DUTIES Serves as the Airport Operations Department s and the Pass & ID Office s technical expert in database and Access Control and Alarm Monitoring (ACAM) administration for Washington Dulles International Airport (IAD). Oversees security controls of individual and/or group access rights and codes required to maintain physical security. --Manages the ACAM (CCure, Airport ICE, FIPS, etc.) and databases. Identifies opportunities to upgrade or replace hardware/software to meet current and future needs of its users and management, recommends changes and participates in the acquisition, implementation and follow-on management of such endeavors. Ensures system components function accurately and effectively. --Coordinates and oversees the planning, design and establishment of data entry standards used in the ACAM. Identifies and oversees key fields, and ensures the use of standardized descriptions. Establishes, reassigns, revises or deletes records in key data tables in response to system user requirements as applied through use of department policies and standards. --Reviews daily badge database submittals to the Designated Aviation Channeller (currently the Transportation Security Clearinghouse) and provides oversight correction of improper information. --Monitors, analyzes and evaluates the operation of the database. Monitors database transactions utilizing Microsoft Structured Query Language (SQL) to ensure correct usage of the database. --Ensures data integrity and security, and troubleshoots database system failures to isolate cause of problems in hardware, database software, application programs or control settings. Corrects problem or contacts appropriate resource such as application software support representatives. --Utilizes Crystal Reports, Microsoft SQL and other tools for designing and produces ad hoc and recurring reports, such as badge expiration status of employees of a concessions tenant, or identification card expiration status of all concession employees requested by TSA, and other customized customer-requested ad hoc reports. --Facilitates the development and manages standards and procedures used for entering information, and assists in training others (such as Physical Security Technicians) to update and maintain database information. --Troubleshoots and corrects, or rewrites, SQL code as necessary to restore server-based applications and to monitor database transactions to ensure correct usage of database. --Serves as technical advisor to the Security Network (SecNet) Domain Custodian and management team in respect to the Pass & ID Office s needs for computer hardware, software,

Evaluates change proposals, coordinates change development, and implements change. --Participates with management (or, as assigned, works alone or as part of a team) to seek out options for hardware and software to perform specific functions (e.g., provide ad hoc access to database tables and views). --Designs physical security access levels for individuals and/or groups. --Develops, tests and evaluates application responses to changes in operating, application, and data environments to ensure reliable and consistent results for the user community. --Manages the establishment and use of access codes used in various ACAM Secure/Automated Security System ( C-Cure/ICE ) groups and levels. --Serves as technical representative to the Airport Security Coordinator for service contracts with IT vendors. Helps identify vendors and review proposals, helps develop statements of work, prepares technical evaluations of contracts, monitors contractor s performance for compliance with contract terms and conditions, resolves technical problems, develops and justifies contract modifications, and supports contract close-out. --As assigned for limited periods, may serve as the Acting Manager of the Pass & ID Office. --As requested, helps review applicants technical experience and skill qualifications for employment in Pass & ID Office. --As needed, serves as a Physical Security Technician. [Certification in use of Microsoft SQL Server technology at the Microsoft Technology Associate (MTA) level comprises one form of evidence of progressively responsible IT experience that includes skill in daily use of a relational database.] PREFERRED QUALIFICATIONS The qualifications listed below (if any) are preferred and may be considered in the selection process, but they are not required to be rated qualified for this job. 1. Certification in Microsoft SQL Server technology at the Microsoft Technology Associate (MTA) level [or at a higher certification level, such as but not limited to Microsoft Certified Solutions Associate (MCSA) or Microsoft Certified Solutions Developer (MCSD)]. 2. Experience with Intellisoft Airport Ice. 3. Experience with Software House CCure. 4. Experience using Web-based training services and/or products. KNOWLEDGE, SKILLS, ABILITIES AND OTHER FACTORS (KSAOs) The following KSAOs are required for successful performance of this job and are a basis for rating and ranking applicants who are found to meet the MQs. All local, Federal, airport industry or Airports Authority specific bodies of knowledge listed below may be acquired on the job; ability to rapidly acquire them is required at the time of vacancy announcement closure. 1. Knowledge of, and skill in using, Microsoft SQL Server (and its primary query languages) to extract data and prepare reports regarding airport badged population to support requests from Airports Authority management, the Transportation Security Administration (TSA), or tenants, and to perform related functions. 2. Knowledge of and skill in using Microsoft SQL Server to troubleshoot, correct or rewrite SQL code as necessary to restore server-based applications and to monitor database transactions to ensure correct usage of the database. 3. Knowledge of and skill in using Crystal Report Writer (and other data reporting software) to provide ad hoc and recurring reports as requested, such as badge expiration status of employees of a concessions tenant, or identification card expiration status of all concessions employees requested by TSA, and many other customized customer-requested ad hoc reports.

Knowledge of and skill in using computer hardware and software (particularly database management) to serve as technical expert in database and Access Control and Alarm Monitoring (ACAM) administration, provide support to users and perform other computerrelated functions. 5. Knowledge of IT functions, from user support to administration (database, network and systems administration), to manage the ACAM, monitor database transactions to ensure correct usage of the database, to monitor, analyze and evaluate operations of database, and to perform related functions. 6. Knowledge of configuration management principles and applications and their influence on software applications and data structures to ensure data integrity and security to troubleshoot database system failures, to isolate cause of problems in hardware, database software and application programs or control settings, and to correct problems or contact appropriate resource for higher echelon IT assistance, such as application software support representatives. 7. Skill in problem solving to select, analyze and logically process relevant information (verbal, numerical or abstract) to solve a problem. This includes ability to recognize subtle aspects of problems, identify relevant information and make balanced recommendations and decisions. Examples include troubleshooting database system failures, isolating causes of problems in hardware, database software and application programs, and correcting problems or contacting appropriate resource such as application software support representative. 8. Interpersonal skills to interact with business contacts in a businesslike, customer serviceoriented manner. This includes establishing and maintaining effective working relationships with business contacts (including IT specialists and co-workers) to serve as technical advisor to the Security Network (SecNet) Domain Custodian and management team, evaluate and coordinate change development and implement changes. 9. RESPONSIBILITY Is responsible for managing all ACAM procedures, physical security access and codes at IAD, coordinating daily system operations to ensure consistency of application and serving as the operational focal point for interface with the user community. Work directly impacts the secure operation and issuance of airport identification badges.
5 S83800B, Page 5 Reports to the Manager of Pass & ID and advises the Airport Security Coordinator, who provide core assignments in terms of functional responsibilities, key issues, priorities, deadlines and expected problems. Special assignments may be made with more specificity. The incumbent works independently, continuously investigating opportunities to facilitate more effective ACAM workflow and reduce ACAM maintenance costs. Work is reviewed through reports and other means in terms of quantity, quality, timeliness, customer service and other factors, including office goals and measures, effectiveness of management decision-support, utility and practicality of options for system improvement, consistency of application of system procedures by users, and effectiveness of system security. Technical and administrative guidelines (including but not limited to TSA and FAA directives, database maintenance management texts, software documentation, the Airports Authority solicitation process and IT requirements) apply. The incumbent uses seasoned judgment to select and apply guidelines to particular situations, and to select or recommend guidelines in response to TSA or FAA directives. EFFORT Work is primarily sedentary. Typically sits for long periods while doing desk work; moves about to obtain/provide work information. On a regular basis, visits other offices and work sites. Regularly opens and closes file drawers and moves items weighing up to 15 pounds; sometimes moves items weighing 25 pounds or more. Constantly uses a computer, communicates by telephone and reviews computer printouts and documents containing small print, e.g., the size in a newspaper or smaller. WORKING CONDITIONS Works in an adequately lighted, ventilated and temperature controlled office setting. As needed, works as a frontline service provider (Physical Security Technician) at a front desk with walk-up customers. Is subject to job pressures from short deadlines, changing priorities, system failures, and job frustrations from demands for service that exceed available resources. OTHER SIGNIFICANT JOB ASPECTS Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies, such as meeting TSA security deadlines.
