2 Amended Sections of the 2003 International Fire Code with Alarm System Requirements Permits Required: Permits required by this code shall be obtained from the chief or his/her designee. The permit fee of ten dollars ($10.00) shall be paid prior to issuance of the permit. The permit fee for a city department shall be waived, however, a permit is still required. Issued permits shall be kept on the premises designated therein at all times and shall be readily available for inspection by the fire chief or his/her designee. Permits shall be obtained prior to engaging in the following activities as noted in the respective code section: Amusement buildings Open burning Pyrotechnical special effects material Required construction permits. The following permits are required and shall be issued by the Bettendorf Building Inspection Services Department as set forth in the sections noted below. Permit fees for construction permits shall be as established under the International Building Code Automatic fire-extinguishing systems Compressed gases Fire alarm and detection systems and related equipment Fire pumps and related equipment Flammable and combustible liquids Hazardous materials Spraying or dipping Standpipe systems Temporary membrane structures, tents and canopies Making false report. Making false report: False alarms shall not be given, signaled or transmitted or caused or permitted to be given, signaled or transmitted in any manner. To do so is a municipal infraction as well as a Code of Iowa infraction. See also sections 19-6, 19-7, 1-9 and 1-8 of the Municipal Code Frequency. Fire drills and tornado drills in Group E Occupancies shall be conducted in accordance with the State Code of Iowa. The building fire alarm system shall be used for fire drills, however prior to the drill, the fire alarm monitoring company must be contacted and advised that a drill will be occurring. Fire drills shall include the complete evacuation of all persons from the building or portion thereof used for educational purposes. Exception: The staff member responsible for notifying the fire department and handling emergency communications. Fire and evacuation drills in residential care assisted living facilities shall include complete evacuation of the premises in accordance with Section Where occupants receive habilitation or rehabilitation training, fire prevention and fire safety practices shall be included as part of the training program.

Permits shall be required as set forth in Sections and Three copies of construction documents, specifications and hydraulic calculations must be submitted to the City of Bettendorf Building Inspection Services Department for review as noted in section Permit applications must be completed and submitted along with the applicable permit fee to the Bettendorf Building Inspection Services Department Group A. A manual and automatic fire alarm system shall be installed in accordance with NFPA 72 in Group A Occupancies having an occupant load of 300 or more. Portions of Group E occupancies occupied for assembly purposes shall be provided with a fire alarm system as required for the Group E occupancy. Excception: Manual fire alarm boxes are not required where the building is equipped throughout with an automatic sprinkler system and the alarm notification appliances will activate upon sprinkler flow Group E. Group E occupancies must have a manual and automatic fire alarm systems as required by the Iowa Administrative Code 661 Chapter 5. The fire alarm system must be monitored by a central station alarm service Manual fire alarm boxes. Manual fire alarm boxes shall be installed in accordance with Sections through Manual pull stations shall be double-action pull stations Location. Manual fire alarm boxes shall be located not more than 5 feet (1524 mm) from the entrance to each exit. Additional manual fire alrm boxes shall be located so that travel distance to the nearest box does not exceed 200 feet (60,960 mm). Exception: Manual pull stations for Group E occupancies shall be as required by the Iowa Administrative Code 661 Chapter Zones. Each floor shall be zoned separately and a zone shall not exceed 22,500 square feet (1860 m 2 ). The length of any zone shall not exceed 300 feet (91,440 mm) in any direction. See also section of the Municipal Code for fire alarm zones and of the Municipal Code for addressable systems. Exception: Automatic sprinkler system zones shall not exceed the area permitted by NFPA Zoning indicator panel. A zoning indicator panel and the associated controls shall be provided in an approved location. The visual zone indication shall lock in until the system is reset and shall not be canceled by the operation of an audible-alarm silencing switch. Addressable systems shall also have indicator panels and the device indication shall lock in until the alarm is reset and shall not be canceled by the operation of an audible-alarm silencing switch Duct smoke detectors. Duct detectors shall be provided for all air handling systems exceeding 2000 CFM. Duct detectors shall be located as required by the Mechanical Code. Remote alarm indicators with integral test and reset switches shall be installed in locations as required by NFPA 72. These remote indicators shall be appropriately labeled. Duct smoke detectors shall be connected to the building s fire alarm control panel when a fire alarm system is provided. Activation of a duct smoke detector shall initiate a visible and audible supervisory signal at a constantly attended location. Duct smoke detectors shall not be used as a substitute for required open area detection.

The supervisory signal at a constantly attended location is not required where duct smoke detectors activate the building s alarm notification appliances. 2. In occupancies not required to be equipped with a fire alarm system, actuation of a smoke detector shall activate a visible and an audible signal in an approved location. Smoke detector trouble conditions shall activate a visible or audible signal in an approved location and shall be identified as air duct detector trouble Monitoring. When a fire alarm system is required by this chapter, an approved central station alarm service in accordance with NFPA 72 shall monitor fire alarm systems. Exception: Supervisory service is not required for: 1. Single- and multiple-statoin smoke alarms require by Section Smoke detectors in Group I-3 occupancies. 3. Automatic sprinkler systems in one- and two- family dwellings. 5 City of Bettendorf Municipal Code Section Fire Alarm System Requirements Sec FIRE ALARM SYSTEM REQUIREMENTS: General: Fire alarm systems shall meet the requirements of this section, the requirements of Chapter 9 of the 2003 edition of the International Fire Code and the requirements of the 1999 Edition of NFPA 72 National fire Alarm Code Primary Fire Alarm Control Panel (FACP): The primary fire alarm control panel shall be located in a heated location approved by the Fire Department A single silence switch shall control the evacuation alarms inside a building along with the outside horn and light Alarm verification is required as a feature of the primary fire alarm panel when it serves 20 or more devices Fire Alarm Annunciator Panel (FAAP). Complexes with multiple buildings, remote access points or a twenty-four (24) hour front desk, shall provide remote panel annunciators for each of the buildings at this desk that indicate the location of an alarm. Other annunciator panels may be required for large buildings, for buildings where the fire alarm control panel is not located near the primary entrance, or as otherwise required by the fire department. Annunciator specifications shall meet the requirements of the department Type and Location of Devices. Fire alarm system devices shall be installed as required by the International Fire Code and the National Fire Alarm Code (NFPA 72) Outside Alarm & Light: Every building with a fire alarm system shall have an outside audible alarm (minimum 85db) and flashing light (minimum 80,000 candlepower) The outside alarm and light shall be located on the side of the building that is facing the street or primary access approach as approved by the Department The outside audible alarm and light shall activated upon all evacuation alarms Fire alarm outside audible alarm shall be silenced with the primary panel silence switch Alarm Visual signals: Audible warning and alarm signals in public areas of occupancies required to be accessible to handicapped or disabled persons shall be accompanied by simultaneous visual signals for the benefit of those with hearing disabilities Audible warning and alarm signals in dwelling units and guest rooms in multiple family residential buildings required to be accessible to handicapped or disabled persons shall be accompanied by simultaneous signals for the benefit of those with hearing disabilities. Audible warning and alarm signals in public areas serving these designated dwelling units and guest rooms shall also be accompanied by visual signals Heat and Smoke Detection: All system detectors shall lock on and have a solid red light when in alarm All system smoke detectors shall reset from the fire alarm panel Any lockable room or area that has smoke or heat detection devices shall have a remote indicating light. Exception: Any room or area annunciating as a separate and distinct zone or when the alarm system is an addressable system Heat detectors shall be used in areas that are likely to contaminate smoke detectors, causing false fire alarms, or areas that are unheated.

6 Magnetic Hold-Opens: All doors with magnetic hold open devices shall release upon an evacuation alarm Replacement Devices: Replacement devices shall be provided. A ratio of one smoke detector for every twenty-five (25) detectors (minimum of two (2) for each type. All other devices shall be provided at a ratio of one device for every fifty (50) (minimum of one). One replacement rod for each pull station shall be provided as required by the department An approved, lockable, labeled storage cabinet for replacement devices is required. A typed inventory list shall be attached to the inside of the door identifying the quantity, model, and type of device stored Special tools for opening duct detectors, tamper switches, pull stations or any other device shall be provided Labeling. The fire alarm panel, remote annunciator, remote indicating lights including remote duct detector indicator test and reset switches, and firefighter telephone jacks shall be labeled. Labels shall be word graphic, of a durable material, permanently attached, on a contrasting background and easily legible. Engraved plastic labels are recommended. TYPICAL LABELING EXAMPLES AUTOMATIC FIRE ALARM FIRST FLOOR DUCT DETECTOR - ZONE 7 RTU - 2 ZONE/DEVICE DESCRIPTION FLOOR LEVEL or LOCATION SPRINKLER WATER FLOW BASEMENT SPRINKLER TAMPER ALARM GROUND FLOOR Monitoring Company Identification Label: A label identifying the contracted service company, business telephone and 24 hour telephone shall be provided. This label shall be self-adhesive or otherwise permanently attached and placed on the front of the primary fire alarm panel Alarm Level of Audibility. All fire alarm systems shall provide a sound level of not less than sixty (60) dba at ten (10) feet three (3)m or more than one hundred twenty (120) dba at the minimum hearing distance from the audible appliance; in all areas of the building with all intervening doors closed. The primary concern is that sixty (60) dba be provided at the sleeping level of all occupied areas. The system shall be capable of providing sixty (60) dba to all areas of the building simultaneously Occupancies such as nightclubs, discos, dining and drinking establishments with amplified music, shall install strobe lights that activate with the horns and shall have a fire alarm activated power disconnect to the sound source. All other occupancies with a normally high ambient noise level shall install strobe lights that activate with the horns. The horns in these occupancies shall provide an alarm fifteen (15) dba over ambient up to a maximum of one hundred twenty (120) dba Area of Alarm Audibility Buildings three (3) stories or less in height shall sound an evacuation alarm throughout the entire building. All buildings four (4) stories and higher shall sound the evacuation alarm on the fire floor, and the floor above and the floor below and in the stairtowers. Fire alarm systems for four story and higher buildings must also be capable of sounding an "all call" evacuation alarm.

7 No horns shall be provided in stairtowers. Visual alarm indicating devices shall be provided in stairtowers. Buildings equipped with an Emergency Voice Communications System (EVCS) shall also have speakers provided in the stairtowers No audible alarm device signaling an evacuation alarm shall be installed within 20 feet of a Fire Command Center or a primary fire alarm panel No audible alarm device signaling an evacuation alarm shall be installed in an elevator car All fire alarms initiating devices including kitchen hood extinguishing systems shall initiate an evacuation alarm. Exceptions: 1. Single station smoke detectors located within dwelling units shall not cause an evacuation alarm to sound. 2. The activation of any tamper zone shall not sound an evacuation alarm Trouble Indicators. All fire alarm zones, emergency voice communication zones, and telephone communication zones shall annunciate trouble per zone, both audibly and visually at the fire alarm control panel. Addressable systems shall also annunciate trouble Fire Alarm Zones. The following zones are required where applicable: (refer to 2003 IFC Section as amended) 1. Automatic Fire Alarm per floor or portion thereof. 2. Main Sprinkler Water Flow. 3. Sprinkler Water Flow per floor or portion thereof. 4. Tamper Alarm per floor. 5. Each stairwell. 6. Each elevator shaft. 7. Each "Group A" occupancy. 8. Kitchen-hood extinguishing system. 9. Duct detectors, one HVAC system per zone. (See ). 10. Low air for dry sprinkler systems An addressable fire alarm system is strongly recommended if the building is large or comprises several zones. If the contractor elects to install a non-addressable fire alarm system, the size and location of all zones shall be approved by the fire department on a case by case basis during the plan review process. An addressable system must be installed in buildings three (3) or more stories in height or larger than fifty thousand (50,000) square feet Zone Definitions: Fire alarm initiating devices include smoke detectors, heat detectors, manual pull stations, duct detectors, sprinkler system water flow switches and kitchen hood extinguishing systems. Tamper Alarm: Tamper switches shall be treated as an initiating device. Tamper switches shall be activated by the closing of any sprinkler or standpipe control valve and shall initiate a visual and audible trouble alarm at the fire alarm control panel and at any fire alarm annunciator panels. Low Air Alarm: Activates upon loss of air pressure in dry pipe sprinkler systems prior to charging the system. Trouble: Separate for each required zone and panel circuit Alarm Systems and Elevators. (See section also.) All elevators shall automatically recall upon activation of an evacuation alarm Elevator Recall: All elevators within the buildings shall automatically recall to main entry level or alternate floor. Any detection device activated on the primary recall floor shall cause the elevator to recall to an alternate floor as approved by the department.

8 Elevators automatically recalled shall return to normal operation upon resetting of fire alarm system or by manual switch operation at fire alarm panel Elevator Location: Fire command centers shall have an elevator annunciator that visually indicates the location of the elevators and operational status Alarm System with Telephone Communications. Firefighter telephone communication systems shall be installed in all buildings five (5) stories or over All fire department telephones must have the ability to communicate (cross-talk) with each other Each fire department telephone phone when activated, must annunciate both audibly and visually at the primary fire alarm panel and must indicate the location of the phone jack that is used. A silence switch per zone is required. When the telephone system is in use and another telephone is plugged in, the panel must re-signal this both audibly and visually. The following fire department telephone communication zones are required: Each Floor (or portion thereof) Each Elevator car Each Elevator equipment room Main Sprinkler control valve room Fire department telephone jacks shall be installed integral with manual pull stations or within six (6) inches of the pull stations. Each telephone jack shall be labeled with its location. TYPICAL LABELING EXAMPLES: Garage Level First Floor N. Stairtower Stairtower 3 Third Floor Grid 5 Corridor Roof Penthouse Elevator Equipment Room A minimum of six (6) spare fire department telephones shall be provided at the primary fire alarm panel and each remote annunciator. Additional telephones may be required at the discretion of the fire chief or his/her designee The spare telephones required in section shall be stored in a lockable storage cabinet. This cabinet shall be labeled "Firefighter Telephones" A permanently installed fire department telephone handset shall be provided in the main sprinkler control valve room Alarm System in Buildings with Automatic Sprinklers. All sprinkler systems shall be connected into a fire alarm panel when required by code All sprinkler systems shall have an interior horn and light, and an exterior horn and light assembly connected to the fire alarm panel. All horn circuits shall be supervised. A single silence switch shall control all interior and exterior horns and lights. The portions of the building that are protected by the sprinkler system shall have horns that provide sixty (60) dba with all intervening doors closed per section Exception: 1. Interior strobe lights may be omitted in R-3 occupancies. 2. Any existing building retrofitted with only a sprinkler system and not already having a fire alarm system is not required to provide supervised horn circuits or a silence switch, however the panel shall be clearly labeled to indicate how the water flow is silenced. An exterior horn and light meeting the requirements of section shall be installed. Interior horns shall also be installed. Interior horns shall provide sixty (60) dba to all areas protected by the sprinkler system Coordinated efforts by the sprinkler, fire alarm, electrical, general and monitoring contractors are necessary to ensure a problem free installation and final acceptance.

9 Retransmission of Alarm Signals. The following signals are required to be telegraphed separately and distinctly to an approved central station alarm service when applicable: (see 2003 IFC as amended and NFPA 72) 1. Trouble (common) 2. Tamper (common) 3. Low Air (common dry sprinkler system only) 4. Automatic & Manual Fire Alarm all alarm zones 5. Sprinkler Flow Alarm all water flow zones A combination fire/security alarm is permitted when approved by the chief and only if the signal transmitted to a central station alarm service is such that activation of the fire alarm system and activation of the security alarm can be differentiated by the central station alarm service Remote buildings served by a common fire command center must be capable of providing retransmission signals as shown in this section Fire Alarm Monitoring. The following are required to have supervised telephone lines for fire alarm monitoring. Monitoring shall be performed according to the 2003 International fire Code Section as amended and NFPA Fire alarm systems when required by code. 2. Sprinkler systems when required by code Retransmission devices (transponders) shall be UL or FM listed and meet the requirements of NFPA Automatic telephone dialing devices to transmit an emergency alarm shall not be connected to 911, fire or police dispatch, or any fire department telephone number Final Acceptance Testing. A fire alarm final inspection shall be performed prior to issuance of certificate of occupancy. After the fire alarm final inspection has been completed, the system shall be placed into service prior to occupancy of the building The fire department should be contacted at least twenty-four (24) hours prior to the final inspection so that a fire department may be present to observe the testing Prior to the fire alarm final acceptance testing, the fire alarm supplier shall perform a one-hundred (100) percent inspection of the system, per NFPA A record of completion and alarm system certification shall be provided as required by NFPA 72. In addition to the information required by NFPA 72 the following is also required: System Installer: Company Name Address Telephone System Supplier: Company Name Address Telephone As-built drawings of the fire alarm system shall be provided to the fire department Fire Alarm System Inspection. Inspection, testing and maintenance shall be conducted as noted in section of the International Fire Code and NFPA 72.
