1 DATE ISSUED: 03/12 JOB DESCRIPTION TITLE Director of Library Information JOB SUMMARY The position provides leadership for TWU Libraries through planning and implementation of new technology and the management and support of library legacy technologies. The position is responsible for ensuring quality and reliable delivery of library technology systems and services. In order to support the University s teaching and research mission, the position works with librarians, the University s Technology and Services, staff, faculty, as well as university departments under Finance & Administration whose work impacts the delivery of library services. This position reports to the Dean of Libraries and serves as a member of the Administrative Team. Work is performed under administrative direction and performance is based upon completion of assignments and results obtained. The performance evaluation is conducted through the performance evaluation system in accordance with the University Policies & Procedures and is based on the accomplishment of defined objective and the effectiveness of the assigned library functions. ORGANIZATIONAL RELATIONSHIPS Reports to: Supervises: Dean of Libraries Librarian III, Systems Engineer, Specialist II PRIMARY DUTIES - May include, but not limited to the following: Provides leadership and manages the Systems staff comprised of a Web Librarian, Systems Engineer and Technology Specialist. Establishes departmental goals, objectives, and operating procedures consistent with the Libraries strategic plan. Develops a technology plan that builds on the University s and the Libraries strategic plans to address new opportunities and pursue possibilities of adapting technology to better deliver library services. Ensures all library hardware and software is properly configured, updated, and operational. Page 1 of 5

2 Coordinates and manages the integrated library management system (ILS), collaborating with acquisitions, cataloging, interlibrary loan, reference, and other library teams to provide the direction and support for configuration, development, and management of the (ILS). Establishes and maintains communication channels within the Library, across the University campus and contributes to a consultative and collegial work environment. Leads the investigation and implementation of emerging technology. Generates management reports and works with staff that compile data and create reports. Negotiates with vendors of library systems, software, and services, consulting with the Dean of Libraries and appropriate Technology and Services staff. Prioritizes work and assesses and troubleshoots systems problems and services. Oversees the delivery of web services. Serves on appropriate Library and University committees. Contributes to Library and University policies. Keeps current with trends and issues in the IT industry, including current technologies and costs. Researches the marketplace to find products that supports the Library technology needs. Responsible for establishing job standards for subordinate staff and effectively evaluating staff under charge. The performance evaluation is conducted through the performance evaluation system and in accordance with the University Policies & Procedures. ADDITIONAL DUTIES s campus events hosted by the Libraries. Performs other duties as requested. EDUCATION Bachelor s degree required. Master s degree in Library Science from an ALA accredited institution or equivalent advanced academic qualification in information technology or information services, preferred. EXPERIENCE Five years job related work experience in computing and/or communications required, preferably in libraries. Demonstrated knowledge of library information technology standards, protocols, issues, and trends. Demonstrated project management skills. Supervisory experience. KNOWLEDGE, SKILLS, AND ABILITIES - The following are essential: Proven knowledge of library operations software and systems, experience in developing and implementing web and database applications. 3 Evidence of innovation in implementing emerging information technologies. Expertise with application of information technology in library operations and services. Proven experience successfully managing change and building partnerships within the library, across campus, and in the greater community. Expertise with the application of information technology in library operations and services, including knowledge of library operations software and systems. Demonstrated ability to apply IT to library management which requires knowledge of metadata standards, search and retrieval. Substantial exposure to data processing, hardware platforms, enterprise software applications, and outsources systems. Motivated and self-directed with the ability to contribute to a collaborative environment and motivate others. Evidence of innovation in implementing emerging information technologies. Demonstrated ability to plan, manage and oversee complex projects with diverse technological and equipment needs and to develop and implement a library technology plan. Proven ability to manage in a highly-collaborative environment of teamwork and cooperation. Skill in managing change and building partnerships within the library and across campus. Capacity to listen closely to discussions from a variety of partners in order to put those conversations into a larger context for the organization to consider and act upon. Evidence of commitment to professional development and scholarly activities through research, publication, and/or service to national and regional professional organizations. Experience with library management systems (currently the Ex Libris environment) or one major repository software as well as familiarity with UNIX command structure and system administration utilities, Apache, Perl, Oracle SQL, SFTP. Demonstrated proficiency with Microsoft Office Access. Understanding of library standards (MARC, Dublin Core, Z39.50). Ability to manage multiple projects and assignments concurrently and effectively. Strong analytical, troubleshooting, and problem solving skills. Ability to train, provide customer support, and/or writing technical documentation. Ability to plan, direct, and evaluate a complex operation, using manpower, time, funds, and other resources for the accomplishment of long-term and short-term goals of the library. Ability to establish and maintain effective work relationships with students, faculty, staff, and the public. Ability to work successfully with external vendor support and documentation. Ability to provide administrative guidance within area of responsibility, providing direct training and supervision as needed. Ability to apply budgetary and fiscal planning techniques within financial constraints. Ability to organize work effectively, conceptualize and prioritize objectives and exercise independent judgment based on an understanding of organizational policies and activities. Ability to integrate resources, policies, and information for the determination of procedures, solutions, and other outcomes. Strong interpersonal skills and ability to communicate clearly and knowledgeably, verbally and in writing. Ability to work a flexible schedule, including some nights, weekends, and holidays. WORK ENVIRONMENT Supervisors are responsible for maintaining an environment that is free from discrimination, intimidation, coercion or harassment, including sexual harassment. Work is performed indoors in an office setting. The noise level is usually low to moderate. While performing the duties of this position, the employee may be required to travel. SAFETY Supervisors are responsible for the safety of their employees by creating and maintaining a safe work environment. New employees should be provided with safety instruction during the first 30 days of employment and receive, as applicable, annual refresher safety training. Supervisors should operate equipment safely and report any unsafe work conditions or practices to Management or Safety Coordinator. Supervisors should insure that employees work in a safe manner and submit injury/accident reports to the Office of Human Resources within 24 hours of notification.
