2 Slovenian and European strategies The European Commission proposed the so-called three pillars of European Union energy policy sustainability, competitiveness and security of supply as core principles for a new comprehensive European energy policy. (source: European Commission) Mitigation of climate changes: 80 % of greenhouse gas (GHG) emissions is emitted due the production or use of energy in the EU; Reducing dependence on fossil fuels: limiting the dependence of EU from import of oil and natural gas and rising prices; Establishment of more competitive energy market: the encouraging of economic growth, technology development and creation of new jobs and the provision of reliable and affordable energy.

4 Local Energy Concept Local energy concept includes: analysis of energy consumption among the areas: households, public buildings, public lighting, companies, transport etc., analysis of energy supply, analysis of GHG emissions, identification of weaknesses of energy supply and use, assessment of expected energy consumption and analysis of RES potencials, setting targets of energy planning, analysis of possible measures, RES and RUE action plan, guidance for implementation.

5 Development strategy of public lighting Analysis of the situation in the field of public lighting (energy consumption, inventory of lamps (number, type, ), new lines of public lighting, ); Development plans and spatial arrangement of new sections of PL; Adaptation of lamps; Action plan for the development of lamps adapted according to the individual municipality decrees and national legislation (Decree on limit values due to light pollution of environment)

6 Covenant of Mayors is the first initiative of the European Commission, which encourages the municipal administration and population to take over the initiative in the fight against global warming. is a voluntary commitment of municipalities for achieved and exceed targets of EU in the field of reducing emissions CO 2 by increasing energy efficiency and use of RES. is open for all municipalities, regardless size and their progress in the implementation of energy and climate policy.

7 Covenant of Mayors in Slovenia

8 Strategies in Slovenian municipalities In the analysis are discussed 5 municipalities, of which 2 are actively cooperating with the local energy agency, 2 of them cooperate less. All 5 municipalities have prepared LEC, 2 are signatories of Covenant of Mayors, which have also made the Development strategy of public lighting. 9 Energy consumption data monitoring Energy bookkeeping is a compilation of information about energy consumption, price and total cost of energy supply and use. Based on this information, we have an overview of the energy consumption through a certain period. When we include the processing of data, we can talk about energy management of buildings. Energy bookkeeping is a frequently used term when we are talking about energy efficiency in buildings and also allows us the valuation of projects RUE and RES.

11 Energy management Energy management are services to manage the building with the purpose of more efficient energy consumption and reducing costs. Energy management must be systematic if we want permanently to reduce costs and must in each step of implementation to address three important aspects: efficient management of energy, which means a cost-effective purchase of equipment and cost-effective energy supply and efficient energy consumption; continuous searching of potential energy savings; positive behavior of users of the building.

14 The role of Energy management /Energy Agencies PERFORMING ENERGY MANAGEMENT FOR LOCAL COMMUNITIES! Identification of the project Preparation of the adequate documents: investment documents, feasibility study, technical documentation, Supporting at public procurement process and financing the project (own founds, commercial loans, ESCO, PPP, EPC, ) Monitoring and evaluating the project.

15 Energy management The importance of operation of individual agency and its cooperation with local communities is reflected in the quantity of resources, which have been acquired within the frame of different European programmes, such as Intelligent Energy Europe (IEE) and Objective 3: Territorial Cooperation. In both programs it is important to emphasize that funds from these programs are not dedicated only to Slovenia, but acquisition of funds from these programs means additional funding sources by the European Commission. 16 Cohesion Fund Cohesion fund (CF) is a structural instrument, which since 1994 helps Member States to reduce economic and social disparities and to stabilize the economy. The Cohesion Fund finances up to 85 % of eligible expenditure of major projects in the field of environment and transport infrastructure. To funding from Cohesion Fund are eligible: environmental projects that help achieve the objectives of the Contract ES, in the priorities of the Community environmental protection policy based on environmental policy and action programme. The Fund may finance projects in the field of waste management, drainage and treatment of waste water, drinking water supply, provision of flood protection as well as in the field of efficient use of energy and renewable energy. transport infrastructure projects for the construction or development of transport infrastructure as defined by guidelines for the development of trans-european transport network.

17 Cohesion Fund For sustainable use of energy 160 million euros ( ) Four content sections: energy sanitation and sustainable construction of buildings in the public sector, efficient use of electricity, innovative measures for local energy supply and demonstration projects, information and advice. 19 Health center Velenje Health center Velenje is ranked among the energy wasteful building since its energy number over the last three years amounted to an average of 229 kwh/m 2 a. Such a large energy number is mostly the result of inadequate isolation of facade cladding, isolated roofing is minimal, also nearly two-thirds of the windows are energy inappropriately. The larger energy number contributes also energy inefficient ventilation and cooling, which is done locally with air conditioners installed in almost each room specifically.
