1 Proposal CIVITAS TRANSFER Call Identifier SST : Capitalising CIVITAS knowledge & experience (CSA-CA FP7-TRANSPORT-2013-MOVE-1) During the past two years, EMI and its consortium partners identified the research needs and knowledge needs in European cities and polycentric metropolitan areas from a research-based, practice-led approach in the EMI Knowledge and Research Agenda on Sustainable Urban Mobility. The current partners include large and smaller cities (e.g. Vienna, Zürich, Sevilla, Avrig, Budapest), universities (e.g. Delft University of Technology, VSB-TU Ostrava), private partners and other urban stakeholders (e.g. REC, Eurocities). These partners are now committed to bring the CIVITAS initiative further, capitalizing the existing knowledge, strengthening the role of universities and cities and bringing the research needs of CIVITAS to the new programme for research and innovation: Horizon Below you will find a first proposal for this in response to Call Identifier SST Capitalising CIVITAS knowledge & experience. Proposed Project Title: CIVITAS TRANSFER This Call Text calls for a necessary transfer of knowledge. CIVITAS TRANSFER denotes this transfer of knowledge as well as the (further) transferring stage ( passage ) to Horizon2020. Finally, the word transfer is related to travel and mobility. Fundamental aims/objectives as mentioned in the Call Text: Capitalise knowledge gained in previous CIVITAS ( City-Vitality-Sustainability or Cleaner and Better Transport in European Cities ) phases Strengthen the role of public authorities in stimulating transport innovation Provide a bridge to EU s next research and innovation programme: Horizon2020 This action should promote wider uptake of CIVITAS measures and develop capabilities relevant to the transport White Paper goals, building on existing support actions - including POINTER, VANGUARD and CATALIST - as well as relevant projects funded under CIVITAS, ELTIS, etc. Actions should include: 1) Development of CIVITAS Thematic Groups 2) Establishment of CIVITAS Advisory Groups 3) Professional Placements / Exchanges 4) Take-up actions 5) CIVITAS National/regional Networks Page 1 of 10

2 Blueprint CIVITAS TRANSFER As a first proposal, EMI has come up with a blueprint of how these Actions could be designed (see Figure 1 below). Following from this blueprint, a short explanation will be given as to how these instruments and actions will actually work. Finally, the expected impact (as outlined in the Call Text) has been linked to these specific instruments and actions. Discussions following this proposal will culminate in the further detailing of Work Packages, Deliverables and Milestones in CIVITAS TRANSFER. Figure 1 Blueprint CIVITAS TRANSFER Explanation of components in Blueprint The is an interactive online web-based learning platform. The (existing) CIVITAS Forum is the succesful physical 3-day conference held annually, where around 300 participant cities and EU representatives on urban mobility meet and discuss urban mobility- related issues. The CIVITAS Pl@tForum builds on, strengthens and connects the CIVITAS Forum in a virtual surrounding. It is an Page 2 of 10

3 online Platform where the (daily) activities of all Thematic Groups are made visible to the cities, the discussions of the CIVITAS Advisory Groups are made visible to all experts and there is a link to all CIVITAS National and Regional Networks. Besides its discussion and forum function the Pl@tForum digital environment should also function as a digital benchmarking website with an Urban Mobility Scoreboard. In that way, the builds on the success of the CIVITAS Forum by involving and bringing together all stakeholders in a single online environment. CIVITAS Helpdesk For many cities/experts who were not involved in CIVITAS demonstration projects, the CIVITAS initiative is famous, but not known. The CIVITAS Helpdesk can function as the single entry point for all cities/experts interested in CIVITAS knowledge. The CIVITAS Helpdesk has an internal function for cities/experts already involved and an external function to new interested cities/experts: - internal : CIVITAS Helpdesk functions as a catalogue of CIVITAS demonstration activities, cities/experts can contact the Helpdesk interested in specific knowledge - external : CIVITAS Helpdesk functions as the single entry point where all interested cities/stakeholders can ask for help how to become involved in the CIVITAS initiative. They can be helped in the digital environment of the CIVITAS Thematic Groups CIVITAS Thematic Groups comprise a broad range of interested stakeholders. These groups will be established for the eight CIVITAS measure categories and for areas such as transport planning, citizen engagement etc. Thematic groups will stimulate programme level knowledge transfer, dissemination and long-term evaluation. In CIVITAS TRANSFER the Thematic Groups play an important role with practiceled research-recommendations based on the lessons learned in CIVITAS demonstration projects. Researchers from specific CIVITAS Advisory Groups will be linked with the CIVITAS Thematic Groups. Further, several Ambassador cities of the Thematic Groups play a role in the professional placements/exchanges with learning cities. The Thematic Groups are also linked with the take-up actions and the CIVITAS Activity Fund. The activities of the Thematic Groups will be made more visible by means of the digital environment of. All CIVITAS Thematic Groups involved in CIVITAS TRANSFER will be able to contribute to an urban practice guide with do s and don ts for urban practitioners. These are the CIVITAS Thematic Groups in the CIVITAS TRANSFER proposal: 1. Clean vehicles and Clean Fuels 2. Collective passenger transport 3. Demand management strategies (access restrictions + pricing disincentives) 4. Mobility management 5. Safety and security 6. car-independent lifestyles 7. Energy-efficient urban freight logistics 8. Transport telematics (systems, use of traffic data) Page 3 of 10

4 9. (Citizen and stakeholder involvement) 10. (Integrated planning and SUMPs) 11. (Land-use policies & infrastructure) Thus, the eight CIVITAS measure categories are the above 8 Thematic Groups. Thematic Group 9 and 10 have been added based on what was outlined in the call text. Thematic Group 11 has been added based on findings of the EMI Knowledge and Research Agenda Sustainable Urban Mobility. CIVITAS Advisory Groups Based upon CIVITAS experiences, Advisory Groups will support development and implementation of strategic initiatives, anticipating the next research and innovation programme Horizon 2020, and informing EU urban mobility policies in the Action Plan on Urban Mobility and the White Paper on Transport CIVITAS Advisory Groups will be related to the activities of cities in the Thematic Groups with research-based policy recommendations. After consultation with the Political Advisory Committee the CIVITAS Advisory Groups will also try to directly influence the Horizon 2020 discussions with (practice-led) research recommendations. Further, there will be an active search for synergies with Cohesion Policy to take up the lessons from CIVITAS demonstration projects in urban mobility and Research & Innovation. The CIVITAS TRANSFER consortium will, in consultation with the European Commission, establish the Advisory Groups and deliverables (e.g. International state of the Art: Research and Policy Review, technical reports and action plans). These placements may involve lead cities from the CIVITAS network, able to offer exchanges and/or host training to learning city practitioners. In the CIVITAS TRANSFER consortium these professional placements/exchanges are very much related to the work done in Thematic Groups. Cities, already actively involved in the consortium, are themselves operating as leading (when experienced) or learning (when not experienced) city practitioners. Further, the networks of the urban stakeholders will be actively used. Professional placements/exchanges are offered on the themes of the CIVITAS Thematic Groups. Take-up actions As in the professional placements/exchanges action, this action will involve experienced lead cities from the CIVITAS network willing to offer support for transferring know-how of successful measures to learning cities, based on competitive calls and analysis of transferability potential. A CIVITAS Activity Fund will be managed to provide partial Financial support to beneficiaries of take-up activities (especially smaller and medium-sized cities). The CIVITAS TRANSFER consortium will build on the approach followed Page 5 of 10

6 by the previous CIVITAS Activity Fund (same partner involved). Also, links will be established with the projects under topic SST : take-up of transport innovation in urban and regional transport. A specific role in the CIVITAS TRANSFER consortium is also reserved for SMEs, as they can speed up the process of market take-up of innovative transport measures. The practice guides do s and don ts for city practitioners on the themes of the CIVITAS Thematic Groups will be spread widely by means of the take-up actions. CIVITAS National and Regional Networks Specific budget will be allocated to establish complementary or maintain existing national/regional networks to promote awareness, ensure results dissemination and take-up following the approach taken in already established CIVINET networks. In CIVITAS TRANSFER various large cities (e.g. Vienna, Sofia) previously missing in CIVITAS, will be active partners in the consortium also in setting up the CIVITAS national and regional networks. These cities can play an inspirational role in their region, but will also be important for ensuring dialogue (and translating when necessary). Network organisations also have good relations with (large) cities not yet involved in the CIVITAS initiative. These cities will be encouraged to play an active role in the CIVITAS national and regional networks. The will function as the on-line entry point of the CIVITAS National and Regional Networks. The CIVITAS Helpdesk can help new cities discover linkages and connect them to cities in their region/country in the national and regional networks. Further Actions necessary in consortium: 1. Reporting of results, dissemination activities and action plans 2. They will function as leading cities in the CIVITAS Thematic Groups, will engage in professional exchanges and will function as instigators in take-up actions. Further, especially larger cities will play an active role in setting up national/regional networks in countries with little previous CIVITAS involvement. Furthermore, some city professionals will be present in CIVITAS Advisory Groups to explain the practice-led research needs as emerge from the Thematic Groups. Active involvement universities in consortium Page 7 of 10

8 The CIVITAS TRANSFER consortium includes some high-standing academics and universities. These will be fully part of the consortium, possible leaders of CIVITAS Advisory Groups, but also actively involved in the Thematic Groups, to come up with research-based policy recommendations. Also, when it comes to the international State of the Art: Academic and Policy Review will be mostly written by academics on the different themes of the CIVITAS Advisory Groups. Active involvement network organisations and private partners in consortium Many urban stakeholders have been actively involved in earlier CIVITAS calls and projects. Many of them will fulfill the roles they previously performed in earlier CIVITAS projects like CIVITAS VANGUARD, NICHES+ and CIVITAS CATALIST. Further, the private sector is actively involved in issues related to ITS & Technology. When it comes to market take-up actions, SMEs will be especially actively involved, for example with a very active role for (umbrella organizations of) SMEs in urban transport. Added value of CIVITAS TRANSFER With this bid priority is given to the exchange of research and demonstration results 1. CIVITAS has helped demonstration projects (at least 61 demonstration cities) across Europe with innovative measures and take-up actions. More visibility and wider uptake of CIVITAS measures is ensured. With research-based, practice-led approach, the practical (i.e. experiments) is strongly supported by a firm academic/research base. This is visible in the organizational blueprint as well as content-wise. With the current EMI Consortium, there is much knowledge and experience (a proven track-record) when it comes to CIVITAS and other CIVITAS programmes such as CIVITAS POINTER, VANGUARD and CATALIST. This is especially necessary as links via CIVITAS TRANSFER with these and other programmes (NICHES+ and SST ) must be established in this CSA. Critically, the Consortium covers a geographically widespread area with dedicated partners across Europe including Eastern Europe. Consortium partners include cities, universities, private partners, network/representative organisations and other urban stakeholders. Based on the recently completed EMI Knowledge & Research Agenda on Sustainable Urban Mobility, CIVITAS TRANSFER can capitalize research results (research recommendations by city practitioners, position papers by researchers, state-of-the-art) as well as highly transferable and generalizable action-oriented policy recommendations (do s & don ts for urban practitioners). This leads to two multiplier effects: 1 A necessity according to CIVITAS PAC Position Paper: Future of Research and Demonstration within CIVITAS, December 2010 Page 8 of 10

9 1.) Research-based evaluation and monitoring of demonstration projects, culminating in the identification of research needs for the urban mobility programming in Horizon2020. In other words, CIVITAS TRANSFER will bridge the gap between FP7 and Horizon ) Practice-led transferable and recommendations together with an action-oriented programme and large network ensures not only transferring best practices but especially transferring lessons learned, thereby capitalizing knowledge. Links with CIVITAS POINTER, VANGUARD, CATALIST, NICHES+ and other initiatives Consortium partners: many partners in the EMI consortium on Sustainable Urban Mobility have a proven track record in earlier CIVITAS programmes, like CIVITAS POINTER, VANGUARD and CATALIST. Also, the best activities in these CIVITAS programmes will be part of CIVITAS TRANSFER: CIVITAS POINTER and monitoring, evaluation: The CIVITAS POINTER project has proven to be very good in the start-up of monitoring demonstration projects, data collection and standard management tools. Regarding the utmost importance of monitoring and evaluation to bridge FP7 and Horizon2020 this approach will be extended with some of the same leading partners. CIVITAS VANGUARD and communication campaigns: The CIVITAS VANGUARD project with its European-wide communication campaigns to disseminate the results of CIVITAS activities has raised awareness about the demonstration projects. This will continue during CIVITAS TRANSFER. CIVITAS CATALIST and Activity Funds, Best Practice Transfer Actions: the funding of smaller projects (parallel with large demonstration projects) of the CIVITAS Activity Fund will continue, but with a CIVITAS helpdesk to deal with questions on the Activity Fund and to be open to all European cities. Also the best practices will continue to be disseminated, but especially as lessons learned with do s and don ts for city practitioners and research needs. NICHES+ and recommendations: The NICHES+ Research Recommendations and Policy Recommendations targeting European research community, EU policy makers and high level city policy makers will be extended based on more demonstration projects. The CIVITAS Advisory Groups will help in drafting these recommendations. The recommendations will be distributed on a large scale and in an easy-reading format in CIVITAS TRANSFER. SST :??????????????? Links with Action Plan Urban Mobility, White Paper Transport and Directive 2009/33/EC The Action Plan on Urban Mobility (2009) proposed twenty measures to encourage and help local (and regional, national) authorities in achieving their goals for sustainable urban mobility. This comprehensive package will be evaluated, and a review of the implementation of the Action Plan will be assessed in The lessons of this mid-term review and the needs for further action will play a large role in CIVITAS TRANSFER. The European Commission will be assisted with the implementation of the Action Plan. CIVITAS TRANSFER will especially assist on the following actions: Page 9 of 10

10 1. Action 1: accelerating the take-up of Sustainable Urban Mobility Plans (SUMPs) 2. Action 2: sustainable urban mobility and regional policy: synergies with Horizon Action 10: research and demonstration projects for lower and zero emission vehicles 4. Action 11: Internet guide on clean and energy efficient vehicles 5. Action 15: Analysing the needs for future funding: a specific CIVITAS Advisory Group will be installed to deal with this issue 6. Action 16: upgrading data and statistics: of major importance in CIVITAS TRANSFER and dealt with at the online ; benchmarking urban transport in European cities, more indicators, general measurement of data (large role universities in consortium) taking into account results of study in Action 17: setting up an urban mobility observatory: CIVITAS TRANSFER will assist the European Commission and set up a with web-based learning, benchmarking (European Urban Mobility Scoreboard) and an online contact point for the thematic CIVITAS networks. 8. Action 18: contributing to international dialogue and information exchange The White Paper Roadmap to a Single European Transport Area Towards a competitive and resource efficient transport system (2011) has been a source of inspiration for the EMI consortium on sustainable urban mobility. Especially the new type of mobility as proposed in the accompanying working document of the White Paper: The necessary transition from a primarily car based personal mobility in cities to a mobility based on walking and cycling, high quality public transport and less-used cleaner passenger vehicles Various targets and measures have been proposed by the European Commission in the White Paper. CIVITAS TRANSFER with its online benchmarking urban transport with the European Urban Mobility Scoreboard will help to make data and indicators more visible. Measuring improvements and reviewing the targets in urban transport will be one of the major goals of the consortium. Policy recommendations and research recommendations will then help the European city and research community on sustainable urban mobility to bring the goals of the White Paper further and relate this to Horizon2020, Europe2020 and (the urban dimension of) cohesion policy Further, CIVITAS TRANSFER will take into account Directive 2009/33/EC: Directive on the Promotion of Clean and Energy Efficient Road Transport Vehicles with special attention for a broad market introduction of environmentally-friendly vehicles. Links will be established with the SST consortium to work on public procurement schemes. These schemes can be a powerful market mover for the introduction of new technologies and CIVITAS demonstration projects can function as a good start-up of monitoring and evaluating public procurement schemes.
