1 digital health and care Technology opportunity Action Plan June 2013 An Action Plan within the Framework for Action for the Technology and Engineering Sector in Scotland TEchnology AdviSory group
2 introduction this document forms part of the Framework for Action, a portfolio of documents developed under the auspices of the technology Advisory group (tag). the tag includes representatives from large and small companies and the public sector with a remit to develop the technology and engineering sector and encourage the use of innovative technology across the broader economy in Scotland. the Digital Health and care innovation partnership (DHcip) is developing an overarching digital health and care delivery strategy for health and care in Scotland which will be released at a later date. DHcip is an influential grouping whose membership includes public sector, (Scottish government, nhs and the enterprise agencies), academia and the third sector. this document is the tag s response to DHcip s developing strategy. Scope of DigitAl HeAltH AnD care technology Digital Health and Care Technology (DHc) supports service delivery in the health and care markets at the overlap of: Digital Health and care technology (DHc) supports service delivery in the health and care markets at the overlap of: Informatics (comms, data analytics and data security) to provide useful information, both at community and personal scale, to support delivery of tailored services; Telehealth and telecare (the monitoring of health and care outside a hospital environment in people s own homes; the management of the health and care of those people; and assisting their communities to support them); and Diagnostics (point-of-care and first-point-of contact diagnostics for all patients or those with suspected conditions). context Health and care markets are being driven by two factors: people s preferences to manage their own health and care as our population ages there are increasing numbers of people who have health and care issues with associated increasing costs. over 80% of the cost of health care is consumed by people aged over 65. new approaches to health and care, enabled by ict, will be required. Health and care providers in the public and private sectors are under considerable financial pressure. it is estimated that the increase in spending on health and care are roughly similar throughout the western world. As an example, in Scotland if methods of delivery of health and care are unchanged there will be an estimated cost increase of 22% in the years to the eu market for DHc products and services is estimated to be worth more than 40bn per annum by gartner has estimated the global market will have cagr of between 18 and 22% to StrengtH AnD capability of ScotlAnD Scotland is building competitive advantage to address this attractive market, based on the following factors: there is strong political commitment to deploy DHc at scale, this will change the way that health and care are delivered in Scotland. the Scottish government is pursuing the integration of adult health and social care. Scotland is already perceived within the eu to be the leader in DHc innovation, development and adoption; its reputation in europe and globally is that of a country that is innovative and visionary. the management and governance structure for the delivery of Digital Health and care in Scotland is developing. this is being coordinated through the Digital Health and care innovation partnership (DHcip) whose membership is drawn from public, private, academic, enterprise agencies and third sector organisations. there is nascent cross sector engagement and commitment thus making it easier for companies to engage with nhs, care providers, academia and enterprise agencies to develop market ready solutions. the recently funded Digital Health institute (DHi) will connect industry to demand side requirements to provide an innovation space and enable controlled access to trial products, services and process improvements in live health and care environments with robust governance and evaluation in order to stimulate successful impact. 3 the DHi will enable advanced and rapid innovation thereby facilitating contacts and relationships to and between all of the partners. Scotland is unique in having computerised health records with a single reference number for every individual in Scotland; this makes trials, evaluation and research easy, fast and meaningful. the population in Scotland is of a sufficient scale to be a useful test bed and is about the same size as a sub-region or state in other countries. A strong and diverse company base (180 companies), with a high percentage being market leaders. there is demand side pull for innovative Solutions in Scotland. 3
4 ViSion AnD objectives there are three vision themes for Digital Health and care technologies, each of which is supported by a number of objectives. in addition there are three overarching objectives which are needed to support the Vision themes. these are: Overarching Objectives ob1 - to support applications to eu, tsb and other research and development programmes. ob2 - to support national and international conferences, events and meetings. ob3 - to form an internationally recognised cluster in Scotland capable of targeting global markets and attracting inward investment. Vision 1 - Scotland will be recognised globally for the quality of its digital health and care delivery in the public and private sector. Supporting objective 1: V1.1 - to work in collaboration with DHcip to support Scotland in this position. Vision 2 - Scotland will be recognised as a leader in Digital Health care solutions, products and services supplied by companies and research organisations. Supporting objective 2: V2.1 - to establish the DHi as the provider of skills, innovation, commercialisation and business support primarily for Scottish based companies and also to work with international organisations where benefit to Scotland can be realised. V2.2 - to provide market intelligence to support companies and other organisations. V2.3 - to provide access to finance for high risk and start-up organisations. V2.4 - to establish infrastructure and access to equipment to enable strong product development, design, test and certification. Vision 3 - Scotland will increase gva, exports and FDi from the Digital Health care sector at a rate greater than the market average for this sector, or for technology in general. Supporting objective 3: V3.1 - to project a strong and coherent image of Scotland as a DHc innovator; the place to do this work and use this to attract companies to locate in Scotland and contract for r&d. V3.2 - to assist Scottish companies to export and address collaboration, supply chain development and regulation barriers.
