5 Indigenous energy resources Romania has a diversified, but quantitatively reduced range of fossil and mineral primary energy resources: crude oil, natural gas, coal, uranium ore, as well as significant potential of renewable resources that can be valorized. Lignite reserves can be efficiently exploited still for about 40 years, at a production level of about 30 million tons / year. Reduction and closing of underperforming coal mines led to a situation where only about 30% of the total geological coal reserves can be found in the concession perimeters. Except renewable energy sources, lignite is the only indigenous primary energy carrier, which, in terms of resources, can contribute significantly to covering the consumption demand for electricity production over the next 2-4 decades. Primary energy production in Romania, based on both the exploitation of fossil primary energy reserves, coal and hydrocarbons as well as those of uranium ore, in the most optimistic case, will not grow over the next 2-3 decades. In the timeframe , Romania will remain dependent on primary energy imports. The dependence degree will depend on the discovery of new internal resources which can be exploited, of the integration degree of renewable energy sources and of the success of energy efficiency increase measures.

7 Impact of the increased share of RES In 2013, there was registered an increase of the installed power plants producing electricity from renewable energy sources, approved by ANRE for the promotion system, from approximately 2300 MW to 4300 MW o The level provided by PNAER is 3315 MW The total installed power in plants producing electricity from renewable energy sources (including hydropower plants with installed capacity higher than 10 MW) reached approximately 10,000 MW In terms of the impact of the renewable energy contribution within the bill paid by the final consumer, in 2013, there was registered an important growth, from approximately 30 Lei/MWh to approximately 53 Lei/MWh Following the adoption of Government Ordinance 57/2013 (postpones part of the green certificates until 2017), the value of the contribution decreased to approx. 34 Lei/MWh At the same time, the electricity price on PZU decreased by more than 25%
