5 History A JVS Joint Vocational School was envisioned by the late Governor James A. Rhodes in the 1960s during the decline of the coal and heavy manufacturing industries in Ohio. In order to avoid the economic and social issues of unemployment, he believed Ohio s schools needed to prepare a more technically skilled workforce. Although vocational education was available in most city school districts, rural schools did not have the financial resources to offer technical training to their students. Therefore these schools pooled their resources and created Joint Vocational School Districts where students from all the participating districts could attend. In 1971, after years of preparation and construction, Lorain County JVS opened its school doors to 320 students from six associate school districts. It was one of 49 Ohio Joint Vocational School Districts built in the 1960s and 1970s. We have since grown to encompass a total of 13 associate schools. Moreover, the Adult Career Center enrolls over 1,500 adult students annually. In the last decade, Lorain County was devastated by the economic recession with catastrophic job losses across the region. In response, the JVS has worked to retrain displaced workers in the manufacturing industry, automotive industry and construction industry. We teamed up with our post-secondary and industry partners to build new innovative business opportunities throughout Lorain County. We have provided short-term and long-term training programs as well as on-site training programs in response to demands from out industry partners. We have been a driving force in rebuilding the economy in Lorain County. Today, the Lorain County JVS is the second largest career technical institution in the state of Ohio. It is governed by a Board of Education which is the school s official policy-making body. It is composed of thirteen members, each of whom meets the newly legislated criteria for board members of joint vocational school districts. Lorain County JVS Adult Career Center is a Full Service Center under the auspices of the Ohio Board of Regents, is a designated Ohio Technical Center and became a (Council for Occupational Education) COE candidate for accreditation on June 29, The candidacy status allows the Adult Career Center to provide Title IV Federal Financial Aid to our adult students to support them in achieving the new skills and education to enter a new field of employment. 4

6 The JVS provides students with a sound academic foundation taught with relevance to the real world and opportunities for structured on-the-job training. Students are well prepared to enter the workforce directly upon graduation or to continue their education at college. Lorain County JVS Adult Education Job Training Programs Currently, there are 14 Adult Education Job Training Programs including the following: Automotive Technology Computerized Business Technology/Admin Asst/Accounting Clerk Computerized Business Technology-Medical Secretary/Electronic Health Records Cosmetology & Management Dental Assisting/Radiography Emergency Medical Technician Home Health Aide Managing Esthetician Medical Assisting Medical Office Assistant Phlebotomy Technician Precision Machine Technology STNA (State Tested Nurse Aide) Welding/Fabrication College Credits & Industry Credentials The following Job Training Programs provide access to college credit, thanks to the State of Ohio s Career-Technical Credit Transfer CT2 system and/or local articulation agreements: EMT, Precision Machine Technology, Medical Assistant, Phlebotomy Technician All Job Training Programs are open to adults and provide students access to many industry credentials including: ASE Certified Health Record Specialist AAMA CMA Certification Ohio State Board of Cosmetology State License (OSCB) Ohio STNA NHA NIMS State Welding Certification Tests for Structural Welding (Vertical and Overhead) 5

7 Lorain County JVS Adult Education Department Staff & Support The Adult Education Department is staffed by an Adult Education Director, four part-time Adult Education supervisors, five program coordinators, two full-time secretaries, three part-time secretaries, four part-time security resource officers, a student services coordinator and over thirty adult job training program instructors. All of these instructors have related industry experience. Many still work in the industry. As a result, they bring the latest skills and techniques into the classroom adding value to the student experience. Location & Facilities The Lorain County JVS Adult Career Center is located at the intersection of State Routes 20 and 8 south of Oberlin, Ohio in southwestern Lorain County. Lorain County JVS is a 450,000 sq. ft., three-floor building on 123 acres with free parking for 500+ vehicles. Construction was started in 1970 and completed in The main building is 10+ acres under one roof and was the largest career technical center under one roof in Ohio until the recent completion of Penta in Perrysburg. Since the completion of the building, numerous building improvements, upgrades, remodels and repurposing have been complete. The school has committed to providing excellent, state of the art laboratory facilities to support outstanding educational experiences for the students, both secondary and adult. The school boasts a 911 memorial, with a beam from one of the towers situated in a scenic setting in front of the school. This memorial project was a notable event in the history of the school and involved many of the schools secondary career technical programs in the design and completion of the memorial exhibit. Therefore, we will offer any program socially and occupationally beneficial, when facilities and enrollment permit. We will work cooperatively with area employers and occupations for the mutual benefit of the community by providing the opportunity for men and women to upgrade themselves within a given occupation or to retrain and prepare themselves for a new occupation. As a Career and Technical School District, all JVS Career Development programs are approved by the Ohio Board of Regents. The Lorain County JVS Adult Career Center is a proud member of the University Systems of Ohio and is an Ohio Technical Center. The school is governed by a local board of education made up of members appointed from area school districts and local business and industry. The Emergency Medical Technician Program is accredited by the Ohio Department of Public Safety, pursuant to Section of the Ohio Revised Code and has been issued a certificate of accreditation to conduct emergency medical services education in the state of Ohio for the certification levels of Emergency Medical Responder and Emergency Medical Technician. The Lorain County JVS Adult Career Center s Medical Assisting Program is accredited by the Commission on Accreditation of Allied Health Education Programs (CAAHEP) ( upon the recommendation of the MAERB. 11 Goal of Program Auto Technology The Auto Technology Program is designed to prepare students for positions in the automotive industry, which is a high demand, high wage area of employment in Lorain County and surrounding areas. Students who successfully complete the program are in demand and can expect a living wage. Overview The transportation industry is critical in Ohio, with over 120,000 employees working directly in the automotive industry and over 840,000 jobs indirectly related. Lorain County has 33 companies in the automotive industry, including the Ford Assembly Plan and Republic Steel. The job market is strong for students prepared to work in this field. The Auto Technology Program prepares students to enter this rewarding career field with training in diagnosis, repair and adjustments of all phases of automotive mechanics. Students use state-of-the-art automotive testing equipment including computerize diagnostic equipment. The facility is outstanding and creates an excellent learning environment for high school and adult students. 14 Computerized Business Technology: Accounting Goal of Program The Computerized Business Technology Program is designed to prepare students for entry-level employment in the Accounting/Bookkeeper clerk area. Students who successfully complete the program are in demand and can expect a living wage. Approximately 90% of the graduates of the program find employment in a related field or continue their education. Overview The Computerized Business Technology program with specialization in Accounting/Administrative Assistant prepares students for entry-level employment in the accounting /bookkeeper clerk area along with the Administrative Assistant program. The Administrative Assistant portion of the program includes Microsoft Office suite 2010 including Word, Excel, and PowerPoint. The Accounting Clerk curriculum includes double-entry accounting, recording of business transactions, preparation and analysis of financial statements, tax forms and payroll records, accounting control systems, aging process and depreciation, and the application of accounting principles. This program includes both manual and computerized accounting using QuickBooks software as well as math and accounting application using the 10-key calculator. 17 Computerized Business Technology: Medical Secretary/Electronic Health Records Goal of Program The Computerized Business Technology Program is designed to prepare students for entry-level employment in the Medical Secretary/Electronic Health Records area. Students who successfully complete the program are in demand and can expect a living wage. Overview The Computerized Business Technology program with specialization in Medical Secretary/Electronic Health Records prepares students for entry-level employment in the medical secretary/electronic health records area along with the Administrative Assistant program. The Medical Secretary portion of the program includes Microsoft Office suite 2010 including Word, Excel, and PowerPoint. The Electronic Health Records portion of the program includes assembling patient s health information including medical history, symptoms, exam results, diagnostic tests, treatment methods and all other healthcare provider services. Students also learn how to organize and manage health information data by ensuring its accuracy and security. In addition to the medical secretary core curriculum, students lear billing and coding, medical terms, anatomy and physiology and the HER-Aprima software. 20 Goal of Program Cosmetology/Manager The Cosmetology and Management Program is designed to prepare students in the art and science of hair, skin, nails and management of a salon. The goal is to mentor students into a new career and supporting them in the achievement of their career goals. Overview The Cosmetology/Manager program prepares students for licensure as a Cosmetologist through the Ohio State Board of Cosmetology upon successful completion of the state boards. Cosmetologists are trained in the skills of haircutting, styling, use of cosmetology tools, coloring, waxing, manicuring, pedicures, nail enhancements and make-up applications. The Managers portion of the program includes salon management, inventory control, retail sales, advertising and marketing. 24 Dental Assisting Goal of Program The Dental Assisting/Radiography Program is designed to prepare students for positions in the healthcare field, which is a high demand, high wage area of employment in Lorain County and surrounding areas. Students who successfully complete the program are in demand and can expect a living wage. Overview This program prepares students for a chair-side position in a dental office. The course introduces dental anatomy, terminology, dental specialties, chairside assisting, laboratory procedures, infection control, sterilization procedures, dental instruments and mixing dental materials. The course also offers a 7-hour initial training course for a Dental Assistant Radiographer. This is the first step towards obtaining a Dental Assistant Radiographer's certificate in Ohio. BLS Healthcare provider CPR, as well as First Aid and Safety are included. 25 Emergency Medical Technician Goal of Program The EMT 150 program prepares students for entry level position as an EMT-Basic. The local demand for EMT s is high and current numbers of qualified candidates does not meet the demand. Overview The EMT 150 program prepares student to pass the National Registry Exam. Upon successful completion of the national exam, the student can then obtain a state certification. This will allow the student to begin an exciting career as an Emergency Medical Technician Basic. The Lorain County JVS is continually striving to bring the best experience to the learning environment. This is accomplished be maintaining the highest standards in both instruction and equipment. The Lorain County JVS continues to update equipment to assure the most up to date is being utilized to instruct as well as bringing real life scenarios into the classroom. 26 Home Health Aide Goal of Program The Home Health Aide program prepares students with the knowledge and skills to perform as a homemaker home health aide. Jobs for home health aides are plentiful and there is anticipated growth in the employment market due to changes in insurance legislation which promotes the care of patients in their homes when possible. While the entry level wage for Home Health Aides is not substantial, the training puts students on a pathway in the Healthcare field which has numerous opportunities for growth which is aligned with the mission and vision of the school: Focused on your future as a dynamic leader, Lorain County JVS excels to engage, educate and empower. Overview The 75 hour Home Health Aide Program provides the knowledge and skills to perform as a homemakerhome health Aide. Home Health Aides provide primary patient care to clients in their homes under the supervision of a nurse. 27 Managing Esthetician Goal of Program The Managing Esthetician Program prepares students for work in the field of Esthetics, which includes skin analysis, facials, waxing, body treatments including massage and use of electrical equipment. Also included is make-up applications, salon management, retail sales, inventory control, customer service, advertising, marketing and front desk management. Overview The Managing Esthetician Program trains students in the performance of skin analysis and facial treatments, body care and make-up. The program prepares the students for career choices in the Cosmetology field of Esthetics in Salons, Spas, Skin Care Clinics and Medical offices performing skin care services. Our students are prepared to sit for the Ohio State Board of Cosmetology Esthetics Exam in Practical services as well as the written exam. Upon passage the students receive a license to practice Esthetics in the State of Ohio, making them employability in this in-demand hospitality field. 30 Medical Assisting Goal of Program The goal of the 956 hour Medical Assisting Program is to prepare competent entry-level medical assistants in the cognitive (knowledge), psychomotor (skills), and affective (behavior) learning domains. Medical Assistants perform routine administrative and clinical tasks to keep the offices of physicians and other health practitioners running smoothly. The duties of medical assistants vary from office to office, depending on the location and size of the practice and the practitioner's specialty. Administrative duties include answering telephones, greeting patients, updating and filing patients' medical records, filling out insurance forms, handling correspondence, scheduling appointments, arranging for hospital admission and laboratory services, and handling billing and bookkeeping. Clinical duties vary according to state law and include: taking medical histories and recording vital signs, explaining treatment procedures to patients, preparing patients for examination, and assisting the physician during the examination. 33 Goal of Program Medical Office The Medical Office program is a 153 hour Career Development Program. The Medical Office program prepares students to work as administrative or clinical medical assistants in a variety of medical settings. Although the program focuses on front office skills, many medical offices prefer to employ assistants who are prepared to work in both administrative and clinical roles. The Medical Office program meets Monday and Wednesday evenings from 5:30-10:00pm. Observation- Externship hours are completed outside of regular classroom hours by students who wish to participate. Students who meet the academic and attendance requirements, 77% -class grade C and 90% attendance are eligible to sit for the credentialing exam on the last evening of class. 34 Phlebotomy Goal of Program The 463 hour Phlebotomy Technician training program is designed to prepare competent entry-level professional phlebotomists in the cognitive (knowledge), psychomotor (skills), and affective (behavior) learning domains. The Lorain County JVS Adult Career Center s phlebotomy programs goal of evaluation is to produce graduates with the basic knowledge and principles of all entry-level procedures related to the profession of Phlebotomy. This is achieved through affective learning goals and measurement methods that provide reliable data to successfully measure outcomes. Evaluations in allied health have at least eight purposes, accreditation requirements, to assess competence, to document learner experience, to gauge academic progress, to predict performance, to assess feedback for improvement, to assign grades, and to judge program performance. To satisfactorily complete the phlebotomy program, students need to master several competencies using a variety of assessment tools. Checklists with a rating scale allow either successful or nonsuccessful completion of steps. Simulation training, hands-on practice with mannequins, peers, family and friends provides validity assuring reliable measures of skill. Course objectives drive the type of performance evaluation chosen. With the improving technologies that allow for more realistic situations learner experience is provided via simulations emulating actual patient scenarios to promote critical thinking. This is provided by computer based Virtual Phlebotomy s various patient cases and scenarios. The advantage of this evaluation method is a lifelike approach to evaluating learner skills. Students are required to follow proper procedures not only with technique utilizing all OSHA requirements, but also with patient communication and education. Students are required to locate information as provided in patient charts. Both positive and negative feedback is provided by Virtual Phlebotomy. Additionally, numerous clinical situation exercises are provided to facilitate critical thinking and are provided to students in their textbooks. Performance is the ability to demonstrate skills in a controlled environment. Students are given ample opportunity to practice skills and are evaluated by peers, instructors and themselves prior to competency check-off with a minimum of 85% to pass. Feedback is provided in a timely manner. Professionalism is a key feature of the phlebotomy program and is evaluated by assessing a variety of affective behaviors. Ethics and values are examined and conflict issues are discussed such as honesty vs. patient confidentiality. The program prepares students for a profession that is high demand, high wage. 36 Precision Machine Technology Goal of Program The Precision Machine Technology Program prepares students to work on precision equipment commonly used in the manufacturing setting, to read precision measuring instruments and Blueprints; with the ultimate goal of preparing completing students for positions in today s advanced manufacturing environment. Lorain County has traditionally been a county whose economy relies heavily on manufacturing. The recession took a heavy toll on the county who saw huge and permanent layoffs in the largest employers Republic and USS Steel, the Ford Motor Company and numerous other automotive suppliers. While the high paying low skill jobs are now a thing of the past, the high skill manufacturing jobs are readily available for those who can fill them. The Precision Machine Technology (PMT) program at Lorain County Adult Career center consistently prepares students for these high skill positions and the program commonly boasts 100% placement with employers ready to hire students immediately upon the recommendation of the instructor. At a time when Lorain County was feeling the deepest cuts in manufacturing jobs, the Lorain County JVS made a commitment to invest in the future economy of the county by investing more than $800,000 in the Precision Machine Technology lab, ensuring that the facility could support the instruction of skills in advanced manufacturing. 40 Welding and Fabrication Goal of Program The Welding/Fabrication program prepares students for high demand, high wage jobs in the field of welding. Locally, welders are needed in many industries. The Lorain County JVS made a significant investment in the welding lab approximately 4 years ago and the facility is one of the finest training labs for welders in the area. The Welding Fabrication Program provides extensive booth practice time for students and broadly based instruction in safety and various techniques, methods and materials to prepare students for employment in the welding field. Overview The Welding/Fabrication Program is designed to prepare students for positions in advanced manufacturing of which welding and fabrication are integral skills. Manufacturing is a high demand, high wage area of employment in Lorain County and surrounding areas. Students who successfully complete the program are in demand and can expect a living wage. 42 Admissions Process Admission is open to students 18 years or older who hold a high school diploma or GED and are looking to re-enter the workforce or start a new career. The Adult Career Center of Lorain County JVS does not accept ability to benefit students. Students with ability to benefit status are those students seeking entry to a program who do not possess a high school diploma or GED and provide proof of their ability to benefit from the program through test scores. All students seeking admission to Pell Eligible and/or job training programs at LCJVS must provide evidence of a high school diploma or GED. The Lorain County Joint Vocational School District does not discriminate on the basis of race, color, national origin, sex, disability or age in its programs and activities, and provides equal access to the Boy Scouts and other designated youth programs. There are no residency requirements for entrance to programs. Prior to program enrollment, all prospective students for career development programs, must attend an information session for the program of interest. During this information session, students are provided with details concerning educational content, attendance and participation expectations, and other information to allow prospective students a sufficient basis to determine if this program will meet their needs and interests. The information sessions are held at the JVS so students have the opportunity to experience the environment in which their classes will take place, as well to view the lab facilities for each program. Following the information session, students continue with the admissions process. Students interested in programs that are 600 hours or more follow the information session by attending a financial aid appointment with the Student Services department to determine what costs will be covered by Pell Grants and/or direct loans, and what portion of the costs will need to be covered by the student. Ohio Means Jobs, Lorain County JVS also partners with the school to help students access programs that will prepare them for high demand jobs. Once these two steps have been completed, the student is equipped with the appropriate information to determine if he/she wishes to pursue registration in the program. The third step is assessment. The school requires the Work Keys assessment at a cost of $75, which must be paid upon registration for a test appointment and prior to taking the assessment. Currently, the EMT 41

43 program uses the Nelson Denny test for reading as its pre-assessment. This program will be converting to the use of the WorkKeys in the spring of WorkKeys levels have been set for each of the approved programs according to the appropriate profile for that particular occupation. Achievement of the appropriate levels on each of the WorkKeys tests, Reading for Information, Locating Information and Applied Mathematics helps to assure that students have appropriate math and reading levels to achieve success in their chosen program. Additionally, the acquisition of pre-determined benchmark scores on the WorkKeys assessment allows the student to receive a National Career Readiness Certificate (NCRC) at the bronze, silver, gold or platinum level. The credential is very useful to students as they pursue employment, providing information to potential employers of the student s academic competency level. Those applicants who do not meet the benchmark may retest, and assistance is provided to help students remediate. The school provides a free on-line service to help students succeed on the WorkKeys tests called KeyTrain, and ABLE classes are also available on-site to help students prepare to retest if they prefer a classroom setting.
