It is a vital resource for key economic activities such as energy production, mining and agriculture. However, it is a scarce resource. Tradeoffs between water conservation, infrastructure investments, water service provision and economic growth must be balanced to achieve sustainable development. Economic growth, together with the accelerating impacts of climate change, poses serious challenges to water management. Water security is increasingly compromised in Latin America and the Caribbean (LAC), especially in large metropolises and heavily industrialized areas. The frequency and intensity of floods and droughts increase every year putting populations and economic activities at risk. Most of the region faces significant institutional and financial challenges to minimize the impact of these natural phenomena. This session will review current thinking about the future of water in LAC, focusing on three topics: i) water security; ii) water and energy; iii) water for productive use. It will also examine their connection with sustainable development. The session will build on the discussions held during Water Week Latin-America 2015 and the 7th World Water Forum, and it is expected to facilitate consensus about waterrelated policies and the research agenda in LAC for the next fifteen years. 5 2 TUESDAY, AUGUST 25 SESSION 2 The Future of Water Services in Latin America Time: 11:00 to 12:30 Venue: Folkets Hus (FH) Congress Hall B Barnhusgatan 12-13, , Stockholm Event Description: Latin America and the Caribbean (LAC) is a highly urbanized region with more than 80% of its population living in cities. It is also home to some of the world s most dynamic economies with a growing middle class that demands more and better services. However, the region also faces large income disparities between and within countries. This scenario demands innovative ways of improving local service delivery that guarantee quality services for everyone. In the past 25 years, large infrastructure projects have increased access in the region. However, due to poor operation and maintenance practices, this infrastructure is rapidly aging, affecting service quality and efficiency (high water losses and energy requirements). Water utilities throughout the region are implementing innovative strategies to address these problems. This session will discuss their small and large-scale water management solutions from information technologies to energy efficiency strategies. This session will also discuss how utilities can innovate and find new ways to deliver quality water and sanitation services for all. 7 TUESDAY, AUGUST 25 3 SESSION 3 Understanding Water and Sanitation as a Human Right Time: 14:00 to 15:30 Venue: Folkets Hus (FH) Congress Hall B Barnhusgatan 12-13, , Stockholm Event Description: The human right to water and sanitation approach must be an integral part of the post-2015 development agenda and discussions. Latin America and the Caribbean is the region with the most countries that explicitly address this right in their national legislation or constitutions (Uruguay, Bolivia, Nicaragua, and Ecuador, among others). Globally, civil society is working toward seeing it implemented and private companies are also starting to embrace the concept. The human right approach creates an opportunity to build synergies between public, private and civil society stakeholders as they seek ways to push forward the approach and put it into practice. But what does it mean to different stakeholders, such as national governments, regulators, utilities and private companies? And, how can they put it into operation? There has been extensive work aimed at promoting a common understanding but there are still many misunderstandings about what the human right approach is: from conceiving that utilities should provide services for free to the most vulnerable without assigning resources for funding those costs, to a debate on public vs. private service provision. This session will target how different actors understand and contribute to the implementation of the human right-based approach. 9 TUESDAY, AUGUST 25 Achieving the SDG on Water in Latin America 4 SESSION 4 Time: 16:00 to 17:30 Venue: Folkets Hus (FH) Congress Hall B Barnhusgatan 12-13, , Stockholm Event Description: 2015 is the target year for achieving the Millennium Development Goals (MDGs). From 1990 to 2014, more than 200 million people in Latin America and the Caribbean (LAC) gained access to safe water and sanitation. However, more than 150 million people still do not have access to these basic services, 30 million to safe water and 120 million to sanitation services. The challenge for the region in 2015 is to undertake and pursue a new set of Sustainable Development Goals (SDGs). Water is central to this challenge. A dedicated global goal on water has been established: ensure availability and sustainable management of water and sanitation for all (Goal #6). This goal includes a set of targets to be achieved by 2030 that reflect the importance of water for human societies and the environment. Two of the targets are: 6.1, Achieve universal and equitable access to safe and affordable drinking water for all; 6.2, Achieve adequate and equitable sanitation and hygiene for all, and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations. Four other targets under discussion aim at reducing wastewater pollution; strengthening water governance; increasing water-use efficiency, and protecting and restoring water-related ecosystems. This new set of targets triggers a service universalization challenge, but goes beyond access and emphasizes the importance of guaranteeing service quality, sound wastewater management and adequate governance. The post development agenda is now entering a final phase. It is time to discuss how LAC will effectively implement, measure and monitor the new dedicated goal and targets. From 1990 to 2015, more than 2.3 billion people globally have gained access to improved water sources and about 2 billion to improved sanitation. However, more than 700 million people, mostly in Asia and sub-saharan Africa, still use unimproved drinking water sources; and some 2.5 billion people unimproved sanitation facilities. The challenge for developing countries is to close this access gap and create the enabling environment to attract public and private investment to the sector. Creating this enabling environment includes defining clear functions and responsibilities, promoting transparent governance structures, strengthen service providers, progressively implement regulatory regimes and tariffs, and guarantee equitable service provision for all consumers. Innovative finance can play a critical role in establishing this enabling environment and ultimately providing resources to close the access gap in the water sector. This session will discuss how to generate this enabling environment and target questions such as: What innovative financing mechanisms must be developed to achieve the water-related SDG? What are the existing strategies already addressing this issue? What can we learn from other sectors and regions?
