1 Futsal: Laws of the Game Winter Season THE BALL We will use a futsal ball (no bounce ball) for all matches. The ball will be provided by the tournament or a team can provide a ball to the ref prior to the game. NUMBER OF PLAYERS Minimum Number of Players to Start Match: 5, one of whom shall be a goalkeeper Minimum Number of Players to Finish Match: 3 Maximum Number of Players on Roster: 12 Substitution Limit: None Substitution Method: Flying Substitution (all players but the goalkeeper enter and leave as they please; the goalkeeper substitution can only be made when the ball is out of play and with the referee s consent) PLAYER S EQUIPMENT Protective Shin-guards ARE REQUIRED and footwear with rubber soles (No Cleats are Allowed) HEAD REFEREE Duties: Enforce the laws, apply the advantage rule, keep a record of all incidents before, during, and after the game, stop game when deemed necessary, caution or expel players guilty of misconduct, violent conduct or other ungentlemanly behavior, allow no others to enter the pitch, stop game to have injured players removed, signal for game to be restarted after every stoppage, decide that the ball meets with the stipulated requirements. DURATION OF GAME 35-minute games with two 17-minute halves. There will be a one (1) minute halftime so we can maximize playing time inside the games. Time can be prolonged ONLY to take a penalty kick. Teams will switch sides at half time. BALL IN AND OUT OF PLAY Ball out of play: When it has wholly crossed the goal line or touchline; when 1

2 the game has been stopped by a referee; when the ball hits the ceiling (restart: kick-in at the place closest to where the ball touched the ceiling). FOULS AND MISCONDUCT Direct Free Kick awarded when a player intentionally commits any of the following 10 offenses (penalty kick taken from the free throw line awarded when infringement takes place in penalty area): Kicking or attempting to kick an opponent Tripping an opponent Charging an opponent in a violent or dangerous manner Charging an opponent from behind Striking, attempting to strike, or spitting at an opponent Holding an opponent Pushing an opponent Charging an opponent with shoulder (ie. Shoulder charge) Sliding at an opponent (ie. Sliding tackle no sliding) Handling the ball (except the goalkeeper) Indirect Free Kick awarded when any of the following 7 offenses is committed (kick taken from free throw line when infringement takes place in penalty area): Dangerous play (ie. Attempting to kick the ball held by goalkeeper) Obstruction Charging the goalkeeper in the penalty area Goalkeeper throws ball directly over the halfway-line (without it first touching his/her own side of the pitch or any player) Goalkeeper picks up or touches with his/her hands a back pass Goalkeeper picks up or touches with his/her hands a kick-in from a teammate Goalkeeper controls the ball with any part of his/her body for more then 5 seconds Player shall be cautioned (ie. Shown yellow card) when: A substituting player enters the pitch from an incorrect position or before the player he/she is substituting has entirely left the pitch He/She persistently infringes the Laws of the Game He/She shows dissent with any decision of the referee 2

3 These 4 yellow-card offenses are punishable by an indirect free kick taken from the point of infringement (or from the free throw line when infringement takes place in penalty area). Players shall be sent off (ie. Shown the red card) for: Serious Foul Violent Conduct Foul or Abusive Language Second instance of cautioned offense (ie. Second yellow card in one game) Intentionally impeding a clear goal opportunity Direct free kicks (or penalty kicks) accompany the expulsion for a serious foul, violent conduct and impeding a clear goal scoring opportunity. Indirect free kicks accompany Abusive language or second yellow card incidents. RULES OF EXPULSION The player sent off (shown the red card) is out for the rest of the game and is not permitted to sit on the bench for the remainder of the game. That player is also ruled out of the team s next game. One game penalty must be served before that player can resume play with the team. The team of the player sent off can substitute for that player after 2 minutes of playing time or after the opposing team scores which ever comes first in the game. The substitution cannot come on the pitch until the ball is out of play and he/she has the referee s consent. FREE KICK Wall must be at least 5 yards away until the ball is in play Kick must be taken within 5 seconds Kicker cannot touch the ball again until it has been touched by another player ACCUMULATED FOULS Accumulated fouls refer only to all fouls mentioned in DIRECT FREE KICK portion of rules. Once a team has accumulated 5 fouls during a half (those accumulated in the second half continue to accumulate in to extra time/overtime), the opponent is awarded a direct free kick from the free throw line. The opponent is NOT allowed to set up a wall for this direct free kick. During the penalty kick, all other players must stand behind the mid court line. The goalkeeper must remain on the goal line until the ball is kicked. Once the ball is played by the shooter, all players are live and can approach the ball if it is not scored. 3

4 KICK-IN To be taken in place of the throw-in The ball is placed on the touch line before kicking The kick-in must be taken within 5 seconds, if it is not, the kick-in is given to the opposing team The kicker cannot play the ball a second time until it has been played by another player; infringement of this rule entail an indirect free kick to the opposing team from the infringement point Players on opposing team must be at least 5 yards away from the kick-in point Cannot score directly from a kick-in KICK OFFS TO START PLAY Kick off will start in the center circle on the midfield line Ball may go forward or backwards to start play of game or following a goal Opposing team must be 5 yards away from ball to start play Can score directly from kick off GOAL CLEARANCE To be taken in place of a goal kick From inside the penalty area, the goalkeeper throws the ball into play The ball is not in play until it has passed outside of the penalty area (designated as the three point line on basketball floor). If the goal clearance is received inside of the penalty area, the goal clearance shall be taken over CORNER KICK Ball placed on the corner. If ball is misplaced, the corner kick is taken over Must be taken within 5 seconds; failure to do so entails indirect free kick to the opposing team from the corner The kicker cannot play the ball a second time until it has been played by another player Players on opposing team must be at least 5 yards from point of the corner kick Can score directly from a corner kick PLAYERS are only permitted to play with one (1) team. Special permission may be granted by league 4

5 administrator to allow a team to fill their roster; however opposing team must agree to request. Any players found playing on multiple teams will be suspended for one (1) week. 5
