1 Welcome to the Greenwich Market Enhancements Public Consultation Greenwich Hospital is proposing a sensitive set of works to Greenwich Market in order to enhance its physical condition and function as an important local heritage asset, retail and visitor destination and contributor to economic activity in the town centre. The purpose of this public consultation is to clearly explain the evolving design proposals for the Greenwich Market enhancements and to obtain feedback on these. This feedback will be used to inform the ongoing development of proposals for the Market. Greenwich Hospital wishes to work in collaboration with stakeholders of Greenwich Market in developing and delivering a high quality, attractive and vibrant expanded Market facility at the heart of the town centre and World Heritage Site. Greenwich Hospital is an ancient Crown charity providing charitable support including annuities, sheltered housing and education, to serving and retired personnel of the Royal Navy and Royal Marines and their dependants. 2 Greenwich Market Enhancements Our proposals for the site are set on the following principles: 1. Enhance and Improve Greenwich Market and the Island Site 2. Enhanced and extended retail provision along 3. Provide a flexible outdoor space in 4. Improve permeability into the Market 5. Consolidate and reduce the storage and ancillary space The vision can be explained in three core areas: The Market - A new Market roof covering which retains the existing locally listed structure - Relaid cobbles to provide level, inclusive access - Integrated below ground electrical services - Refurbish and extend drainage systems - Enhance maintenance strategies - Rationalisation of the Market service requirements into two distinct areas - becomes a publicly accessible private space for Market events, seasonal shows and is a new amenity for Greenwich Town Centre - Soft green edge to the residential amenity comprising of Silver Birch trees and architectural planting - New pavilion structure - Extend behind 1 with new retail space - Restore the Banana Warehouse - Promote as a primary route into the island site and Market Enhance and Improve Greenwich Market Enhance and Improve Market gateways Flexible Market Space New retail incorporating the Banana Warehouse Ancillary Market facilities (storage and workshop) Concept plan of Greenwich Market Enhancements BOARD TWO
3 Greenwich Market Enhancements New Market Roof, Cobbles and Ground Plane The proposed works for the roof have been informed by the aim of minimum intervention together with the aim of enhancing the Market space for visitors and stallholders by increasing the light entering into the space and providing a longer lasting and more appropriate roof covering. The effect of removing the current corrugated plastic covering and replacing it with new glass and solid panels increases daylight and sense of place. The new roof will enhance the locally listed structure and the conservation area. The historic cobbles represent an important element to the Market space and provide an essential part of its heritage significance. Throughout the last 100 years repairs have been made, some in tarmac and brick which have damaged the overall appearance of the cobbles and present an uneven and unattractive alteration. In order to repair the granite cobbles and to provide a better surface for the operation of the Market the proposals include the relaying of the existing cobbles and the incorporation of new granite cobbles to replace the previous repairs. Our proposals for the Market area can be summarised as: Retained cleaned and painted existing steel structure New glass and solid roof Relaid existing cobbles New granite paving to replace modern brick patches New in-ground services New lighting scheme Updated fire alarm system Improved maintenance and cleaning Illustration of proposed Market roof Existing Market roof and covering An example of the proposed roof system as built Illustration of Greenwich Market site ground plan BOARD THREE
4 has lost its heritage significance through successive changes over time resulting in a chaotic area that detracts from the setting of nearby listed buildings and forms a gap site within the conservation area/whs. Enhancement of this area and its use as public open space is the key benefit of the proposed development. By removing the exiting storage units and opening the space up to the townscape will be enhanced. Proposed storage buildings will be low key and high quality, reflecting their functional nature whilst presenting an improved facade to the. Greenwich Hospital s vision is to create a pavilion that the Royal Borough of Greenwich can be proud of. The pavilion proposal is intended to reflect it s surroundings and provide a flexible covered area. The single use of metal as the material provides a distinct contrast from the rich historic surroundings. The proposed new pavilion is low rise, allowing the existing townscape to remain dominant. A unique fresh approach to a canopy in is taken in that it is a modern and versatile structure that sits within the historic setting without competing with the rich townscape of the buildings and their robust appearance. This design enhances the area to the north of, providing high quality design, unique to Greenwich that does not compete with but compliments the townscape. The metal covering for the roof will be developed to avoid glare from reflected sun. Views of will be improved by the proposals for the parcel of land to the north of it. 5 The existing buildings on the south side of date from the early 20th century and are of brick construction. This proposal seeks to retain what can be retained and is of interest and build on the character of the spaces by providing high quality retail space that is usable. As new shopfronts are required within the Banana Warehouse it is proposed to create a new shop window in the existing brick wall of the Banana Warehouse as well as a new window in the double height space of this building. This will create an active and animated frontage both during the day and at night, enhancing the streetscape of the southern side of. The profile of the new retail extension will create a unique retail space, creating more areas for the public to experience the rich tapestry of the Greenwich townscape.
