes a total of 75 ECTS credits worth of supportive studies, of which at least 15 ECTS credits must be earned in studies in the philosophy of arts and science. In the Applied Study Programme, the supportive studies are courses in the arts, research or other higher education courses appropriate for doctoral study. The scope and subjects of these studies must be specified in the doctoral study plan. In addition to the supportive studies, the licentiate degree includes a licentiate's final project which must be equivalent to a minimum of 75 ECTS credits. The artistic and research components of the final project in the Applied Study Programme are subject to the provisions given in Sections 3.1, 3.2 and 3.3 as applicable. The provisions on the publication of the final project are given in Section 1.3. In exceptional cases, outputs may be considered to be public if they can be made available upon request by methods specified in the published components of the project. Components which have been published prior to the approval of the doctoral study plan can be incorporated in the final project to comprise a maximum of two-fifths of the dissertation as specified in Section The final project or an applicable part of it can be published in print or electronic format in accordance with the guidelines set out in Section

11 4 DOCTORAL DEGREE AS CONTINUATION OF THE LICENTIATE DEGREE 4.1 Application to the doctoral programme after completion of the licentiate degree Candidates who have earned a Licentiate in Music degree may apply as candidates for the doctoral programme. The doctoral study may include components of the licentiate thesis with the exceptions specified in the sections above. Applications to the doctoral programme should be addressed to the Academic Council, which reviews the application and the statements of the board of experts and the doctoral school in question, makes a decision on the approval of the doctoral study plan and submits its proposal to the Rector on the candidate s admission to the doctoral school. The board of experts providing the statement can be the board of examiners which examined the artistic component of the licentiate degree If the candidate wishes to transfer from one specialisation option to another within the doctoral programme, the doctoral study plan submitted for approval must include a proposal of the additional supportive studies to be included in the new option, and these must be completed before the doctoral dissertation can be approved for examination. The provisions of Section 2 on the application for a right of study apply in other respects. 4.2 Presentation of a licentiate thesis as a doctoral dissertation Candidates who have been admitted to the licentiate research programme may propose to the Academic Council that their licentiate thesis be directly examined as a doctoral dissertation, provided it has been approved for examination and this is unanimously supported by the research examiners and the candidate s primary supervisor. The Academic Council makes a decision on amending the assessment process based on statements. 11

12 5 EXAMINATION OF LICENTIATE THESES AND DOCTORAL DISSERTATIONS IN THE ARTS STUDY PROGRAMME 5.1 Examination of dissertations comprising concerts or a combination of concerts and recordings The candidate is responsible for organising the artistic component of the dissertation The Academic Council appoints a board of examiners for the artistic component of the dissertation. The board must have a minimum of five members, one of whom is appointed as the chair by the Council. Before the appointment of the board of examiners, the candidate may comment on its assembly as specified in the Degree Regulations of Sibelius Academy. The board of examiners listens to all the concerts and recordings included in the artistic component of the dissertation. In concerts, the committee has a quorum when three members are present. If the appointed chair is not present, the board members elect one of the present members as the chair. The chair or deputy chair of the board of examiners assessing the artistic component may, with the consent of the candidate, appoint temporary additional examiners, if the performance is in jeopardy of being cancelled due to an unprecedented shortage of examiners present; in such cases, the chair must immediately inform the director of the doctoral school in question The candidate must register the doctoral concert by submitting the registration form to the department six weeks before the concert. Concerts which are part of the dissertation are public and subject to pre-examination. The pre-examiner appointed by the Academic Council confirms the candidate s readiness for the performance. The registration form must include a note of the preexamination. The board of examiners cannot assess the concert without the pre-examiner s approval. If the pre-examiner refuses approval, the candidate may appeal to the board of examiners immediately upon receiving the refusal statement, and the board may grant approval to perform at its discretion. 12

13 5.1.4 The board of examiners gives feedback to the candidate immediately after the concert. Before the performance review, the board members must hold a preliminary discussion to agree on whether the candidate has passed or failed the concert. After that, the candidate is called to join in the discussion. Each board member submits a short written statement on each artistic component to the chair of the board within one week of hearing the component. The chair completes the bottom section of the registration form/record to indicate whether the candidate has passed or failed the concert. The form is submitted to the director of the doctoral school in question within two weeks after the concert. If the candidate has failed, the decision must include a written statement submitted to the director of the doctoral school in question within two weeks after the concert. At the discretion of the board of examiners, the candidate may be granted permission to redo the performance. A refusal decision must include a note of whether the performance can be redone. The artistic component of the licentiate degree must represent a high artistic standard. The artistic component of the doctoral degree must represent a very high artistic standard. In assessment and feedback, special attention is paid to the standard of the performance, the candidate s artistic development during the course of the study, and the functionality of the concert or recording programmes as a coherent whole. During the feedback discussion, the board may propose changes to the programmes of the remaining artistic components. If the candidate decides to implement the changes, he or she must submit the changes for approval as specified by the director of the doctoral school After the last performance, the board of examiners submits to the Academic Council a written statement on the artistic component of the dissertation, including the grounds for the assessment. The statement must include a description and assessment of all parts of the artistic component, a critical analysis of the candidate s merits, and conclusions. The chair discusses the proposed final statement with all members of the board. He or she may sign the statement on behalf of all examiners. The statement must include the names of all examiners who took part in the assessment of the artistic component. If preferred, each member of the board of examiners may submit a separate statement. (See also Section 5.4.) The candidate must be allowed the opportunity to comment on the final statement(s) of the 13

14 board of examiners as specified in the Degree Regulations of Sibelius Academy. 14

15 5.2 Examination of a composition as a dissertation The Academic Council appoints a board of examiners for the artistic component of the dissertation. The board must have a minimum of five members, one of whom is appointed as the chair by the Council. Before the appointment of the board of examiners, the candidate may comment on its assembly as specified in the Degree Regulations of Sibelius Academy. The board of examiners assesses all compositions incorporated into the dissertation and listens to the concerts and recordings. With regard to assessment sessions, the committee has a quorum when three members are present. If the appointed chair is not present, the board members elect one of the present members as the chair. With regard to public concerts, the chair or deputy chair of the board of examiners assessing the artistic component may, with the consent of the candidate, appoint temporary additional examiners, if the performance is in jeopardy of being cancelled due to an unprecedented shortage of examiners present; in such cases, the chair must immediately inform the director of the doctoral school in question The candidate must register the doctoral concert by submitting the registration form to the department six weeks before the concert. At the time of registration, the candidate must submit to the department the scores and other materials required for the assessment; he/she must submit one copy for each examiner and one copy for the department. Dissertation concerts are public. Dissertation concerts are subject to a pre-examination. A pre-examiner appointed by the Academic Council assesses the compositions and grants approval for their performance as components of the dissertation. The registration form must include a note of the pre-examination. The board of examiners cannot assess the component without the pre-examiner s approval. If the pre-examiner refuses approval, the candidate may appeal to the board of examiners immediately upon receiving the refusal statement, and the board may grant approval to perform at its discretion. 15

16 5.2.3 The board of examiners gives feedback to the candidate immediately after the concert. Before the feedback discussion, the examiners must hold a preliminary discussion and decide whether the work(s) should be approved as part of the dissertation. After that, the candidate is called to join in the discussion. Each examiner provides individual feedback on each work. Each performed work must be separately identified as passed or failed. In addition, the contribution of each individual performance must be assessed as part of the final project as a whole. The chair completes the bottom section of the registration form/record to indicate whether the candidate has passed or failed the concert. Each board member submits a short written statement on each artistic component to the chair of the board within one week of hearing the component. The form is submitted to the director of the doctoral school in question within two weeks after the concert. If the candidate has failed, the decision must include a written statement submitted to the director of the doctoral school in question within two weeks after the concert. At the discretion of the board of examiners, the candidate may be granted permission to redo the performance. A refusal decision must include a note of whether the performance can be redone When all compositions incorporated into the dissertation have been published and performed, the public concerts included in the degree plan have been given and the recordings have been published, each examiner submits a written statement on the completed artistic component, including the grounds for the assessment, to the Academic Council. Alternatively, a joint statement can be submitted, in which case the chair may sign the final statement on behalf of all examiners. The statement must include the names of all examiners who took part in the assessment of the artistic component. (See also Section 5.4.) The candidate must be allowed the opportunity to comment on the final statement(s) of the board of examiners as specified in the Degree Regulations of Sibelius Academy Compositions incorporated in the dissertation must be made publicly available at the service desk of the university for at least 10 days before the doctoral examination. 16

17 5.3 Pre-examination of the written component of a dissertation in the Arts Study Programme The thesis paper must be submitted for pre-examination before the last dissertation concert. The Academic Council appoints two thesis pre-examiners who submit a statement, including the grounds for the assessment, to the Academic Council within two months. In addition, the Academic Council appoints a language examiner who submits a statement on the linguistic presentation of the thesis to the Academic Council. The thesis must be written in a clear and polished style, based on a reasoned, conceptual whole and provide a meaningful link to the educational objectives of the doctoral programme Production and publication of the thesis The candidate is responsible for the publication of the thesis after its approval by the examiners. The thesis may be published in printed or electronic format in accordance with the guidelines set out in Section In any case, the candidate is responsible for ensuring that the thesis report is ready for publication in terms of layout and design. The programmes of the artistic components of the dissertation - i.e. the concerts and recordings - must be appended to the thesis. Producing and publishing the thesis in a printed format. The candidate submits 25 copies of the written component of the dissertation to the university free of charge. The candidate submits the written component to the Academic Council presenter and agrees to make the work publicly available at the university s service desk at least 10 days before the doctoral examination. If the thesis includes digital attachments, these are stored on Sibelius Academy s server. Producing and publishing the thesis in an electronic format. If the thesis is produced in an electronic format, it will be published in the thesis database of Sibelius Academy (ethesis). The candidate concludes a written agreement with the library of Sibelius Academy on the electronic publication of the material in a format specified by the library. The candidate must submit the thesis to the library at least 20 days before the doctoral examination. The library makes the thesis publicly available on the website of Sibelius Academy at least 10 days before the examination. The candidate submits eight archive-ready paper copies of the thesis to the Academic Council presenter and agrees to make the same version publicly available at the university s service desk for at least 10 days before the doctoral examination. 17

18 If the candidate wishes to publish the thesis both in an electronic and printed format, the possible serial number and ISSN number is the same for both versions, but the ISBN number is different for the printed and the electronic version. A website as part of the dissertation. If a website is published as part of the dissertation, it must be publicly available at least 10 days before the doctoral examination. The URL must be given to the presenter of the dissertation. The contents of the website must not be modified during the examination process. The version submitted for examination must be provided as a digital record (e.g. a DVD) to the library. The site contents may be updated after the examination process, but the site may no longer be indicated as being part of a Sibelius Academy doctoral dissertation if any changes are made. 5.4 Procedures of doctoral examination (Arts Study Programme) The Academic Council approves the dissertation for examination based on the statements received from the examiners of the artistic components, the pre-examiners of the dissertation, and the candidate s primary supervisor. The supportive studies included in the degree must be completed and registered before the approval for examination may be granted. All examiners who took part in the examination of the artistic components take part in the public examination. When approving the dissertation for examination, the Academic Council appoints a final examiner or examiners and an Examination Chair. The candidate must be allowed the opportunity to comment on the selection of the final examiners as specified in the Degree Regulations of Sibelius Academy. The candidate agrees on the date and time of the examination with the final examiners and the Examination Chair. The public examination is conducted in accordance with the guidelines of the Academic Council. The final assessments are submitted to the Academic Council within one month after the examination, including a proposed grade (fail, pass, or pass with distinction). A pass with distinction may be proposed for the artistic component of the dissertation if it unequivocally fulfils the criteria for distinction with regard to the standard of the performance, the candidate's artistic development, and the functionality of the performed programmes. If the board of examiners cannot reach a consensus on whether the dissertation should be awarded a degree, the matter is resolved by a vote. 17

19 If the vote ends in a draw, the chair has the deciding vote. For the written component of the dissertation, a pass with distinction may be proposed if it unequivocally fulfils the criteria for distinction. The Examination Chair draws up an examination report and submits it to the Academic Council for information Approval of the doctoral dissertation The Academic Council makes a decision on the overall grade based on the statements of the final examiners and the Examination Chair. 21 6 EXAMINATION OF THE DOCTORAL DISSERTATION AND LICENTIATE THESIS IN THE RESEARCH STUDY PROGRAMME 6.1 Pre-examination In the Research Study Programme, the Academic Council appoints at least two pre-examiners for the dissertation; each pre-examiner must hold an academic doctoral degree, and other experts may be appointed if necessary. The examiners submit a written report on the manuscript within three months to the Academic Council. In addition, the Academic Council appoints a language examiner who submits a statement on the linguistic presentation of the dissertation manuscript to the Academic Council. The Academic Council grants the candidate permission to defend the dissertation based on the statements received from the pre-examiners, the language examiner, and the candidate s primary supervisor. The supportive studies included in the degree must be completed and registered before permission to defend the dissertation may be granted. The candidate shall be allowed the opportunity to submit a written reply to the Academic Council regarding the selection of the pre-examiners and the statements of the pre-examiners as specified in the Degree Regulations of Sibelius Academy. 6.2 Publication of the dissertation The candidate is responsible for publishing the dissertation after the Academic Council grants him/her permission to defend the dissertation. The dissertation can be published in printed or electronic format as specified in Section Electronic publication of the dissertation. Dissertations which are published electronically are usually published in the ethesis database of Sibelius Academy. The candidate concludes a written agreement with the library of Sibelius Academy on the electronic publication of the dissertation in a format specified by the library. The candidate ensures that the work meets the criteria for publication in terms of layout and design. The library provides the candidate with instructions on the layout and design criteria. The candidate must submit the dissertation for electronic publication to the library at least 20 days before the examination of the dissertation. The library makes the dissertation publicly available on the website of Sibelius Academy at least 10 days before the examination. 20

22 The candidate submits eight archive-ready paper copies of the dissertation to the Academic Council presenter and agrees to make the same version publicly available at the university s service desk at least 10 days before the oral examination of the dissertation. If the candidate wishes to publish the dissertation both in electronic and printed formats, the serial number and ISSN number are the same for both versions, but the ISBN number is different for the printed and the electronic version. Print publication of the dissertation. The candidate submits 35 copies of the dissertation to the university free of charge. The candidate submits the copies to the Academic Council presenter and agrees to make the work publicly available at the university's service desk at least 10 days before the public examination of the dissertation. Websites. If a website is published as part of the dissertation, it must be publicly available at least 10 days before the public examination. The URL must be given to the presenter of the dissertation. The contents of the website must not be modified during the examination process. The version submitted for examination must be provided as a digital record (e.g. a DVD) to the library. The site contents may be updated after the examination process, but the site may no longer be indicated as being part of a Sibelius Academy doctoral dissertation if any changes are made. 6.3 Procedures regarding the oral defence (public examination) The oral examination of the dissertation takes place at the public defence. The Academic Council appoints an Examination Chair and at least one opponent for the oral examination. The candidate must be allowed the opportunity to comment on the selection of the opponent(s) as specified in the Degree Regulations of Sibelius Academy. The candidate and the opponents agree on the date and time of the oral examination with the Examination Chair. The public examination is conducted in accordance with the guidelines of the Academic Council. The opponent(s) submits to the Academic Council a reasoned written statement on the dissertation and its defence within one month after the oral examination. The statement can be a 21

25 7 EXAMINATION OF THE FINAL PROJECT IN THE APPLIED STUDY PROGRAMME 7.1 Separate components of the final project The procedures described in Sections 5 and 6 above shall apply to the arrangement, preexamination and assessment of individual performances (e.g. concerts) which are incorporated into the final project in the Applied Study Programme as appropriate, depending on the nature of the programme and the components in question. The assessor of the performance or the chair of the board of examiners submits the statement(s) to the director of the doctoral school in question. The statements are read during the public examination of the final project along with other applicable statements. 7.2 Pre-examination of the final project When the final project is completed and the supportive studies are at a sufficiently advanced stage, the advisory team draws up a statement for the Academic Council on the components comprising the doctoral dissertation and submits it to the director of the doctoral school at the candidate s request. In its statement, the advisory team must describe the main content of the doctoral dissertation and its different components and provide an assessment of whether the dissertation is ready for examination. If any components have been assessed as individual performances, (see Section 7.1), the examination records are included in the statement to the Academic Council. Based on the statement(s) on the different components of the dissertation and the statement of the candidate s primary supervisor, the Academic Council appoints at least two experts to act as preexaminers, using the appointment criteria stated in Sections 5 and 6 above. In addition, the Academic Council appoints a language examiner who submits a statement on the linguistic presentation of the dissertation to the Academic Council. The pre-examiners shall submit a written statement to the Academic Council on the doctoral dissertation, excluding any components which have been examined previously as separate performances. The examiners have three months to review the dissertation before submitting their statement. 7.3 Procedures related to the doctoral examination (Applied Study Programme) The Academic Council approves the final project for examination based on the pre-examiners 24

26 statements and any other statements on individual components of the dissertation, and the statements of the language examiner and the candidate s primary supervisor. The supportive studies included in the degree must be completed and registered before the candidate can be granted permission to defend the dissertation. When approving the dissertation for examination, the Academic Council appoints a final examiner or examiners and an Examination Chair. The candidate must be allowed the opportunity to comment on the selection of the final examiner(s) as specified in the Degree Regulations of Sibelius Academy. The candidate agrees on the date and time of the examination with the final examiner(s) and the Examination Chair. The public examination is conducted in accordance with the guidelines of the Academic Council. The final assessments are submitted to the Academic Council within one month after the examination, including a proposed grade (fail, pass, or pass with distinction). The examiner(s) may propose a pass with distinction if the dissertation component unequivocally fulfils the criteria for distinction with regard to the standard of the performance, the candidate's artistic development, and the functionality of the performed programmes. The examiners are given two months to review the thesis before submitting their statement. The examination of the licentiate thesis is organised in conjunction with a suitable doctoral seminar. The examiner(s) shall submit the examination report and grade proposal to the Academic Council, for attention of the director of the doctoral school, immediately after the examination. The statements must take into account all components of the thesis, excluding any components which have been previously examined as separate performances. The statement must clearly state the proposed assessment: fail, pass or pass with distinction. If a pass with distinction is proposed, the statement must clearly specify what minor modifications and additions would, in the assessors point of view, merit approval as a doctoral dissertation.
