1 DETE: VET in Schools Find more information here: View the presentation here: VET in Schools AV presentation script Slide 1 The Department of Education, Training and Employment is pleased to present an overview of the changes to vocational education and training in schools, otherwise known as VETiS, which is funded by the VET investment budget in Queensland. This presentation provides: background and rationale for the changes a summary of the changes coming into effect from 1 July 2014 an overview of the VET in Schools VET Funding Framework Information on who can deliver VETiS funded by the VET investment budget; and Information on Industry proposal funding submissions. Slide 2 An important message regarding VETiS. This VET in Schools presentation only applies to VET in Schools training activity that is funded by the VET investment budget in Queensland. Changes to VETiS will be implemented from 1 July 2014 as a result of the VET investment plan, but they will not affect VET in Schools that is: resourced and delivered by school registered training organisations; funded through fee-for-service arrangements; or are school-based apprenticeships and traineeships. Slide 3 In Queensland, most VET in Schools training activity is resourced and delivered by schools, which are registered training organisations. In 2012, more than three-quarters of VET in Schools training activity was resourced and delivered by school registered training organisations. 1 Department of Education, Training and Employment VET in Schools AV script
2 In the same year, only 23% of VET in Schools activity was funded by the Department s VET investment budget. It is only within this VET in Schools activity where the changes from 1 July 2014 will occur. School-based apprenticeships and traineeships are separate to VET in Schools. 2 Department of Education, Training and Employment VET in Schools AV script
3 Slide 4 Changes to VET in Schools from 1 July 2014 are restricted to training activity which is funded by the Queensland Government s VET investment budget. Students wishing to undertake VET at school can still undertake any qualification across a range of industries as there will be no change to VET in School training which is delivered and resourced by school RTOs. Similarly, students are still able to access a range of VET qualifications through fee-forservice arrangements. There will also be no change to the arrangements for school-based apprenticeships and traineeships, or for students who commenced their VETiS training prior to 1 July Slide 5 Changes to VETiS activity, which is funded by the VET investment budget, stem from the recommendations of the Queensland Skills and Training Taskforce. In late 2012, the Taskforce identified that VETiS be delivered within a strictly applied framework that supports the achievement of the Government s economic goals. Therefore, funding needs to be focused on employment outcomes and aligned to the needs of industry. In response, the government reaffirmed its commitment to providing VET in Schools to support student retention, attainment and transition to further education or employment. VET investment is being directed towards VET in Schools qualifications that deliver clear employment pathways. Slide 6 Great skills Real opportunities is the Queensland government s five-year reform action plan for further education and training. It is the catalyst for changes to VET investment for VET in Schools activity. Key features of the Great skills Real opportunities action plan are fully contestable training funding; targeted investment based on industry advice; closer alignment between training and employment opportunities; and increased choice and access to training for students. Slide 7 The Government s new funding framework for VET in Schools reflects the categories of Exploration, Education and Employment. VET investment will only support the employment stream, that is the delivery of occupational-specific skills and knowledge to the technical standard required in the workplace, in areas of priority identified by industry. 4 Slide 8 The two main changes to VET in Schools are the funding of qualifications that lead to employment and the introduction of contestability. From 1 July 2014, the VET investment budget will provide funding for students to complete one Employment stream qualification. Schools and students will have a greater choice of training providers and can choose any registered training organisation who is approved by the Department of Education, Training and Employment as a pre-qualified supplier under the Certificate 3 Guarantee. These reforms will increase the flexibility of VETiS training arrangements and provide schools and students with greater choice when selecting a training provider that best meets their needs. Slide 9 Regardless of how a qualification is funded, a student who completes a Certificate 3 (or higher) qualification while at school is still eligible to access other government subsidised training programs post-school, such as fee-free training for Year 12 graduates, and the Certificate 3 Guarantee. These vocational education and training programs can provide further study options for VET in Schools students following the completion of Year 12. Slide 10 Employment stream qualifications include a range of certificate I and II qualifications, that have been identified by industry as suitable for delivery in a school setting and helping VETiS students get employment on completion. The list of qualifications is on the training section of the department s website. Any foundation skills that students require to complete a VET in Schools qualification such as literacy and numeracy skills should continue to be delivered and funded by schools. Students who wish to undertake a certificate III at school, funded by the VET investment budget, should do so as a school based apprentice or trainee. However, other certificate III qualifications delivered outside of school based apprenticeships and traineeships may be considered for VET investment funding where a local need for the skills has been identified and local employment opportunities exist. It is important to remember that students are still able to undertake a certificate III qualification that is resourced by a school RTO or students and parents. Slide 11 Employers are able to submit an industry proposal funding submission for consideration of VET investment funding for other qualifications. This should be where local arrangements have been brokered between employers and schools for employment of VETiS graduates 4 Department of Education, Training and Employment VET in Schools AV script
5 and employers guarantee employment of successful VET in Schools graduates. The Department of Education, Training and Employment s relevant regional office must be consulted in the development of any Industry Proposal Funding Submission. The submission of these proposals is limited to employers. Submissions for funding will not be accepted from registered training organisations. Slide 12 Schools and students undertaking VETiS, funded by the VET investment budget, will be able to choose any RTO who is approved by the Department of Education, Training and Employment as a Certificate 3 Guarantee pre-qualified supplier. The choice of registered training organisation and arrangements for enrolment with the selected registered training organisation should be made by the school, in consultation with students and their parents. Departmental regional offices can assist schools by providing advice and assistance regarding registered training organisations that can meet the VET in Schools requirements of schools and local industry. However, the choice of registered training organisation is to be made by the school. Registered training organisations who wish to deliver VET in Schools (funded by the VET investment budget) must be approved as a pre-qualified supplier. School registered training organisations cannot be a pre-qualified supplier. The funding follows the eligible student to their chosen pre-qualified supplier and is paid directly to the supplier on submission of the student s validated training data. Registered training organisations delivering VET in Schools funded by the VET investment budget must adhere to all policies, requirements, standards and KPIs specified in the policy and terms of the pre-qualified supplier agreement. Slide 13 VET in Schools, funded by the VET investment budget will be fee-free for students. The government determines the level of subsidy available. The maximum subsidy for VETiS students will be paid in most circumstances. The subsidy for each VET in School qualification should cover the costs associated with participating in the training. However, in some instances there may be a shortfall between the subsidy level and the fees charged by the pre-qualified supplier. This is known as the cocontribution fee. This fee should be paid by the school to the pre-qualified supplier. A pre-qualified supplier must disclose any fees upfront and clearly publish them on their website. This allows schools and students to be informed of all training costs and compare co-contribution fees across different pre-qualified suppliers.
