2 Introduction A. Disclaimer This report is issued without prejudice, for the exclusive use of the undersigned purchaser. It is based on the professional observations made by the undersigned marine surveyor. This survey report is issued subject to the condition that neither the surveyor, nor his firm, are to be held liable for errors of any kind. This includes any omission, negligence, inaccuracy, misrepresentation or misstatement in this report, or in his performance as a marine surveyor. This report represents a statement of observed conditions at the time of the survey, within the limitations described in Section B. Scope of Survey, and is neither a guarantee nor a warranty of the condition of the vessel, its hull, machinery, unforeseen or undetected damages or other conditions that may exist. By accepting this report, the individual employing the services of the surveyor accepts the terms of performance and the limitations and exclusions noted above. B. Scope of Survey This survey was conducted on September 3d 2012 in the presence of the owner. The vessel was on the hard and covered with tarps... No invasive method was used, which includes the removal of any fastener, panel, paint, structural or secondary member. The survey is based on a careful inspection of all accessible portions of the vessel s structure and components. Although AC and DC were available on board, electrical components were inspected visually only. The engine and generator were not operated and were subjected to a visual inspection only. The reclining mast and its rigging were inspected. The stabilizing sail was not inspected. The anchor lines were inspected but not measured. Percussion soundings and moisturemeter readings (with the GRP 33 moisture meter) were used as the method to inspect the hull and the deck. The moisture meter was calibrated on March 10 th In relation to moisture-meter readings, because of the variables involved in testing moisture (relative humidity, lamination protocol, voids in the laminate, instrument calibration, ambient temperature), the following terms are used to express moisture content in laminates: with GRP: for readings below 1% : dry, for readings between 1% and 2 % : moist, and for readings between 2% and 3%, saturated. For wood, in this case, the hull, absolute readings were used from 0% to above 30%. The temperature during the survey was 26 C. C. Standards and References 1. I certify that the photograph of the Canadian registry plate, which appears below on this document was personally taken by the undersigned on the date indicated below. Date: September Michel Savage Accredited Marine Surveyor, SAMS Summary of Vessel The Duc de Kent was built as a fishing vessel in New-Brunswick according to plans of cape Islanders in In , the vessel underwent a complete restoration including covering the entire hull and deck with several layers of GRP, new engine and a myriad of other changes and improvements. Equipped with a 2-stroke 212 HP diesel engine with only about 95 hours, this vessel is exceptional. The quality of restoration is exceptional, particularly in the details. The present owner has paid attention to everything the vessel is truly exceptional. Fully equipped and more, including stand, inflatable dinghy, electronics, excellent ground tackle, this vessel is equipped for long-distance cruising at 10 knots. The Duc de Kent is also unique, no other vessel quite like her. Classic lines, lots of teak on deck and inside, excellent layout, comfortable and safe. 5 Valuation of Vessel A: Statement on the general condition of the vessel On the day of this survey, the general condition of Duc de Kent was Bristol. The grading of condition, as developed by BUC Research, and accepted in the marine industry, for a vessel at the time of the survey, determines the adjustment to the range of base values in the BUC Used Boat Price Guide (and other base values), for a similar vessel sold within a given time period, as a consideration to determine the Market Value. The following is the accepted marine grading system of condition: Excellent (Bristol) condition: The vessel is maintained in mint or Bristol fashion usually better that factory new loaded with extra equipment a rarity. Above average condition: The vessel has had above average care, equipped with extra electrical and electronic gear. Average condition: The vessel is ready for sale or operation in intended waters requiring no additional work and normally equipped for her size. Fair condition: The vessel requires usual maintenance to prepare her for operation or sale. Poor condition: The vessel requires substantial yard work and is devoid of extra equipment. Restorable condition: The vessel s hull and engine are in good enough shape to justify the restoration of the boat to useable condition. B: Statement of Valuation - Market value On this day, the market value of Duc de Kent was 275,000 $ CAD This value was obtained as follows. The Duc de Kent is a unique vessel restored from a fishing vessel. The restoration was home-made by exceptional artisans, the Laliberte Brothers, in Quebec City. In evaluating this vessel, one must ask the question: what is it possible to buy on today s market for 250,000 $ to 350,000 $, and compare the available vessels to Duc de Kent. In doing so, we realize that several trawlers from 1990 to 2006, 42 to 44 feet with one diesel engine are available in excellent condition, built in solid fiberglass, with extensive modern electronics, with asking prices of 250,000 to 300,000 $ USD. Now these vessels are not unique (Selene, North Pacific Pilots, etc), but they are solid fiberglass, they are professionally finished inside, they are equipped with modern systems and equipment. As of today, of all trawlers listed on in length from , only 4 out of 41 have a single diesel engine all the others have two. Furthermore, the Duc de Kent, although unique, is not an antique per say and cannot derive value from that. We believe that 275,000 $ CAD reflects the quality of craftsmanship, the attention to detail, the quality of equipment and systems, the engine with few hours, and the fact that the vessel has been tested in real life navigational conditions. For a composite (wood-grp) vessel, this is indeed a good price, well worth it. The Fair Market Value is the most probable price in terms of money, which a vessel should bring in a competitive and open market under all conditions required to a fair sale, the buyer and seller, each acting prudently, knowledgeably, and assuming the price is not affected by undue stimulus. Implicit in this definition are the consummation of a sale as of a specified date and the passing of title from seller to buyer under conditions whereby: a. Buyer and seller are typically motivated; b. Both parties are well informed or well advised, and each acting in their own best interest; c. 6 e. The price represents a normal consideration for the vessel sold unaffected by special or creative financing or sales concessions granted by anyone associated with this sale. C: Replacement Cost The Estimated Replacement Cost indicates the retail cost of a new vessel of the same make/model with similar equipment offered by the same manufacturer. Thus, the boat s replacement value was taken directly from BUCNET, adjusted to the Quebec market and used as the reference to establish the Estimated Replacement Cost of the subject vessel as follows: The Replacement Value of Duc de Kent is 600,000 $ CAD Surveyor s Certification I certify that, to the best of my knowledge and belief, The statements of fact contained in this report are true and correct; The reported analyses, opinions, and conclusions, limited by the reported assumptions and limiting conditions, are personal, unbiased, and professional. 7 Recommendations Deficiencies noted under Major Deficiencies (Safety) should be addressed before the vessel is next launched. These findings represent an endangerment to personnel and/or the vessel s safe and proper operating condition. Findings may also be in violation of various marine safety standards. Deficiencies noted under B. Other Deficiencies needing attention should be corrected within a year of this survey to maintain standards and to help the vessel to retain its value. Deficiencies listed under C. Observations mostly deal with cosmetics and/or do not endanger vessel or personnel A. Major Deficiencies (safety) A-1: Generic recommendation: Make sure that this vessel complies with the requirements of the Canadian Coast Guard in matters of safety equipment and overboard discharge of black and gray waters. Sail and Power Boats over 12 m and up to 24 m ( ) 1. One (1) lifejacket or PFD for each person on board 2. One (1) buoyant heaving line at least 15 m (49 3 ) long 3. 8 B. Other Deficiencies B-1: The AC wiring is not approved by ABYC. Recommendation. ABYC recommends mutli-strand 600 Volts marine use AC conductors. Monitor the situation. B-2: There is a second hose clamp missing on the engine exhaust system. Recommendation: According to ABYC, all connections must be secured with two hose clamps in the exhaust system. 9 B-3: Positive studs on starter and on starter solenoid exposed to short circuits. Recommendation: Protect the positive studs. C. Observations C-1: Some degrading of wood core on starboard cabin side fwd, as evidenced by saturation readings and percussion soundings. The owner reports having solved the water penetration cause.
