6 PURPOSE OF THE GREEN BUILDING DEVELOPMENT GUIDE The Green Building Development Guide provides architects, developers, property owners, and others developing property in Pasadena an understanding of the relationship between the city of Pasadena s Green Building Practices Ordinance (Pasadena Municipal Code Chapter 14.90) and the US Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED ) Green Building Rating System.The intent of this guide is to explain Pasadena s plan check review and submittals requirements as they pertain to each LEED credit. LEED OVERVIEW The Green Building Practices Ordinance adopts by reference the LEED green building rating system as a consistent tool for measuring and evaluating a building s environmental soundness. LEED is a flexible system for that offers a range of options. The options, known as credits, are divided into five main categories with the intent that no particular building can garner all points in one category and claim to be designed green. The main categories are: 1. Sustainable Sites (SS) 2. Water Efficiency (WE) 3. Energy and Atmosphere (EA) 4. Materials and Resources (MR) and 5. Indoor Environmental Quality (EQ) A sixth category, Innovation in Design (ID), allows for points to be awarded for green attributes that are not identified in one of the main categories. The USGBC has developed a portfolio of green building rating systems based on building and development types which include: LEED NC for new commercial buildings LEED CS for core and shell building development LEED CI for new commercial interiors and major remodels LEED EB for retrofitting existing buildings and evaluating their performance LEED H for homes (residential) developments LEED ND for neighborhood development LEED for Schools LEED for Retail Buildings must prove achievement of a number of points for official recognition by the USGBC with Certification being the minimum level, and increasing levels being Silver, Gold, and Platinum (the highest level).the project design team is encouraged to refer to the USGBC LEED Reference Guides, website, and supporting information for a complete understanding of the LEED green building rating system. While this guide is intended to facilitate the design and construction of a building that meets the requirements of the Green Building Practices Ordinance, the city makes no claim that the project will receive an official LEED ranking as the submittals, review, and designation process of the USGBC may differ from that of the city. However, the city encourages the project owner to seek LEED certification on a voluntary basis after complying with the city s green building requirements. LEED Certification can add considerable market value to a building, including 4

7 increasing the leasing potential.through the city s Water and Power Department, substantial financial incentives are provided for projects that voluntarily attain LEED certification (see Appendix section). Furthermore, the city s Planning and Development Department offers professional guidance on LEED compliance at no charge to the applicant. Occasionally, a LEED credit may need interpretation. The USGBC has established an interpretation process whereby applicants can submit, in writing (on-line), their request for a credit interpretation or ruling (CIR) for peer review. Rulings made on previous interpretations are posted on the USGBC website (USGBC.org) and it is recommended that the applicant review these rulings for application to their project. PASADENA GREEN BUILDING SERVICES Pasadena offers many services to help prepare projects for the city LEED plan check review and certification with the USGBC. These services are free of charge for projects active within the city s design and permit process. Contact the city s Green Building Coordinator at the Permit Center to take advantage of these services. Initial Green Building Ordinance Consultation: This initial meeting with city staff, the city s LEED Accredited Professional consultant, and the project owner and design team is intended to provide an overview of the ordinance affect on the project permit process and the importance of addressing LEED requirements early in the design phase. During the consultation, explanations will be given on the LEED program, what documentation and submittals will be required for plan check, how to register the project with the USGBC, and how to use the USGBC on-line template system.this meeting is highly recommended for all projects and should be scheduled as soon as the project scope is defined and at the initial contact with the city. Project Design Review and Assessment: This half-day workshop provides green building assistance for the building owner, the entire project design team, and building contractor. The city s LEED Accredited Professional (AP) consultants will review the project s documents prior to the workshop, and provide guidance and assistance on developing LEED credits and green building goals. To help expedite the overall approval process, documents should be at the schematic or design development stage for this workshop, but projects in the construction document stage will also find this service useful. This workshop is highly suited for project teams without prior experience with green building projects or those that have not yet retained a project LEED AP. Construction Kick-off Presentation: This presentation provides information to general contractors and subcontractors on how to execute and document contractor related LEED credits and how to approach changes to approved LEED requirements made in the field. Contact the Green Building Coordinator at the city s Permit Center to schedule a meeting. Pasadena Water and Power (PWP) Programs: A variety of energy efficiency, water conservation, design development, financial incentives and rebates are offered by the city s Water and Power Department. PWP continually enhances its programs to meet customer needs therefore early coordination with PWP is recommended. PWP staff is available to attend initial project review to discuss program specifics. HOW TO USE THIS DEVELOPMENT GUIDE The intent of this guide is for the reader to reference a LEED credit and find the related city requirements and submittals in support of the credit.the development guide is divided into the six LEED categories with the credits 5

8 listed along with the credit intent and requirements established by the USGBC. For ease of identification, the LEED information is found at the top of the page in a table. As most projects subject to the Green Building Practices Ordinance will be new construction, the LEED NC v2.2 rating system was used for this guide. When using one of the other LEED rating systems (such as LEED CI), the reader should clarify with city staff the requirements as they may differ. Under each of the LEED credits, the reader will find a credit assessment and credit support information applicable to Pasadena. CREDIT ASSESSMENT In the description of each LEED credit, an assessment based on cost, frequency of application, and design and construction practices relative to Pasadena are indicated in a tabular format.the following defines the assessment fields: Required: This is either a LEED prerequisite (mandatory) or a California or Pasadena requirement that must be achieved in order to attain project approval irrespective of cost or project conditions. Applicants are strongly encouraged to comply with all prerequisites in order to pursue official USGBC LEED certification and to qualify for associated city incentives. Recommended: This credit is achievable in Pasadena and is likely to be cost effective. Possible: This credit is achievable in Pasadena if the correct project and site conditions exist, but may require additional design effort and/or cost. CREDIT SUPPORT Provided under each LEED credit is a description of the project application to Pasadena and whether the city requires submittals in support of the credit for plan check consideration.the following defines the support fields: Pasadena Leed Supplement: An explanation of the relationship and comparison of the LEED credit or prerequisite to Pasadena s requirements is given. There are a number of city codes that must be met irrespective of the LEED credit and these are identified under the appropriate credit. Credit Support: Some credits may not have any Pasadena LEED supplement requirements, but need further explanation. Plan Check Submittals: The Pasadena plan check process, documentation, information, and/or submittals for this LEED credit are listed; however the applicant should verify submittal requirements with staff prior to plan check. Projects that are considering official USGBC LEED certification should separately compile required documents as defined in the LEED Reference Guide as the Pasadena submittal may differ from that required by the USGBC. HIGHLIGHTS OF THE GREEN BUILDING PRACTICES ORDINANCE (PMC 14.90) For compliance with the city of Pasadena Municipal Code (PMC) Green Building Practices Ordinance, projects must provide information documenting ability to achieve the intent of the LEED credits sought by the project team, and meet the LEED ranking level indicated in the ordinance.the following project thresholds and LEED levels are requirements of the Green Building Practices Ordinance; 6

9 City buildings of 5,000 square feet or more of new gross floor area must attain LEED Silver certification at a minimum. City renovations of 15,000 square feet or more must attain LEED Silver certification at a minimum. All non-residential buildings of 25,000 square feet or more of new gross floor area must meet the intent of LEED Certified level at a minimum; larger commercial/institutional type buildings of 50,000 square feet or more must meet LEED Silver level. Tenant improvements of 25,000 square feet or more of gross floor area and requiring a building permit as determined by the building official or designee must meet the intent of LEED Certified level at a minimum. Mixed-use projects and multi-family residential projects that include a residential building of four stories or more in height must meet the intent of LEED Certified level at a minimum.while only municipal projects are required to attain official recognition by the USGBC, the city offers substantial financial incentives for projects receiving certification and for those seeking voluntary compliance. PROJECT PHASING: Certain large projects may be built in phases if approved by the city s building official. Applicants should consult with the city regarding the impact phasing a building may have on complying with the Green Building Practices Ordinance requirements. Phasing may include separate permit activity for construction and demolition, grading and foundation work, and separate building permits for individual buildings on a project site. See Plan Check section below for further details. PROJECT REVIEW: Projects subject to the Green Building Practices Ordinance must complete a number of activities. As these activities may change, applicants are recommended to consult with the city s Green Building Coordinator for updates. The following steps are basic requirements: STEP 1 Pre-Plan Check: 1. Retain the services of a LEED Accredited Professional as part of the design team. 2. Complete the LEED project registration on the USGBC website. 3. Review the Development Guide instructions for each credit for city review. Determine if the LEED online template must be completed, and/or if other supporting information must be included in the plans and/or specifications. STEP 2 Plan Check Submittals: 1. Submit a set of building plans and supporting documentation (specifications, energy calculations, etc.) indicated on the checklist template for LEED review. Contact the Permit Center Plans Routing Coordinator at (626) for more information on the plan submittal requirements. 2. Include on a sheet incorporated into the building plans, the applicable LEED checklist signed and dated by the LEED AP. The downloadable checklist templates must be used and are available on city s Green Building website ( 3. Provide an electronic version of the project LEED checklist to the city s LEED AP consultant. 4. Grant the city s LEED AP consultant access to the project LEED templates online (USGBC.org website). The city will retain a copy of the project LEED templates for its records when the project receives Final Sign-Off. 7

10 5. Foundation Only Permits: A completed LEED checklist is required for submittal indicating all the credits the project is intending to pursue. At this project phase the following credits require supporting documentation: SSp1, SSc1, SSc3, SSc4.3 SSc4.4 if garage parking is indicated on the foundation drawings, SSc6.1, SSc6.2, MRc2, MRc4, MRc5,EQc3.1. Other credits may need complete documentation if the design is affected by the foundation plans and specifications. All other credits will be verified when the building-phase plans are submitted. STEP 3 LEED Plan Check Review: 1. The city s objective is to review plans within four weeks of receipt and provide written corrections to the project applicant. Within the first week of receipt of the plans the LEED AP consultant will verify the following: Online USGBC access has been granted Online templates and supporting documentation appear to be complete The required LEED checklist is completed and incorporated into the plan set Specifications are submitted An electronc version of the LEED checklist has been forwarded 2. Upon verification, the review process will proceed. 3. If any submittal items are missing, the reviewer will contact the project team and the review will formally be put on hold.the four week process will begin again once all of the items requested have been received to the satisfication of the LEED AP consultant. 4. During plan review, if there are five or fewer LEED credits that are rejected during the course of the review, the LEED AP consultant will contact the project team directly and disuss credit issues for resolution.the project team has the option of correcting these issues within seven days or placing the plan review on hold. If appropriate corrections have been made within the agreed upon timeframe, the consultant will review the plans and forward approvals to the city. 5. If the project has more than five rejected credits the applicant will be notified and the project will be sent back to the city with a rejected checklist and correction comments. STEP 4 Construction: 1. The city s building inspectors will perform normal construction inspections and will verify compliance with the approved set of plans which include the LEED requirements. 2. For approved LEED credits that are changed during construction, immediately contact the city s LEED AP consultant to prevent unnecessary stop work notices, and construction and occupancy delays. 3. LEED credits may be compromised if all aspects of the project are not considered in advance, and this in turn may compromise building permit issuance and/or building occupancy approval. It is strongly recommended that a buffer of an additional three points be designed into the project to allow for points that may be jeopardized during construction.
