1 Conference by Arab Reporters for Investigative Journalism, Amman 2-4 December 2012 Draft speech by HE Charlotta Sparre, Ambassador of Sweden (check against delivery) Your Excellencies Distinguished Participants Ladies and Gentlemen Dear Friends It s a great honour and privilege for me to speak at this opening of ARIJ s 4 th conference for Arab Investigative Journalists. annual Since I was standing here at last year s conference, the Middle East and North Africa region has undergone an extraordinary transformation. In the last year we have witnessed dramatic changes in many of the countries in the region. These developments were set in motion by courageous citizens mobilizing to demand greater participation in decision-making and greater influence over political processes. Their resilience, courage and commitment to pursue the aims of greater freedom and democracy has provided inspiration throughout the world. As neighbours to the MENA region, Sweden and the European Union support the peoples of the region in their legitimate hopes and aspirations for human rights, democratic change, social justice and economic development. In most countries of the region freedom of expression still has limitations and media freedoms are restricted. But this last year we witnessed how both traditional and new social media played an active role in covering the events and commenting on them. Red-lines have been crossed and subjects that previously were taboo are now raised and debated. Just to mention one example the mainstream media in Egypt was forced to start dealing with the issue of police-torture after bloggers posted videos of the mini-busdriver Emad el Kebir being sodomized by officers.
2 It is, indeed, very encouraging that a new generation of bold Arab investigative journalists armed with courage, perseverance and commitment are documenting serious issues of concern to their societies. I am proud that my country, Sweden, through the Swedish International Development Cooperation Agency (SIDA) recently signed an agreement with ARIJ, to support the organizations work for the next three years. It is SIDA s largest contribution to an Arab media project so far. Freedom of opinion and expression has been an integral feature in the evolution to democratic and participatory societies of today. The freedom s universality can not be disputed. The freedom of expression lies at the very heart of every person s right not to be oppressed. It is the linchpin for freedom. There is perhaps no other human right which better symbolises the interdependence of the different human rights. Without freedom of expression, many other human rights would never have been formulated, yet alone realised. The right to education, the right to cultural expression, the right to form trade unions and many other human rights depend on the right to opinion and expression. These freedoms are essential to development. My own country, Sweden, has a long history as a strong advocate for freedom of opinion and expression. Ever since the eighteenth century, freedom of expression has been of decisive importance to the openness of Swedish politics. Public access to government documents was initiated already in the Freedom of Press Act of The principle of public access provides that all information and documents created or received by a public institution must be available to all members of the public. The Principle of publicity has remained a fundamental component of Swedish politics, and has worked as a guarantee for openness, increasing the perceived legitimacy of government and politicians.
3 To receive information freely is a prerequisite for people to participate in society debates and the political life. Freedom of information and freedom to inform are questions of decisive importance in particular to investigative journalism. Only with a free access to information can media carry out its important task of scrutinizing politicians and other decision-makers through well researched and documented facts and figures, and consequently contribute to improve public sector s openness, legitimacy and responsibility. In the last decade new technologies and access to internet have created new possibilities to freely receive and spread information. New technologies allow for faster sharing of information. And they can be used to promote freedom of expression by providing individuals with unprecedented access to information. This includes new possibilities to make abuses known to the rest of the world, as well as to promote human rights. When realising the opportunities of new technologies, this certainly implies respecting freedom of opinion and expression. But it also includes an obligation to protect individuals and a right to privacy. Freedom of expression is a right, but also a responsibility. While working with increased access to information there is also a great need to increase the professionalism in media and make sure that journalists are equipped with sufficient tools to carry out their job in a professional and responsible manner. Sweden welcomes discussions on making the Internet more inclusive; thereby addressing the key issues of worldwide accessibility to the Internet, improved skills to utilise it and, finally, trust in its infrastructure. Through the focus on inclusiveness, we acknowledge the important link between freedom of expression and development and we stress the role that internet can play in this respect. All states are under the obligation to respect the freedom of expression and opinion. Governments belong to the people and people have the legitimate right to express their opinions about their Government s performance and also hold their Government accountable.
4 A free media, and investigative journalism in particular, is crucial to that accountability. Governments may not always like what the media publish, but without public knowledge and debate regarding Government action and policy, there will be no real accountability or sustainable development. Like others, my Government, sometimes faces criticism in the media of wrongdoing by our own authorities. But we always defend the right to publish. Sweden actively promotes freedom of opinion, expression and the media, including through development cooperation, for example by supporting the training and education of journalists in various countries and by extensive media support. Swedish development assistance to the Middle East North Africa is guided by a regional strategy. In addition to sustainable development that improves conditions for peace, stability and freedom, the strategy s overarching objective is to contribute to the strengthening of democratic governance and greater respect for human rights, especially women s rights and the freedom of expression. Special attention will be given to initiatives in support of independent media, and journalism, and new forms of media and communications, as well as to initiatives and reforms that aim at increasing accountability, transparency and respect for human rights. SIDA s cooperation with partners is based on local ownership, relying on our partners to develop their programs according to the needs that they identify. Looking back on the events of the last year, and forward to the coming ones, the importance of supporting media and freedom of expression becomes even clearer. As the countries in North Africa and the Middle East progress from revolutions and reforms to the construction of viable democratic systems, the media will be a crucial factor. Only countries that have a plural and free expression of opinions can truly be called democratic.
5 Investigative journalism with its questioning of established truths and exposure of wrong-doing, has a particularly important role in bringing about the core principle of a democracy: Accountability. [Or as someone has said: help to throw the rascals out.] Investigative journalism helps to contribute to an open and fact-based debate, that constitute an important instrument for the media s function as a watchdog over governance, and human rights, expose social and political ills, as well as address popular alienation, indifference and ignorance. In the field of media, ARIJ is a key partner for Sweden. Through its solid and hard work the organization contributes to the enhancement of journalistic standards in the region, to exchange of experiences from within and outside the region, as well as to strengthening of professional networking among journalists and reporters in the region. With these words, and with a special tribute to the amazing work by Rana Sabbagh and her colleagues, I wish you all a very successful conference!
