TO COMPLETELY CONFORM AO 1-7, AS AMENDED, 3 TO THE INTENT OF A PREVIOUS FLOOR AMENDMENT TO MAKE RESIDENTIAL PROVISIONS OF THE INTERNATIONAL ENERGY CONSERVATION CODE EDITION (IECC) INAPPLICABLE TO 6 RESIDENTIAL CONSTRUCTION BY DELETING ALL THE SUBSTANTIVE 7 RESIDENTIAL PROVISIONS OF THE IECC, THE LOCAL AMENDMENTS THERETO THAT WERE PUBLISHED, AND REFERENCES IN OTHER PROVISIONS OF THE BUILDING CODE, RETROACTIVE TO APRIL 1, 16. WHEREAS, the Municipality of Anchorage first enacted energy conservation standards for residential buildings on January 1, 0 with the adoption of the International Energy Conservation Code (IECC) 06 Edition by 1 AO 07-17; 1 16 WHEREAS, in AO 1-7, as amended, the Assembly repealed and 1 7 reenacted Title 23, Building Codes, of the Anchorage Municipal Code, including adoption of the IECC Edition, with local amendments that deleted some 1 provisions; 21 WHEREAS, a floor amendment the Assembly approved to change the 22 residential provisions of the IECC identified for deletion by local amendment from 23 sections "R2 through R" to "R1 through R01" was implemented as 2 written, but the legislative intent expressed on the record at the February 23, 16 2 Assembly meeting was broader in scope: to delete all residential provisions of the IECC so it is inapplicable to all residential construction; 2 WHEREAS, to effectuate the legislative intent by the aforementioned floor 2 amendment, the code provisions adopted by AO 1-7, as amended, need to 3 o be further amended to (1) delete the substantive residential provisions of the IECC 31 which were left intact (sections R02 through R0, "Building Thermal Envelope", 32 "Systems", "Electrical Power and Lighting Systems (Mandatory)" and "Simulated 3 3 Performance Alternative (Mandatory)"), (2) delete the local amendments to the 3 residential provisions of the IECC that, by this amendment, are not being adopted, 3 and (3) delete the reference to the IECC contained in the International Building 3 6 Code, AMC chapter 23.; 3 s WHEREAS, the Office of Economic and Community Development, 3 Development Services Department, and Municipal Attorney's Office reviewed the o inconsistency between the written amendment, the final published AO as amended, and the record of the Assembly meeting, and recommends this

Anchorage Municipal Code chapter is hereby amended to read 7 as follows (the remainder of the chapter is not affected and therefore not set out): 1 CHAPTER LOCAL AMENDMENTS TO THE INTERNATIONAL ENERGY CONSERVATION CODE EDITION *** *** *** R1-R0 [1] [SECTIONS]. Delete all IECC Residential Provisions 1 Delete the IECC Residential Provisions. The IECC shall not apply to 16 residential buildings [SECTIONS R1 THROUGH R01.
