16 CONCLUSIONS (1) Increasing energy efficiency of buildings is very important for health care units, but so is the design of new ones and redesigning existing ones so as to reduce CO 2 emissions. Use of renewable energy sources by healthcare units will acquire greater significance in the future. Respondents are aware of the need to undertake actions aimed at CO 2 reduction.

17 CONCLUSIONS (2) People with the best knowledge on CO 2 reduction are the architects and designers, and technical managers of health care units, while the knowledge of representatives of the Ministry of Health is poorest. The authority and commitment to implement such solutions is in the hands of healthcare unit managers and the Ministry of Health. People with least power are the suppliers.

18 CONCLUSIONS (3) Averaged commitment of all stakeholders (75%) is slightly higher than knowledge (75%) and power (71%). The respondents considered the public procurement procedure (88%) the worst barrier, with a far smaller one being the question of finance (79%), and the least technological questions (67%).
