2 The legal of Recogni4on The Lisbon RecogniBon ConvenBon (LRC) Council of Europe and UNESCO Basic rules: - The right to have a fair recognibon of your educabonal qualificabons in another signatory country establishment of ENIC- NARIC centres - Recognise a foreign degree at the same level unless the competent recognibon authority can prove substanbal differences between foreign and similar nabonal programme - - RecogniBon principles should be based on recognibon of learning outcomes and not of equivalence
3 The legal of Recogni4on LRC and QA: Competent recognibon authority should take due account of formal QA systems and results. Subsidiary texts: Code of good pracbce in the provision of transnabonal educabon (2001) and RecommendaBon of the recognibon of joint degrees (2004) TNE Programmes must be legally established providing and awarding insbtubons must comply with rules in all parbcipabng countries
4 The legal of Recogni4on Competent recognibon authoribes may make the recognibon of joint degrees condibonal on all parts of the study programme leading to the degree and/or insbtubons providing the programme being subject to QA All parts and all insbtubons must be accredited/recognised according to legislabon in all parbcipabng countries. No menboning of ESG s, EQAR, Cross- border QA RecogniBon therefore in many countries depending on QA decisions in all parbcipabng countries
5 Danish principles of recogni4on and cross border QA LegislaBon on joint programmes and Danish programmes offered abroad allows cross border QA by agencies registered in EQAR Cross border QA of Danish programmes/insbtubons is allowed the foreign QAA must comply with Danish legislabon on QA and the final decision is taken by the AccreditaBon Council. Danish QAAs are not allowed to operate abroad on foreign nabonal programmes only in relabon to joint programmes with Danish insbtubons parbcipabon
6 Danish principles of recogni4on and cross border QA In Denmark: A Bachelor Degree from Italy will be recognised if the InsBtuBon/programme is accredited/recognised by a recognised Italian QAA or a foreign QAA if this is done according to Italian legislabon RecogniBon of joint degrees: DK accepts single cross border QA of the programme if legally established in parbcipabng countries and the QA is done by a formally recognised QAA applying ESGs/registered in EQAR or a formally recognised QAA outside EHEA.
7 Danish principles of recogni4on and cross border QA A consorbum offering a legally established joint programme with 3 fully accredited insbtubons and one legibmate but not- accredited provider: - recognibon if all parts of programme is studied in recognised insbtubons and accredited through cross border QA or any other formally recognised QA arrangement - considering recognibon if part of the programme is studied in the legibmate non- accredited insbtubon through cross border QA or any other formally recognised QA arrangement
8 European Approach for QA of Joint Programmes Too many obstacles in accreditabon of joint programmes nabonal legislabon not allowing cross border QA, nabonal regulabons sbpulabng too many regulabons in master programmes Proposal for procedures for recognibon of one single Cross Border QA of joint programmes by EQAR registered QAA relevant to both insbtubonal and programme accreditabon
9 European Approach for QA of Joint Programmes A European approach will definitely enhance recognibon of joint degrees accredited in a single accreditabon procedure by cross border QAAs registered in EQAR Will strengthen EHEA cooperabon in QA and consolidate mutual trust in QA cooperabon Cross border QA and single QA procedures are an obvious development following European agreements of ESGs and EQAR register.
